IntroductionThe City is requesting proposals to replace the current lighting fixtures andassociated attachment structures at Mansfield Stadium. This facility is a baseballvenue that hosts various levels of baseball from Junior Little League age throughcollege play. Mansfield Stadium is within Hayford Park which is on 13th Street inBangor, Maine. The City intends on utilizing the existing steel poles andreplacing/retrofitting the existing fixtures and hardware at the top of each pole/mast.II. General InformationAvailable on the City’s website at the following web address:www.bangormaine.gov/proposals. By submitting a response to this solicitation, theProposer accepts the responsibility for downloading, reading, and bidding by theterms and conditions set forth in the City’s “General Information for Vendors”.In your proposal, please specify whether you currently have or are in the process ofdeveloping a domestic violence policy. If you do not have such a policy, let us knowif you would like to receive a copy of the City of Bangor's policy as a reference.III. Thisresponse will be in the form of an addendum, accessible on the City's website.Notifications will be sent to the Registered Vendor List when new addenda arereleased. Late ProposalsIt is the responsibility of the Proposer(s) to see that their proposals have sufficienttime to be received by the Purchasing Department before the submittal deadline.Any proposal, portion of a proposal, or requested proposal revision received at theCity Purchasing Department after the time and date specified, will be returned to theProposer unopened.VI. Withdrawal of ProposalsNo Proposer may withdraw their proposal for a period of ninety (90) days from thedate of opening. All proposals shall be subject to acceptance by the City during thisperiod.To withdraw a proposal prior to the opening, the Proposer shall request thewithdrawal in writing. All costs associated with the withdrawal (i.e. mailing fees) willbe borne by the Proposer.VII. RejectionThe City reserves the right to reject any proposals, waive any informalities or defectsin proposals, or accept a higher cost proposal if it is deemed to be in the bestProposal No. P26-36Page 2 of 6 Mansfield Stadium Sports Lightinginterest of the City. The City also reserves the right to clarify with the successfulProposer.VIII. Information for ProposersA. All Federal and State taxes must be excluded from the proposal price. Uponrequest, a tax exemption certificate for the City of Bangor shall be furnished tothe successful Proposer.B. The Bid Form, included with this request must be completed and returned for aproposal to be considered.C. Proposers are required to maintain the following insurance policies throughoutthe life of the project and name the City of Bangor as an additional insuredwhere applicable:1. Worker’s Compensation Insurance2. Employer’s Liability Insurance3. Comprehensive Automobile Liability4. BackgroundThe City is seeking qualified vendors and contractors to replace, install, and connectsports lighting to the existing poles at Mansfield Stadium. There is one (1) lightedregulation baseball field. This project will replace the current fixtures with new LEDfixtures to current NCAA sports lighting standards for baseball. The complex poweris 480 volts with the current lighting being fed with 2 phases on double polebreakers. The goals of this project are to ensure light levels stay at the same targetvalues for at least twenty-five (25) years, minimize spill light to adjoining propertiesas well as to players and spectators.Proposals shall meet the requirements of the State of Maine statute toPromote Responsible Outdoor Lighting 5 MRSA Chapter 21.X. Selection Criteria:The following criteria will be used to select the proposal deemed to provide the bestvalue for the City of Bangor:1. The quality of the sports lighting and associated equipment proposed.2. Past experience with the proposed sports lighting equipment and pastexperience with the Proposer.3. Experience and background with other sports lighting projects in Maine andNew England region.4. Any extended warranties and special features over and above the minimumrequirements.6. The cost of the equipment and its installation.XI. Scope of Services/Specifications:Any exception to the provisions in the Scope of Services/Specifications must bemarked in the body of this document and itemized on a separate page titled“Exceptions”, referenced by section number and paragraph, along with a detailedexplanation of the exception.All sports lighting fixtures and all equipment must be thoroughly inspected, servicedand ready for use upon installation. All work performed must meet establishedindustry standards of quality to be acceptable. Any unacceptable work must becorrected before payment is issued.1. All fixtures shall utilize spill light and glare control devices including but notlimited to, internal shields, louvers, and external shields.2. To minimize impact on neighbors and adjacent properties, features, readings,and specifications shall be included that indicate minimization of glare andspill light.3. All components shall be designed and manufactured as a system. Allfixtures, wire harnesses, drivers and other enclosures shall be factoryassembled, aimed, wired, and tested.4. All exposed components shall be constructed of corrosion resistant materialand/or coated to help prevent corrosion. All exposed carbon steel shall behot dip galvanized per ASTM A123. All exposed aluminum shall be powdercoated with high performance polyester or anodized. All exterior reflectiveinserts hall anodized, coated, and protected from direct environmentalstainless steel of 18-8 grade or better, passivated and coated with aluminum-based thermosetting epoxy resin for protection against corrosion and stresscorrosion cracking. Structural fasteners may be carbon steel and galvanizedmeeting ASTM 153 and ISO/EN 1461 for hot dipped galvanizing or ASTMB695 for mechanical galvanizing. All wiring shall be enclosed within crossarms, pole, or electrical components enclosure.5. The system should provide a remote on/off control system as well as on-sitemanual on/off function. Remote control system should allow for thescheduling with a security code to schedule on/off system operation via awebsite, phone, fax or email.6. The design and illumination levels on the playing surface shall be lit to anaverage target illumination level and uniformity as specified in the chartbelow. Lighting calculations shall be developed and field measurementstaken on the grid spacing with the minimum number of grid points specifiedbelow. Average illumination level shall be measured in accordance with theIESNA LM-5-04 (IESNA Guide for Photometric Measurements of Area andSports Lighting Installations). The lighting system shall have a minimum color temperature of 5700K and aCRI of 75.8. To ensure proper aiming angles for reduced glare and to provide betterplayability, a minimum mounting height of sixty feet (60’) is required. Highermounting heights may be required based on photometric report and ability toensure the top of the field angle is a minimum of ten (10) degrees belowhorizontal.9. Remote drivers and supporting electrical equipment shall be mountedapproximately ten (10) feet above grade in aluminum enclosures. Theenclosures shall be touch-safe and include drivers and fusing with indicatorlights to notify when a fuse is to be replaced for each fixture. Disconnect percircuit for each pole structure will be located in the enclosure. Integral driversare not allowed.10. Lightening grounding shall be included and as defined by NFPA 780 and beUL Listed per UL 96 and 96A.11. A twenty-five (25) year warranty covering the entire system.
