To support that vision,Redmond’s Economic Development Strategic Plan and Tourism Strategic Plan call for the formation ofdistrict organizations that strengthen business vitality, placemaking, and tourism.With approximately 77,000 residents and 99,000 jobs today and expected growth to 152,000 residents and131,000 jobs by 2050, the city recognizes the need to explore structured partnerships betweengovernment and local business stakeholders.Project BackgroundThe City’s Economic Development division is responding to local interests by business owners and propertyowners to identify portions of the city as unique districts. In addition to Downtown, the 2050Comprehensive Plan identifies and established boundaries for Marymoor Village as a creative, culturaldistrict and Overlake as an intracultural district. It is unclear the level of awareness and interest bothinternally and externally for proceeding with formal district organizing. Therefore, the City of Redmond isseeking comprehensive support to convening, educating and engaging relevant internal and externalstakeholders, analyzing levels of interest, and proposing opportunities for district organizations.RFP 10885-25 – Business District Feasibility and FormationPage 1 of 10Scope of WorkThe objective of this project is to evaluate the feasibility of Business District formation in Redmond with ashared vision approach between various departments within the City of Redmond and externalstakeholders. The scope of work has two phases with the second phase being dependent on the outcomesof the first phase.PHASE 1Task 1: Project Management Kick off meeting Bi-weekly check-in meetings (virtual) Core team coordination meetings Leadership and Council briefings and presentationsTask 2: Research and Education Identify key internal city departments and programs to benefit from a business district Provide internal material and presentations on different structures and benefits of business districtso Range of programming from business districtso Examples and lessons learned from other citieso Mainstreet and Creative District formation process and benefit analysiso Technical and Legislative process for creation of a Business Improvement District (BID)o Internal city systems and programs needed to support a BIDo 1x1 interviews with key internal departments and programs to understand concerns andopportunities with district types and locations Landscape analysis of existing Redmond organizations and potential for enhanced business districtprogramming Deliverable: Report on opportunities and challenges with business district formation in Redmondincluding a risk analysis and policy considerations. Please refer to the instructions shared in the online posting for this RFP onwww.redmond.gov/bids for step-by-step instructions for submitting a proposal.The City of Redmond must receive electronically submitted proposals no later than said date and time.Responses received after such time will be returned unopened. By submitting a proposal, respondentsacknowledge their satisfaction as to the size, scope and location of the work to be performed.Response Requirements & FormatAll costs for developing a response to this RFP are the obligation of the respondent and are notchargeable to the City. The respondent must bear all costs associated with the preparation of thesubmittal and of any oral presentation requested by the City. All responses and accompanyingdocumentation will become property of the City and will not be returned. Proposals may be withdrawn atany time prior to the published close date, provided notification is received in writing to the below listedCity agent(s). Firm’s point-of-contact name, position and contact information2) Executive Summary & Overall Approach – Summarize your proposal and include your firm’squalifications and contact information.3) Methodology – Explain your approach to assisting the City in advancing its goals and prioritiesdescripted in this RFP. Summarize your proposal and methodology.4) Project Schedule – Include a proposed timeline for completion of each deliverable, as identified inthe Scope of Work. It is anticipated that the term of the project is as needed for the stateddeliverables.5) Cost – Provide a detailed budget for the requested services, including expenses and billing ratesand expected hours from all members of the team. The total budget limit for this contract is$130,000 with $50,000 allocated to Phase 1 and up to $80,000 allocated for Phase 2.6) Qualifications and Project Lead & Team – Identify the individual you propose to assign as lead and allmembers of the project team. Include a statement of qualifications and/or resume for each member.If any service is supplied by a partner or 3rd party, identify the source service provider(s),7) References – Include a list of references, with contact information, of at least three (3) currentcontracts, within the last three (3) years. Municipal references are preferred. The City reserves theright to contact references without prior notification.8) Client List – Provide current listing of all clients.9) Work Samples – Provide samples of documents you have produced that are similar to thedocuments your firm would provide under this contract.10) Business Name – Proposals must be made in the official name of the firm or individual under whichbusiness is conducted (showing official business address) and must be signed by a person dulyauthorized to legally bind the person, partnership, company, or corporation submitting theproposal.
