Geotechnical Engineering Consulting ServicesThe City of Bryant is seeking qualified geotechnical engineering consulting firms to provide professional services under an annual contract beginning January 2026. Firms with experience in geotechnical investigations, soil analysis, foundation design support, roadway and utility projects, and related engineering services are encouraged to submit qualifications.

Bryant, AR 72022Qualifications will be reviewed privately. Selected firms may be asked to provide supplemental information or participate in interviews before final selection. The City may award the contract to one or multiple firms based on qualifications and project needs.
Scope of Services May Include:
- Geotechnical field investigations and soil sampling
- Laboratory testing and analysis of collected samples
- Engineering analysis and recommendations supporting foundations, pavements, utilities, and other civil/structural components
- Additional geotechnical engineering support as required by the City
Evaluation Criteria:
- Relevant specialized experience and technical competence
- Capacity and capability to meet project timelines
- Past performance, cost control, quality of work, and scheduling reliability
- Proximity to and familiarity with the Bryant area
The City reserves the right to reject any or all submissions, request clarification, negotiate terms, and make awards in the City's best interest.

REQUEST FOR QUALIFICATIONSAnnual Contract for Professional ServicesGeotechnical Engineering Consulting Services to the City of Bryant, ArkansasThe City of Bryant, Arkansas is seeking the services of geotechnical engineering consulting firm(s) to provideengineering services on an annual contract basis as described herein. Interested firms should provide a descriptionof their qualifications in the format described below.A. INTRODUCTIONQualifications may be submitted to the City of Bryant no later than 9am on January 5, 2026. All Statementsof Qualification should conform to the format described in this Request for Qualifications and should besubmitted to the attention of:Ted TaylorDirector of Public WorksCity of Bryant1017 Sw 2nd StreetBryant, Arkansas 72022Please include five (5) complete hard copies and one (1) electronic copy of the proposal in a sealed envelopemarked "RFQ FOR GEOTECHNICAL ENGINEERING."Qualifications will be opened and evaluated in private, and proposal information will be kept confidentialuntil a decision is made. From the Statement of Qualifications submitted, the City will select firms for furtherconsideration. The City may select separate firms for expertise in providing geotechnical engineering servicesfor the purpose of assisting in the engineering design of structural and equipment foundations and slabs,roadways, utilities, etc. on City projects.. Additional information may be requested from these firms, and theCity may schedule interviews prior to making a final selection. No interviews or meetings to discuss a firm'squalifications will be scheduled prior to the submittal of the Statement of Qualifications. The City reserves theright to reject any or all responses and waive any irregularities or formalities in responses received. The Cityreserves the right to negotiate with the apparent acceptable firm(s). Awards will be based on thoseconsiderations that are in the best interest of the City and will be made to the responsive, responsible offeror(s) whose response is judged to be the most effective for the purpose intended, according to therequirements stated in the Request for Qualifications. After the completion of this evaluation process, the Citywill make a final selection for the firm or firms to be engaged and then, will negotiate a final contract andagreement. The City may opt to select more than one firm, depending on the type of services required.Geotechnical Engineering firms submitting a proposal will be notified in writing of further questions and/ordecisions. All statements will become public information and part of the official file on this matter withoutobligation to the City. This solicitation does not commit the City to pay any costs incurred in preparing andsubmitting statements or to contract for the services specified.B. PRESENTATION OF QUALIFICATIONS AND AWARD CONTRACTThe City reserves the right to select a short list of consultants at its own discretion to present theirqualifications, respond to questions, and supply supplemental information.The contract will be awarded to that consultant or consultants whose proposal(s) conforms most closely to theRequest for Qualifications, and which will be most advantageous to the City, taking relative experienceworking on similar projects and other factors into consideration. The City reserves the right to select morethan one consultant if our needs are best met in that manner.No consultant or contract engineer with the City may do engineering work for a private development withinthe City, unless such work is authorized by the City. We expect a contract starting in January 2026, with aminimum contract term of two (2) years.C. ADDENDA AND EXPLANATIONSAny consultant in doubt as to the meaning of any part of this Request for Qualifications may request aninterpretation from the City. All such requests, or other inquiries regarding this RFQ, should be made to TedTaylor, Public Works Director at ttaylor@cityofbryant.com .At the request of the consultant or in the event that the City deems the interpretation to be substantive, theinterpretation will be made by written addendum issued by the City. In the event a written addendum isissued, either as a result of a request for interpretation or the result of a change in the requested proposalspecification initiated by the City, a copy of such addendum will be mailed to all prospective consultants. Inall cases, it will be the consultants' responsibility to obtain all addenda issued.D. USE OF SUBCONTRACTORS AND/OR SUBCONSULTANTSIn order that the City may be assured that only qualified and competent subcontractors and/or sub consultantswill