EAGLE COUNTY PROJECT MANAGEMENT - REQUEST FOR PROPOSALS
CONSTRUCTION MANAGER/GENERAL CONTRACTOR SERVICES FOR EAGLE COUNTY JUSTICE
CENTER EXPANSION PROJECT
Eagle County, Colorado is soliciting proposals for Construction Manager/General Contractor (“CM/GC”)
services for preconstruction and construction of an expansion project at the Eagle County Justice Center
located at 885 Chambers Avenue, Eagle, Colorado 81631. The expansion project will include, but not be
limited to: a 14,000 gross square foot addition of a courtroom, jury deliberation room, judicial chambers,
support offices, clerk offices, probation offices, conference room, and lobby spaces; a second story addition,
including an elevator and stairs, connection of an existing corridor from the detention area to the new
courtroom; 3,500 square feet of interior renovations to existing spaces; a mechanical room expansion; a secure
parking area; and enhanced security measures (collectively, the “Project”). Final selection of a successful
respondent will be based on an evaluation of factors including, but not limited to, general approach to the
project, experience, schedule, fees, budget constraints, practices and procedures, familiarity with Eagle
County, and legal issues. The evaluation of proposals in response to this RFP will include rates, hourly or
otherwise, including a “not to exceed” cost for Preconstruction Services as set forth in more detail in the RFP
Instructions to Respondents.
Submittal of proposals will occur pursuant to the following schedule:

Proposals must be sent to Kristin Degenhardt, Construction Manager, by email to
kristin.degenhardt@eaglecounty.us at or before 3:00 p.m. on Tuesday, May 26 th , 2026. No telephone or
facsimile proposals will be accepted. Any proposals received after this time will not be considered unless good
cause for acceptance is shown as determined by Eagle County in its sole discretion. Sole responsibility rests
with the respondent to ensure that his/her proposals is received on time at the stated location.

The Schematic Design Drawings and Preliminary ProjectDescription for the Project are included as Exhibit A. This Request for Proposals (“RFP”)will be non-exclusive. Eagle County reserves the right to purchase supplies or servicesfrom other professionals.The CM/GC’s services during the preconstruction services phase include, but are notlimited to, cost estimating, value engineering, cash flow projections, scheduling, logisticalplanning, constructability analysis, bid package administration, bidding of trade contracts,and the submittal of a Guaranteed Maximum Price (“GMP”) proposal for the constructionwork (collectively, the “Preconstruction Services”).The CM/GC's services during the construction services phase include, but are not limitedto, construction management, administration, field supervision, coordinatingsubcontractors, maintaining quality, meeting schedules, and providing the generalconditions work for the Project (collectively, the “Construction Services”).The evaluation of proposals in response to this RFP will include rates, hourly or otherwise,including a “not to exceed” cost for Preconstruction Services as set forth in more detail inthe RFP Instructions to Respondents. Following evaluation of the proposals received byEagle County in response to this RFP, the successful respondent will be given the first rightto negotiate a Preconstruction Services Agreement acceptable to Eagle County. In the eventthat an agreement satisfactory to Eagle County cannot be reached, Eagle County may enterinto negotiations with one or more of the remaining respondents.Final selection of a successful respondent will be based on an evaluation of factorsincluding, but not limited to, general approach to the project, experience, schedule, fees,budget constraints, practices and procedures, familiarity with Eagle County, and legalissues.The successful respondent shall commence work only after execution of an agreementacceptable to Eagle County, provision of the required bonds, approval of insurancecertificates, and a notice to proceed is given by Eagle County.Proposals must be received via email by Kristin Degenhardt atkristin.degenhardt@eaglecounty.us no later than 3:00 p.m. on May 26, 2026. Proposals received after the deadline specifiedabove will be considered non-responsive and will not be considered.2. Any question, interpretation or clarification regarding this RFP is required seven(7) calendar days prior to the due date. Responses, if any, will be issued by addenda postedto www.eaglecounty.us. All questions regarding this proposal must be in writing andsubmitted to Kristin Degenhardt, Eagle County Construction Manager, via email tokristin.degenhardt@eaglecounty.us. No additional questions will be accepted after the dateand time referenced above unless good cause is shown as determined by Eagle County inits sole discretion. Oral interpretations shall be of no force and effect.3. An optional pre-proposal site visit will be held at 885 Chambers Avenue, Eagle,Colorado 81631 on Thursday, May 7th, 2026 at 10:00 a.m. for visual observation of theexisting site conditions. Attendance of the site visit is highly encouraged.4. Eagle County reserves the right, in its sole discretion, to determine eligibilitycriteria for bidders or respondents, to reject any and all proposals submitted in response tothis RFP, and to waive or not waive informalities or irregularities in proposals received orRFP procedures. Eagle County also reserves the right to re-advertise this RFP, otherwiseprovide the services as determined by Eagle County to be in its best interest, to accept anyportion of a proposal deemed to be in the best interests of Eagle County to do so, or furthernegotiate cost, terms, or conditions of any proposal determined by Eagle