SummaryThe City of Pasadena Department of Transportation (DOT) is seeking information from vendors with expertise in software and/or firmware solutions capable of generating Signal Performance Metrics (SPMs) for the Metro A-Line traffic signal network and identifying/recommending potential traffic signal improvements, surveillance solutions, and hardscape improvements based on those metrics. Proposed solutions should also outline processes for acquiring intersection safety data through analysis of collected information, and provide recommendations and operational strategies to support safe, efficient mobility for pedestrians, motorized, and non-motorized vehicles, while addressing congestion along the Metro A-Line adjacent corridors.
The system should be capable of recommending safety strategies derived from analysis of intersection movements or by employing a safety analytics features that can evaluate and make recommendations based on intersection movements.
The City is also looking for real-time analysis to determine the state of network mobility efficiency, intersection mobility performance levels evaluation, in-depth analysis of infrastructure and recommendations of needed technology(ies) to improve network efficiency.
Lastly, the vendor’s proposed product should provide identification of elements that are needed to interact with current City of Pasadena Traffic Management Center (TMC) infrastructure, specifically the ability to communicate with the traffic signal controllers and identify elements that can be networked to existing infrastructure. Details on City of Pasadena traffic controllers and systems are noted in the section below, under Current Operations.
Information gathered through this RFI may inform future DOT procurement of technologies designed to collect, process, and analyze intersection mobility data. Respondents may include vendors offering all or part of the services described above.
BackgroundThe Metro A-Line is one of the many countywide metropolitan light rail lines operated by the Los Angeles County Metropolitan Transportation Authority (Metro). In Pasadena, the Metro A-Line operation runs within its own right-of-way that includes at-grade crossings at three main east/west arterials. These arterials are Glenarm St, California and Del Mar Blvds.
The Metro A-Line traffic signal network perimeter is defined by 18 signalized intersections as follows:
Arroyo Pkwy @ Del Mar, @Belleview St, @California and @Fillmore
Raymond Ave @ Del Mar, @California, @Fillmore and @Pico St.
Marengo Ave @ Del Mar, @California
Fair Oaks Ave @ Del Mar, @ Belleview St, @California, @Fillmore and @Bellefontaine
Glenarm St @ Fair Oaks Ave, @Raymond Ave and @Marengo Ave
The at-grade rail crossings safety elements include full quad-gates, pedestrian rail gates, beacons, and all required street markings as required by the CPUC and MUTCD.
DOT runs two ATMSs, Transparity (Swarco/McCain) and SCATS (Distributed by Transcore) Citywide. These two systems provide intersection operation and control within the A-Line traffic signal network. In addition, a third-party module/firmware by RIO-TECH provides real-time rail data at 4 intersections, which the City retrieves at the City’s TMC. The rail data does not influence the traffic signal controller or signal timing at these locations.
