Project Description

The City of Garden City plans to temporarily relocate the Garden City Police Department (GCPD) operations while the current Law Enforcement Center (LEC) is renovated and/or refurbished.

The City of Garden City is requesting proposals from qualified vendors (company, firm, partnership, or individual) to provide a temporary facility for the Garden City Police Department which includes law enforcement personnel and associated law enforcement vehicles and equipment to support ongoing operations during the renovation and/or refurbishment of the existing Law Enforcement Center (LEC) located at 304 N. 9th Street. The GCPD will need a minimum of 12,000 square feet for daily operations and parking for a minimum of 30 vehicles.

Proposal Requirements

The proposal shall provide information necessary for the City of Garden City to evaluate the space or structure, ancillary impacts of moving into that space, and financial terms being proposed. The vendor shall make a written proposal that outlines an understanding of the work to be performed. The proposal should address each requirement in the “Scope of Work” and be specific in outlining their proposal. Proposals should be as thorough and detailed as possible but written clearly and concisely so that the City may properly evaluate the vendor’s ability to meet the identified scope of services. The vendor should include in their proposal the following:

a. Cover Letter/Executive Summary on official letterhead signed by a person with the authority to enter into any contract resulting from the RFP.

b. A detailed description of the space or structure to be provided that addresses each requirement contained in the “Scope of Work.”

c. The vendor shall provide information or a response to the following inquiries:

i. The organization and size of the vendor, and whether it is local or regional.

ii. A timeline that best estimates when occupancy can commence.

iii. All costs associated with the completion and delivery of “Scope of Work.”

iv. Is the vendor, any principals of the vendor, or any affiliate of the vendor, the owner or responsible party for the space or structure to be provided? Please confirm ownership or responsibility status.

v. Is the vendor, any principals of the vendor, or any affiliate of the vendor the focus of any pending or ongoing litigation, formal investigation, or administrative proceedings related to the attestation services? If yes, please describe.

d. All pages are to be numbered.
