Speed Management and Traffic Calming Professional Services
The City of Holyoke seeks proposals from engineering firms to develop a Neighborhood Traffic
Calming Program and to improve safety for all modes of transportation by identifying speed
management solutions appropriate for implementation in Holyoke. Primary funding for the project in the amount of $50,000 has been allocated to the City under the Commonwealth of Massachusetts’ Community Compact “Best Practices” Program. Future phase work and/or supplemental funding may be funded in whole or part with Federal Funds. Respondents will be verified for eligibility to receive Federal Funds and must comply with all Federal Requirements including 2 CFR Part 200. Starting on January 26, 2026, RFP documents may be obtained electronically through the City of Holyoke’s Purchasing Department by submitting an email request to Jaime Morrow, Chief Procurement Officer, at morrowj@holyoke.org. Responses will also be submitted by email. Proposals shall be submitted electronically to Jaime Morrow, Chief Procurement Officer, at morrowj@holyoke.org and are due on February 24, 2026 at 2:30 PM (local time), based on the digital time stamp when received. Late applications will not be accepted. Proposals submitted through any other means, such as mail or hand delivery, will not be accepted and will be rejected by the City as non-responsive. The City intends to select a consultant within 60 days of receipt of the RFP responses. Work on the project must commence within 30 days of contract execution. The City reserves the right to reject any and all submissions, to waive any minor informalities and technicalities, or to cancel the solicitation if it is in the public interest to do so.
