Overview.Southern Teton Area Rapid Transit (START) is seeking proposals from experiencedand qualified firms in order to develop a Vanpool Pilot Program as described in thisRFP.II. RFP Tentative Schedule.The following is the tentative schedule for this RFP. All of the times listed in thebelow tentative schedule are Mountain Standard Time. Project Introduction and Background.The Town of Jackson, Wyoming is a premier residential and tourist community inwestern Wyoming with a population of 10,680, and a total county population of23,272 (2024 Census estimates). The Town limits include 3 square miles in southernTeton County, Wyoming (“Teton County”). The Town and County see over 4 millionvisitors per year as a result of their location surrounded by national park, nationalforest, and national elk refuge lands.Southern Teton Area Rapid Transit (“START”) is funded by the Town of Jackson,Teton County, and the Federal Transit Administration (”FTA”) through the WyomingDepartment of Transportation. It has been in operation since 1987 and was firstimplemented to provide skier transportation from the Town of Jackson to JacksonHole Mountain Resort. Today START serves locals, tourists, and commuters who allenjoy comfortable, reliable public transportation year-round. START currentlyoperates the following services:• Town Shuttle, a free circulator within the Town of Jackson;• Teton Village, connecting the Town of Jackson and Jackson Hole MountainResort;• ADA Paratransit;• START On-Demand, free on-demand microtransit in East Jackson; and• Commuter routes, 6 round-trip commuter service runs Monday through Fridayfrom Star Valley, Wyoming and Teton Valley, Idaho to Jackson.Due to the cost of living within Teton County, approximately 43% of the workforcecommutes from out of the area – predominantly from Teton Valley, Idaho to the west,and Star Valley, Wyoming to the south. Longitudinal Employer-Household Dynamics(“LEHD”) data from 2024 shows that Teton County has 3,310 in-commuters fromTeton Valley, Idaho and 1,614 in-commuters from Star Valley, Wyoming. LEHD data isa comparison of tax returns and employment records and was used as a proxy for thecommuter transportation market size; the true number of in-commuters is likelyhigher. These workforce in-commuter figures can be construed as guidance to theapproximate market size for commuter services. Due to the nature of working hoursand locations, for many of these workers, commuting via fixed route STARTcommuter service is unfeasible.1 https://www.jacksonwy.gov/bids.aspx3START is working to expand public transportation options to reduce regionalhighway congestion and improve mobility for all residents. Vanpool programsoperated by public transit agencies are proven to be cost-effective and efficient asmeasured by cost per passenger, allowing commuters with similar origins,destinations, and schedules to group together and share a vehicle. This willcomplement START's fixed-route bus service by providing transportation options forthose whose destinations or schedules are not served by established routes. STARTintends to partner with a turnkey vanpool provider to leverage their expertise andeconomies of scale. This approach would allow START to offer a scalable vanpoolservice without incurring upfront capital and staffing costs.The START Board has approved a preliminary budget amount for the first full yearof a pilot vanpool program. A portion of these funds will be provided through the FTA5311 Formula Grants for Rural Areas Program. As such, the successful Proposer willbe expected to enter into a contract that includes specific standard contract termsrequired for this grant program, commonly referred to as FTA Certifications andAssurances. These will be provided upon request and to the successful proposer.The proposed cost split modeled for the preliminary budget figure is 33.33%participant, 33.33% employer, and 33.33% START. This is not binding; START isinterested in potential other funding or cost share models that may either increaseprogram participation or decrease START’s cost.For the purposes of this RFP, “Vanpool Program” is defined as follows:a. Service Characteristics: Multi‑passenger commuter transportation thatserves groups of 6–15 riders traveling together in a recent‑model van orSUV provided by the program operator. Vehicles are driven by programparticipants with scheduling and pick-up/drop-off logistics organized bythe program operator with flexibility to best meet the needs of the programparticipants. The program operator assumes full responsibility for vehicleleasing, comprehensive maintenance, 24/7 roadside assistance,insurance, physical‑damage protection, and enrolling and supportingcommuter groups to ensure a turnkey experience for riders. A guaranteedride home service will be implemented and included with vanpool programparticipation in order to provide a stop-gap to participants facingextenuating circumstances necessitating them to get home or elsewherein emergencies.b. Program Vision and Participation: START envisions a public vanpoolprogram that provides reliable, cost‑effective commute options to TetonCounty’s workforce. Eligibility will be open to employees with bothtraditional 5‑day commutes and any manner of alternative schedulesaccommodated through flexible route and program configurations.IV. Project Goals.a. Create an affordable, efficient transportation option for Teton County’sworkforce that lives or works outside the traditional START service area, orworks at times outside of fixed-route service hours.b. Provide a cost and time competitive alternative to single occupancy vehicle(“SOV”) commuting.4c. Integrate with START’s existing services and fare programs.d. Facilitate increased vehicle occupancy among commuters that, in turn,removes vehicles from the roadways, lowers emissions, and reducesparticipant’s need to drive SOVs.V. Proposal Specifications.a. Scope of Services for Vanpool Pilot Program.i. Proposals must provide a turnkey vanpool program service available toemployers and employees in Teton County that meets FTArequirements.ii. Anticipated date of contract finalization is January 22nd, 2025. Theservice term of this contract is two years, commencing on a mutuallyagreed upon date after contract finalization.iii. Proposals must provide a vanpool program that can meet the commuteneeds of an employer and its employees 24 hours a day, 365 days ayear.iv. Proposals must provide an accompanying outreach, marketing, andparticipant onboarding program for enrollment in the vanpool program.v. Proposals must provide detail on a guaranteed ride home (“GRH”)program for vanpool Program participants. The GRH program mustallow participants to either easily access an alternative vehicle orreimburse a taxi service a set number of times per year at limited or noadditional cost to the participant, for circumstances that are definedas emergencies necessary for the participant to leave their workplaceseparate to the rest of the vanpool group. The proposal for a GRHprogram should include design provisions detailing the ability to scalebeyond vanpool program participants to additionally include ridershipof START’s commuter routes, and further potentially include allcommuters who use non-SOV modes of transportation in TetonCounty, subject to a separate contract agreement(s).b. Specifications for Vanpool Pilot Program Vehicles.i. The proposal fleet is defined as the pool of vehicles made available toprovide the proposed vanpool service. These vehicles may be ownedby the Proposer or accessed via an affiliation agreement. Proposalsmust specify the plan to provide the vehicles to accommodateprogram ramp-up and potential demand ahead of forecasted schedule.ii. Vehicles are to be wrapped or decaled in a branded design approvedby START. No other exterior or interior advertising will be allowed.iii. All vehicles are to include 24/7 insurance coverage, 24/7 emergencyroadside assistance, customer service support, maintenance, fuelcard, and downtime credit. Pricing and other details of these auxiliaryservice aspects are to be provided in the proposal.iv. Vehicle maintenance program logistics must be detailed in theproposal.v. The proposal must accommodate wheelchair or other accessible usersif they wish to partake in the program, at no additional cost to thoseusers pursuant to the Americans with Disabilities Act of 1990 andrelated FTA regulations.5
