Concessionaire at Bill Burke Memorial Park
The City of Salina, Kansas is soliciting proposals for a person/company/organization to provide
concessions for Bill Burke Memorial Park, 1501 E Crawford, Salina, KS 67401.
Proposals will be taken until Thursday, December 11, 2025, at 2p.m. CST and must be submitted to the
City Clerk in envelopes marked:

Background
The City of Salina takes pride in providing quality concessions service and facilities including the 2023
Bill Burke Concessions Renovation. For over 25 years, the Optimist Club operated the concession
stand at Bill Burke Memorial Park. Due to a shortage of volunteers, the City of Salina is now seeking a
new concessionaire to contractually manage and operate all food and beverage services for all baseball
and softball games and tournaments at the park. The concession operation season generally runs from
late March through late October.
A master schedule of youth, high school, college games, and tournaments will be provided by the Salina
Parks and Recreation Department. Main focuses are:
1) Weekend tournaments March October (Approximately 20 Tournaments)
2) Salina Parks & Recreation Summer League Games, M-Th, mid-May mid-July:
(Approximately 30 weeknights)
3) High School, College and/or other games and special events (as scheduled)
Concessionaire Responsibilities:
The selected concessionaire shall:
Comply with all applicable local, state, and federal laws and regulations.
Provide a valid Certificate of Liability Insurance, including but not limited to:
o $1,000,000 general liability coverage
o Workers' Compensation
o Listing the City of Salina as an additional insured
Enter into and abide by the City of Salina Concessions Agreement
Operate the concession stand during all scheduled events as identified in the master schedule
Fully equip, supply, and stock the concession stand
Make two payments annually (by May 15 and July 15) to the City of Salina for the right to be
the exclusive provider of food and beverages at the park
(Historically: $2,000 per payment; total $4,000 annually)
City of Salina Responsibilities:
The City will provide:
Utilities, including water, single-phase electricity, and sanitary sewer
Maintenance of key, city-owned equipment, such as the ice machine, cooler, and fountain
dispenser
A master event schedule requiring concession services

Proposal Submission Requirements
Proposals should include the following information:
1. Cover Letter
2. Name of individual, company, or organization
3. Relevant experience in food service or concessions
4. Proposed menu and pricing
5. Current and/or planned licenses and permits
6. References
7. Availability and ability to operate during scheduled events (i.e. staffing plan, # of employees,
back-up plan, etc.)
8. Financial capacity to fulfill payment requirements to the City
