Bid Title: Request for Proposal: Skate Park Ramp Construction
Category: Request For Proposal Status: Open Description: The City of Monticello seeks a qualified contractor to design and construct custom skate park features within the existing skate park footprint. The project requires on-site fabrication and installation of all ramps and features, designed for users ages 5 and older. The existing concrete pad and stormwater drainage infrastructure shall remain unchanged. All new features must be compatible with the current surface and drainage patterns.
Required features include a Pyramid Entrance, Custom Hip Quarter Pipe, Roll-In with W Quarter Pipe and Large Deck, Blended Quarter Pipe with Large Deck, Box Jump, Bump-to-Bump with Ledge, Stage, and A-Frame with Rail. The skate park must be open for public use no later than June 30, 2026.

Special Requirements: The Contractor must comply with all local and State laws, rules, and regulations; provide their state contractor licensing information and provide proof of other licenses or certifications that might be required as a condition of the service. The contractor will be required to meet the insurance specifications as needed for the project and as required by law. It shall be the responsibility of the Contractor to supply all necessary tools, supplies and equipment to perform the work as requested.

The City reserves the right to cancel the contract with seven (7) days’ written notice forfailure of the contractor to perform in accordance with the specifications. If the contractor fails touphold the contract terms the contractor must give 90-day written notice of cancellation. If thecontractor fails to give written notice of cancellation, the city will hire a different contractor andbill the faulting contractor for services left for the remaining duration of the contract.SITE VISIT WITH STAFFIf a contractor would like to visit the site to verify conditions, they may do so by contacting theParks Superintendent to schedule a site visit.PROPOSAL DEADLINEAll proposals are due to Tom Pawelk by email only at: tom.pawelk@MonticelloMN.gov onMarch 24, 2026, by 3:30 p.m. Late or incomplete submissions will not be accepted.PROPOSAL ARRANGEMENTThe Contractor must complete and submit the proposal sheet information (attached in Exhibits Aand B). Include all labor, materials, or other associated costs as needed in your proposal, extracosts will not be accepted. Incomplete proposal sheets will be rejected. Proposals will beevaluated based on qualifications, experience, design quality, feasibility, cost, ability to meet theJune deadline, and references.PROPOSAL VS. FINAL COSTProposals should be complete and as accurate as possible. The contractor’s proposal should besufficient to complete the work as described. No extras will be allowed because of theContractor's misunderstanding as to the amount of work involved or lack of knowledge of existingconditions. Any stoppage or re-mobilization costs will be considered incidental to proposal andnot subject to reimbursement. Your proposal is not an estimate. The City of Monticello willcomplete a professional service agreement based on the cost proposal awarded. The contractor will be required to meet theinsurance specifications as needed for the project and as required by law. It shall be theresponsibility of the Contractor to supply all necessary tools, supplies and equipment to performthe work as requested.The Contractor shall invoice the City within 30 days of the completed project at the rates agreedto in the contract. The City shall make payment within 35 days of receipt of the invoice unlessother terms are written in the contract. Project Payment: The City will pay upon the receipt ofcomplete, itemized invoices, and confirmation of contract compliance. No extras will be allowedbecause of the Contractor’s misunderstanding as to the amount of work involved or lack ofknowledge of existing conditions. City Council meetings are on the second and fourth Mondays,final invoice needs to be handed in one week before City Council meetings.The City of Monticello shall retain the right to terminate the contract with seven (7) days’ noticeshould the Contractor fail to perform work in a professional manner or perform the work withinthe demands and time constraints established by the City of Monticello.Failure to maintain necessary licenses and/or insurance coverage is grounds for termination ofthe Contract. The contract could be terminated upon mutual agreement between the Owner andthe Contractor, provided that at least 30 days’ notice is given by either party prior to termination.Contractor will be required to indemnify the City against all suits, claims, judgments, awards,losses, cost or expense (including attorney’s fees without limitation) arising in any way out of theContractor’s performance or non-performance of its obligations under the Service Contract. No concretereplacement, resurfacing, patching, grinding, sealing, or other concrete work shallbe performed.4. Stormwater InfrastructureStormwater drainage is already managed by the existing concrete surface. Nodrainage modifications or concrete alterations shall be proposed.5. Tier 1 Skate Park ComplianceAll features must comply with the League of Minnesota Cities Tier 1 Skate ParkStandards, including maximum feature height of 48 inches, maximum pyramidheight of 6 feet, and maximum bowl depth of 6 feet.6. Required Skate FeaturesThe final design must include all required elements listed in Section 2.7. User SuitabilityAll features must be designed for users ages 5 and older.8. Materials and DurabilityAll materials must be suitable for year‑round outdoor use in Minnesota climateconditions.9.
