The City of Kingman, through a Community Development Block Grant from the State of Arizona Department of Housing, is soliciting sealed bids (Invitation for Bids or "IFB") from qualified vendors capable of providing NO VALUE . Criteria for selection will be overall cost and the ability to meet delivery dates listed.
The IFB may be obtained by visiting the City of Kingman’s procurement portal at https://procurement.opengov.com/portal/cityofkingman .
Bids must be submitted through the OpenGov procurement portal.
Bidders wishing to submit questions must do so through the procurement portal by no later than 6:00 pm , Arizona time, on Thursday, April 17, 2025 .
Bids are due by 3:00 pm , Arizona time, on Wednesday, April 30, 2025 . The City may reject any bid not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any bid when cancellation is in the best interest of the City. Delays due to mail and/or delivery services will not be considered excusable to the time requirements contained within this IFB.

Grants AdministratorBackgroundThis federally funded project consists of completing the Phase II Rehabilitation of the building at 315 Oak Street: A free standing 22,148 square foot office building constructed in 1963, that will be utilized for transitional housing for homeless veterans.
Phase II rehabilitation consists of the completion of the constructions to the building, electrical services, roofing repairs, veteran rooms, reception area, day room, computer lab, resource library, laundry, the remaining showers/restrooms, and the conference/ training room.
The contractor shall furnish all materials, labor, equipment, services, transportation, and perform all the work for the phase II rehabilitation project. The proposer should prepare a detailed time schedule for completion. The successful proposer will be required to lend all possible assistance in the preparation, investigation and documentation necessary for compliance with all applicable Federal Labor Standards/Davis Bacon and other requirements of ADOH. The successful proposer should be prepared to comply with all local, state, and federal safety requirements. The project shall be accomplished in accordance with all federal program and state statutory requirements to include 2 CFR 200, Executive Orders, and the Arizona Administrative Code.
