The Environmental Health Division of the County of Siskiyou is seeking qualified contractors to provide professional services and to establish a pool of pre-qualified vendors who can respond on an as‑needed basis to individual cleanup sites under the Farm and Ranch Solid Waste Cleanup and Abatement Grant Program.
CalRecycle administers this program pursuant to California Code of Regulations section 17991(d) to support the cleanup and prevention of illegal dumping on farm and ranch properties. The grant serves as a critical tool for safeguarding public health, protecting agricultural lands, and preserving environmental quality. Each site is eligible for a budget of up to $50,000, with up to four sites anticipated per fiscal year.

This combination of vast land areaand a small, widely dispersed population presents substantial challenges for environmentalmonitoring, enforcement, and cleanup activities. With limited staffing and financial resources,the County faces ongoing difficulties in proactively identifying, responding to, and remediatingillegal dumping sites.These constraints allow illegal dumping and the accumulation of hazardous waste to persist farlonger than is acceptable for protecting public health, natural resources, and agriculturaloperations. Without additional support, the County’s capacity to address both existing andemerging sites remains severely limited. Grant‑funded programs are therefore essential. Theystrengthen local capabilities, enable timely cleanup and abatement, and help prevent furtherenvironmental degradation that cannot be adequately addressed under current resourcelimitations.To meet these needs, the Environmental Health Division of the County of Siskiyou is seekingqualified contractors to provide professional services and to establish a pool of prequalifiedvendors who can respond on an as‑needed basis to individual cleanup sites under the Farmand Ranch Solid Waste Cleanup and Abatement Grant Program.CalRecycle administers this program pursuant to California Code of Regulations section17991(d) to support the cleanup and prevention of illegal dumping on farm and ranchproperties. Each site is eligible for a budget of upto $50,000, with up to four sites anticipated per fiscal year.2.0 Scope of Work (SOW)Qualified contractors shall provide all labor, equipment, materials, supervision, and incidentalsnecessary to complete illegal dumping cleanup and abatement activities. The proposedprojects may include the removal of illegally dumped trash, hazardous waste, recyclables,refuse, and the installation of fencing and access gates. The projects are located throughoutthe County. The Contractor is responsible for all the prescribed work, materials, waste permits,and associated equipment necessary to complete the project.All Contractors are required to be licensed, insured, and bonded. Attachment C outlinescontract details to be completed for awarded contractors as well as insurance requirements forall county vendors.The awarded contractor shall furnish a performance bond within fifteen (15) calendar days ofreceipt of the Notification of Final Selection in an amount equal to at least 100% of the contractprice.Page 3 of 7Contractor must contact USA California to mark any underground utilities in the project workarea at least three (3) days prior but no more than fourteen (14) days prior to the Work.Each site will have different needs, but successful Proposer will be responsible for andexpected to provide services such as the following:1. Evaluation for the presence of asbestos containing material (ACM). If ACM is present,removal and proper disposal by a licensed professional prior to debris removaloperations. If required, required documents to be provided will be:a. Supervisor or subcontractor’s certification for asbestos abatementb. Provide copies of required notification materials for the California EnvironmentalProtection and Agency and the California Occupational Safety and HealthAdministrationc. Job site log-in sheets2. Mobilization of equipment3. Removal/proper disposal of, with appropriate documentation in compliance of WasteHauler Permit requirements if required:a. Vehicle(s)/RV(s) & tiresb. Appliance(s)c. Electronic wasted. Scrap metale. Construction debrisf. Household hazardous wasteg. Medicinal waste hazardsh. Propane tanks/gas cansi. Furniturej. Small structuresk. Trashl. Brush/green waste and refuse4. Fencinga. Existing fence removalb. Fence & gate installation, typically:i. 6 ft tall chain link fenceii. 12ft x 50 in galvanized gateProposers should provide pricing for each of the services listed above with their QualificationsSubmission (as required by #4 in Section 4.0 Selection Process) and feel free to include anyother services not specified that they deem necessary to achieve the goals of this RFQ.Timeline will be agreed upon by the selected Contractor at the start of each project. In the casethat all the work is not completed within the specified timeframes, damage will be sustained bythe Count of Siskiyou and that it would be impractical to ascertain actual damages and it istherefore agreed the Contractor will pay to the County the sum set forth herein per day foreach working day delayed in completing the work in excess of the number of days prescribed;and the Contractor agrees to pay said liquidated damages and agrees that the County maydeduct the amount thereof from money due or that may become due to the Contractor underPage 4 of 7the final contract. The Contractor shall pay to the County the sum of five-hundred dollars($500.00) for each working day's delay in completing the work beyond the final completingdates specified above or as amended through a Contract change order.Contractors who owe debt to the county are ineligible for the Qualification list.A contract award resulting from this RFQ will be made without discrimination on any basisprohibited under state or federal law.3.0 Submission RequirementsProposal Format: Proposals must contain the following:1. Attachment A: Vendor Certification Forma. Please fill out Attachment A: Vendor Certification Form, ensuring that all fieldsare filled out, and that a representative authorized to enter into contracts onbehalf of the Proposer signs the Form.2. Qualifications & Rural Grant Project Experiencea. Provide specific information concerning the Proposer's experience with theservices specified in this RFQ.b. Provide specific information concerning the Proposer's experience working onprojects funded by CUPA, CalEPA, or other similar regulatory agencygrant(s).c. Contractor must be duly licensed and authorized to perform services specifiedin accordance with applicable state and federal regulations and must maintainprofessional liability insurance throughout the contract term.3. Company Profilea. Provide a brief description of your company, including business structure,address, the total number of employees, overall industry experience,certifications, affiliations, and relevant experience. Support your capacity toperform the services detailed in this RFQ.4. References:a. Please include at least three (3) references, including name, address,telephone number, and Email, for whom similar services have been provided.5. Price Proposal:a. Provide a transparent fee schedule that outlines all of the costs associated withthe required services, broken down by category of products and servicesoutlined in 2.0 Scope of Work (SOW), and all on-going costs for recommendedor required services.Page 5 of 7
