1. Project Purpose
The Village of La Grange (“Village”) is seeking proposals from qualified firms for a
comprehensive update of its Zoning Code (Title 1, Chapter 7 of the La Grange Municipal
Code). The Village of La Grange Zoning Code (“Zoning Code”) is in need of a substantial
update to modernize the 1991 code, and to reflect the recommended changes per the 2024
Village of La Grange Comprehensive Plan, La Grange Forward.
2. Community Profile
A vibrant village with an inviting ambiance, La Grange feels unexpected. Just 13 miles west of
Chicago, La Grange appeals to those seeking a village with a distinct character, yet close to
the city. The Village is a walkable community that occupies a land area of approximately two
and a half square miles and has a population density of 10.08 persons per acre. Although
relatively small (total population is 16,3211), La Grange’s businesses serve many nearby
communities that lack a traditional retail district, making downtown La Grange a destination in
the western suburbs. This economic activity is vital to the Village’s tax base, since La Grange
has limited areas of industrial and office properties, and no large, suburban style shopping
centers.
La Grange is also known for its historic residential neighborhoods and is home to a National
Register Historic District. However, La Grange features a variety of architectural styles and
housing types and continues to see new development in all areas of the community.
Although a built-out community, La Grange continues to grow through redevelopment. The
primary use of land is residential (both single family and multiple family); however, the Village
has a vibrant mixed use downtown area, including a transit-friendly West End commercial
district near Stone Avenue Station, as well as commercial corridors along La Grange Rd. and
Willow Springs Rd., and industrial areas in the northeastern portion of the Village. The current
Zoning Map can be view on the Village’s website.
3. Scope of Services
A. Expectations for Update – Project Objectives
The following list is intended to assist in the preparation of quality proposals but
should not be construed as all-encompassing. In summary, the Village is seeking a

complete rewrite of its Zoning Code to accomplish the following objectives, among
others:
1. Alignment with Comprehensive Plan: The update should align the Zoning Code
with the recommendations (specific and general) of the 2024 Village of La Grange
Comprehensive Plan, La Grange Forward. There are 35+ strategies from the
Comprehensive Plan that can be achieved through the code update (as referenced
on pages 143, 150, and 152 of the plan’s implementation index). Major themes the
code update should address are:
a. More streamlined and flexible commercial district standards to align with
current and future market conditions to support the vitality of the Village’s
commercial and industrial areas, while preserving a carefully curated mix of
first-floor uses in the retail-focused core of the downtown and limiting
potential negative impacts of industrial zones on nearby residential
properties.
b. Consolidation of commercial zoning districts to aid in code administration
and public understanding.
c. Residential district bulk regulations that better align with the existing
character of the community.
d. Enhanced form and design standards to facilitate development consistent
with the community vision for the built environment.
e. Improved processes to streamline administrative approvals while retaining
Board and commission oversight of significant zoning applications.
f. Code compliance with all legal requirements and reflective of modern best
practices in zoning administration.
2. Additional Updates to Modernize the Code: Beyond the comprehensive plan
recommendations, the update should include:
a. Amendments as needed to align with all legal requirements applicable at
the time of code adoption.
b. Amendments to reflect modern best practices in zoning administration
c. Updated regulations for signs, accessory structures and uses,
nonconformities, processes/commissions, fences, parking, definitions, and
all other sections as needed.
d. OPTIONAL: Updated Subdivision Code Regulations.
3. Simplification: The update should simplify the Zoning Code, making it easier to
read, understand, and administer, including:
a. Elimination of redundancies and inconsistencies.
b. Use of clear and concise text.

c. Use of tables whenever appropriate, particularly for bulk regulations and
permitted and special uses by district.
d. Use of graphics, diagrams, or other imagery to complement and
supplement the code. This is particularly important for sections often
accessed by residents and businesses such as the sign code, fence
regulations, and accessory buildings.
e. Disconnecting the permitted and special uses in the new Zoning Code from
the Standard Industrial Classification (SIC) System to improve public
understanding, business attraction, recruitment, flexibility and zoning
analysis efficiency.
4. Efficiency: The update should seek to reduce the need for variances to the
greatest extent possible, including recommended code amendments based on the
following:
a. An examination of historically granted variances and incorporating new
code provisions to reduce or eliminate commonly approved variances.
b. Best practices for managing nonconformities, to facilitate preservation and
reinvestment in historic structures while gradually eliminating undesirable
nonconformities.
c. Best practices to anticipate development trends, such as solar- readiness,
EV charging, etc., and using flexible language when possible to “future-
proof” the Zoning Code.
5. Accessibility: The new Zoning Code should be a native digital format with ease of
use for stakeholders that may wish to print all or a portion of the document. Ideally
it will be equally accessible in additional languages and by persons with visual
disabilities.
B. Project Tasks
The following is intended to assist in the preparation of quality proposals, by providing
additional detail on the probable tasks and deliverables for the zoning code update.
This list should not be construed as all-encompassing and is not intended to dictate
project approach. Respondents are encouraged to propose tasks and deliverables to
meet the stated project objectives and are encouraged to add to the minimum tasks
listed below based on their experience and approach to the project.
1. Project Management: It is expected that the consultant will develop and manage
the Code Update process to ensure timely completion of the project. Village staff
will make themselves available for regular weekly check-ins to facilitate project
progress.