be employed on the proposed project, each consultant shall submit with their qualifications a list ofsubcontractors and/or sub consultants who would be called upon to perform the work. The consultant mustdetermine to their own satisfaction that a listed subcontractor and/or sub consultant has been successfullyengaged in this particular type of work for a reasonable length of time and is qualified both technically andfinancially to perform that pertinent phase of the work for which they are listed.No contract awarded by the City of Bryant may be assigned or any part subcontracted without writtenconsent. In no case shall such consent relieve the consultant from his/her obligations or change the terms ofthe contract.E. COMPETENCY OF CONSULTANTNo proposal will be accepted from, or contract awarded to any person, firm or corporation that is in arrears oris in default upon any debt or contract. The consultant, if requested, must present evidence of ability andpossession of necessary facilities, and financial resources to comply with the terms of the Scope of Services.F. CITY ORDINANCESThe consultant will strictly comply with all applicable ordinances of the City of Bryant, laws of the State ofArkansas, and laws of the federal government.G. HOLD HARMLESSThe consultant is responsible for any and all damages to property or persons arising out of an error, omissionand/or negligent act in the prosecution of his/her work. Further, the consultant will indemnify and saveharmless the City, its officers, agents and employees from all suits, claims, actions, or damages of any naturewhatsoever resulting there from. These indemnities are not limited by the listing of any insurance coverage.H. TERMINATION OF CONTRACTThe City reserves the right to terminate the whole or any part of this contract, upon written notice to theconsultant, in the event that sufficient funds to complete the contract are not appropriated by the City ofBryant.The City further reserves the right to terminate the whole or any part of this contract, upon written notice tothe consultant, in the event of default by the consultant. Default is defined as failure of the consultant toperform any of the contract or failure to make sufficient progress so as to endanger performance of thiscontract in accordance with its terms. In the event of default and termination, theCity will procure upon such terms and in such manner as may be deemed appropriate services similar to thoseso terminated. The consultant shall be liable for excess costs for such similar services unless acceptableevidence is submitted that failure to perform the contract was due to causes beyond the control and withoutthe fault of negligence of the consultant.I. HEALTH AND SAFETY ACTAll work under this contract shall comply with the Occupational Safety and Health Act (OSHA) of 1975 andrevisions thereof, and all other applicable Federal, State, or local statutes, rules, or regulations affecting thework done under the contract.J. SURVIVALThe provisions of this Request for Qualifications shall survive and shall not merge with the contract awardedto the consultant selected, but shall be additional terms thereof and the submission of a proposal shall bedeemed as acceptance of these terms.K. MINORITY BUSINESS AND WOMEN BUSINESS ENTERPRISE REQUIREMENTSThe City of Bryant in an effort to reaffirm its policy of nondiscrimination, encourages the efforts ofconsultants and subcontractors to take affirmative action in providing for Equal Employment Opportunitywithout regard to race, religion, creed, color, sex, national origin, age, handicap unrelated to ability to performthe job, or protected veterans' status.L. SCOPE OF SERVICESThe successful consultant(s) will be responsible for all or part of the tasks listed below. Based on thequalifications of the proposing consultants, the City may select one consultant to perform all of the tasks listedbelow, or more than one consultant, each of whom will perform those services for which they are mostqualified. Further, the City reserves the right to contract with other engineering firms to conduct the work ofthe City based on the specific needs of the City or the current workload being handled by the contractconsultant.The City reserves the right to modify this Scope of Services and to request proposal modifications any timeduring the consultant evaluation process.1. Provide consulting services to the City for projects engaged by the City including, but not limited to:a. Provide geotechnical field investigation services involving the collection of soil samples atproject locations as determined by the City of Bryant.b. Provide geotechnical testing and analysis services on samples collected in the field.c. Provide geotechnical engineering analysis and recommendations to support the engineeringdesign of various civil or structural projects.2. Provide other geotechnical engineering support as needed by the City of Bryant.M. EVALUATION OF QUALIFICATIONS STATEMENTThe City shall evaluate current statements of qualifications of firms on file whenever a specific projectrequiring such professional services is proposed. Three (3) qualified firms shall be selected for the specificproject. The City shall then select the firm considered the best qualified and capable of performing the desiredwork and negotiate a contract for the proposed project with the firm selected. In general, when evaluating thequalifications of each firm, the City shall consider:1. The specialized experience and technical competence of the firm with respect to the type of professionalservices required;2. The capacity and capability of the firm to perform the work in question, including specialized services,within the time limitations fixed for the completion of the project;3. The past record or performance of the firm with respect to such factors as control of costs, quality of workand ability to meet schedules and deadlines; and4. The firm's proximity to and familiarity with the area in which the project is located.Thank you for your interest in the City of Bryant.
