Project26-0011 CIP# 2639000-Gravity Line Replacement (Grayson St.) Project
The North Charleston Sewer District is accepting Bids from qualified licensed Contractors to furnish all labor, materials, equipment, and incidentals necessary to remove and replace approximately 334 linear feet of existing 8-inch sanitary sewer with new 8-inch PVC within the existing 10-foot-wide alley easement. Work includes bypass pumping, service reconnections, manhole tie-ins, and full site restoration. A non-mandatory pre-bid meeting will be held at 10:00 a.m. on May 26, 2026, at 3215 N Atlantic Ave, North Charleston, SC 29405. Bids will be received until 2:00 p.m. June 1, 2026, at the office of North Charleston Sewer District at 7225 Stall Road in North Charleston and publicly opened and read aloud immediately thereafter. All documents related to this project may be obtained here . North Charleston Sewer District reserves the right to reject any and all bids.

(EXCLUDING WEEKENDS AND HOLIDAYS).LICENSES: The attention of Bidders is directed to the provisions of the acts for licensing ofGeneral Contractors for the State of South Carolina and all requirements of such acts which havebearing upon this work shall be deemed as part of the Specifications as if written therein in full.The showing by the Contractor of his license number shall be deemed as the Contractor’s3representation that he is legally qualified to enter into the prescribed Contract for any or all portionsof the work included in his Bid.All Bidders submitting a Bid shall have a current valid Contractor’s License for the State of SouthCarolina. This license number shall be shown on the bid form immediately below the signatureidentification and on the face of the sealed envelope containing the submitted Bid. Subcontractorswho will be engaged by the General Contractor shall also hold the required licenses. Thesuccessful Bidder and all subcontractors will be required to obtain any business license requiredprior to beginning work, if said Bidder does not have the required license.BID SECURITY: Each Bid must be accompanied by a Bid Bond duly executed by the Bidder asprincipal and having as surety thereon a surety company qualified to do business under the lawsof the State of South Carolina and satisfactory to the Owner, in an amount not less than five percent(5%) of the Bid.Such Bid Bond will be returned to all except the three (3) lowest Bidders upon request, and theremaining Bid Bonds will be returned upon request after the Owner and the accepted Bidder haveexecuted the Agreement. If no award has been made within ninety (90) calendar days after thedate of the opening of Bids, such Bid Bond will be returned upon request of the Bidder at any timethereafter, so long as he has not been notified of the acceptance of his Bid.GUARANTY BONDS: The Bidder to whom the contract is awarded will be required to executethe Agreement and obtain the Performance Bond and Payment Bond, each in the sum of the fullamount of the Contract Price, within ten (10) calendar days from the date when Notice of Awardis delivered to the Bidder and prior to the start of any work.The Bonds must be duly executed and acknowledged by the Bidder as principal and by a corporatesurety company qualified to do business under the laws of the State of South Carolina, certified bythe United States Treasury Department, and satisfactory to the Owner as surety, for the faithfulperformance of the Contract and payment for labor and materials. The premiums for such bondsshall be paid by the Contractor.Each Bond must be irrevocable, and remain valid for the time period in which claims could bebrought within the laws of the State of South Carolina..EXECUTION OF CONTRACT: The Owner, within ten (10) calendar days of receipt of acceptablePerformance Bond, Payment Bond, and Agreement signed by the party to whom the Agreementwas awarded, shall sign the Agreement and return to such party an executed duplicate of theAgreement. Should the Owner not execute the Agreement within such period, the Bidder may bywritten notice withdraw his signed Agreement. Such notice of withdrawal shall be effective uponreceipt of the notice by the Owner.POWER OF ATTORNEY FOR BONDS: Attorneys-in-fact who sign Bid or Performance orPayment Bonds must file with each Bond a certified and dated copy of their power of attorney.4LIQUIDATED DAMAGES FOR FAILURE TO ENTER INTO CONTRACT: The successfulBidder, upon his failure or refusal to execute and deliver the Contract and Bonds required withinten (10) calendar days after he has received notice of the acceptance of Bid, shall forfeit to theOwner, as liquidated damages for such failure or refusal, the security deposited with his bid.LAWS AND REGULATIONS: All applicable laws, ordinances, and the rules and regulations ofall authorities having jurisdiction over construction of the project shall apply to the Contractthroughout, and they will be deemed to be included as though herein written out in full.IMPORTANT TAX NOTICE - NONRESIDENTS ONLY:Withholding Requirements for Payments to Nonresidents: Section 12-8-550 of the SouthCarolina Code of Laws requires persons hiring or contracting with a nonresident conductinga business or performing personal services of a temporary nature within South Carolina towithhold 2% of each payment made to the nonresident. The withholding requirement doesnot apply to (1) payments on purchase orders for tangible personal property when thepayments are not accompanied by services to be performed in South Carolina, (2)nonresidents who are not conducting business in South Carolina, (3) nonresidents forcontracts that do not exceed $10,000 in a calendar year, or (4) payments to a nonresidentwho (a) registers with either the S.C. Department of Revenue or the S.C. Secretary of Stateand (b) submits a Nonresident Taxpayer Registration Affidavit - Income Tax Withholding,Form I-312 to the person letting the contract.The withholding requirement applies to every governmental entity that uses a contract("Using Entity"). Nonresidents should submit a separate copy of the Nonresident TaxpayerRegistration Affidavit - Income Tax Withholding, Form I-312 to every Using Entity thatmakes payment to the nonresident pursuant to this solicitation.
