Drawings and Specifications dated Nov 2024 May 2025.
Contract Documents indicate the work of the Contract and related requirements and conditions that have an
impact on the project. Related requirements and conditions that are indicated on the Contract Documents
include, but are not necessarily limited to the following:
- Existing site conditions and restrictions on use of the site.
- Renovation or Construction including but not limited to the following.
- Providing scaffolding, ladders, cranes and lifts as required
- Remove materials scheduled to be replaced
- Add walls, doors, kitchen, spaces as indicated on plans.
- Add HC Ramp, provide accessible parking, update sidewalks along E 1st Ave.
- Update S Church elevation at Chruch Street Display.
- Clean all concrete and sidewalk surfaces affected by construction.
- Repipe roof storm water to existing or new downspout locations.
- Remove all construction debris from jobsite.
- Repair any damages plants or bedding.
Public use of the County Bldg. while under renovation.
Work to be performed subsequent to work under this Contracts.
Sealed proposals will be received from qualified bidders by Davidson County Purchasing Department in the
Support Services Office, located at 925 North Main Street, Lexington, NC 27292 up to 2:00 PM on
Wednesday, May 28, 2025, and immediately thereafter publicly opened and read for the furnishing of labor,
materials and equipment for the Renovation of the Veterance Services located at 220 S Church Street,
Lexington, NC 27292.
b. The Project includes the following as indicated on the drawings:
Partail Renovation of the Veterans Servives Building.
c. Proposals shall be received for a Single Prime contract for the Veterans Services Renovation.
After May 12, 2025, complete plans, specifications, and contract documents will be available for inspection
on the Architect’s office and their website at rbsarch.com under the “Bidding Projects” tab or in the
following offices:
RAMSAY BURGIN SMITH ARCHITECTS, INC., 225 N. Main Street, Suite 501, Salisbury, NC;
And on the RBSA website www.rbsarch.com .
A Pre-Bid Conference will be held on Tuesday, May 20, 2025, beginning at 9:00 A.M. at 925 North Main
Street, Lexington, NC 27292, following project introductions everyone will convene at the NC Works
Building at 220 S Church Street, Lexington, NC 27292 to allow contractors the opportunity to ask questions
and/or clarify pertinent issues. Attendance is highly recommended for project clarity and to satisfy
Contractor’s “Good Faith Effort” in recruiting MBE participation. Period for ending questions noon
Thursday, May 22, 2025.
Each proposal must be accompanied by a certified check drawn on a bank or trust company insured by the
Federal Deposit Insurance Corporation in an amount equal to not less than 5% of the proposal. In lieu
thereof, a bidder may offer a bid bond of 5% of the bid, executed by a surety company licensed under the
laws of North Carolina to execute such bonds, conditioned that the surety will, upon demand forthwith make
payment to the Obligee upon said bond, if the bidder fails to execute the contract in accordance with the bid
bond. Upon failure to forthwith make payment, the surety will pay to the Obligee an amount equal to the
amount of said bond. Said deposit shall be retained by the Owner as liquidated damages in the event of
failure of the successful bidder to execute the contract within ten days after the award, or to give satisfactory
surety as required by law. (General Statutes of North Carolina, C0143, Article 85 - 129).
Owner reserves the right to waive irregularities and to reject any or all proposals.