County to be inits best interests. Eagle County may also choose to disregard all proposals and issue anotherRFP.5. Eagle County may, at its sole discretion, modify or amend any and all provisionsherein. If it becomes necessary to revise any part of the RFP, addenda will be providedthrough posting at www.eaglecounty.us. Eagle County reserves the right to extend the RFPsubmittal date, postpone selection of a respondent(s), or to postpone the award of anagreement.6. All proposals will be reviewed by a selection committee and any other review asdetermined to be necessary. Respondents may be asked to supplement their initialproposals with additional written material. Eagle County may short-list respondents basedupon an evaluation of the written submittals. Eagle County may arrange for in-personinterviews with the short-listed respondents for a detailed presentation.7. The selected proposal will be the one considered the most advantageous regardingprice, quality of service, qualifications and capabilities of respondent to provide thespecified service, general approach to the project, experience, schedule, fees, budgetconstraints, practices and procedures, history of legal issues, respondent’s familiarity withEagle County and any other factors the County may consider as determined by EagleCounty in its sole discretion. Eagle County may award a contract even if not the lowestpriced proposal based upon a review of the identified factors.8. Respondents are encouraged to clearly identify any proprietary or confidential dataor information submitted with the proposal. Regardless of whether or not so marked, EagleCounty will endeavor to keep that information confidential, separate and apart from theproposal. Notwithstanding the foregoing, respondent acknowledges that Eagle County maybe required to release the information in accordance with the Colorado Open Records Act,order of the court, or other applicable law.9. Eagle County will not pay for any information requested herein, nor is it liable forany costs incurred by the respondent in connection with its response to this RFP.10. No work shall commence nor shall any invoices be paid until the successfulrespondent has entered into a fully executed agreement with Eagle County, provided therequested proof of insurance, and received a Notice to Proceed from Eagle County.11. No telephone or oral proposals will be accepted.12. Respondent(s) who submit a proposal are responsible for becoming fully informedregarding all circumstances, information, laws and any other matters that might, in anyway, affect the respondent’s role and responsibilities. Any failure to become fullyknowledgeable shall be at the respondent’s sole risk. Eagle County assumes noresponsibility for any interpretations made by respondents on the basis of informationprovided in this RFP or through any other source.13. All respondents must include a fully executed Proposal Form with their proposal.14. Eagle County reserves the right to award an agreement to the respondent thatdemonstrates the best ability to fulfill the requirements of the project based upon ourevaluation of the selection criteria.15. This RFP is not intended to completely define the contractual relationship to beentered into with the successful respondent(s). Any awarded agreement shall besatisfactory to Eagle County in its sole discretion.16. Upon identification by Eagle County of the successful respondent, Eagle Countywill give the successful respondent the first right to negotiate an agreement satisfactory toEagle County in its sole discretion. In the event that an agreement satisfactory to EagleCounty cannot be reached, Eagle County may enter into negotiations with one or more ofthe remaining respondents. Eagle County may choose to discard all proposals and re-issueanother RFP.17. The successful respondent will perform all of the work or services indicated in theproposal in compliance with the negotiated agreement.18. The successful respondent(s) shall comply with the following insurance and bondlanguage which shall be included in the agreement to be awarded unless otherwise agreedto in writing by Eagle County:“Contractor shall procure and maintain for the duration of the contract, and for five (5)years thereafter, insurance against claims for injuries to persons or damages to propertywhich may arise from or in connection with the performance of the work hereunder byContractor, its agents, representatives, employees, or subcontractors.MINIMUM SCOPE AND LIMIT OF INSURANCECoverage shall be at least as broad as:1. Commercial General Liability (CGL) insurance covering CGL on an “occurrence”basis, including products and completed operations, property damage, bodily injury andpersonal & advertising injury with limits no less than $10,000,000 per occurrence and$20,000,000 in the aggregate.2. Automobile Liability Insurance with limits of no less than $5,000,000 per accidentfor bodily injury and property damage.3. Workers’ Compensation insurance as required by law and Employer’s LiabilityInsurance with a limit of no less than $1,000,000 per accident for bodily injury or disease.4. Builder’s Risk (Course of Construction) insurance utilizing an “All Risk” (SpecialPerils) coverage form, with limits equal to the completed value of the Project and nocoinsurance penalty provisions.5. Surety Bonds as described below.6. Professional Liability with limits no less than $2,000,000 per occurrence or claim,and $2,000,000 policy aggregate.If Contractor maintains broader coverage and/or higher limits than the minimums shownabove, County requires and shall be entitled to the broader coverage and/or the higher limitsmaintained by the contractor. Any available insurance proceeds in excess of the specifiedminimum limits of insurance and coverage shall be available to County.
