2026 Baxter Inspection
Brief Description: MnDOT is requesting proposals for inspection on three construction contracts including the Washington Avenue Reconstruct, the Onamia Roundabout and Districtwide Indefinite Delivery/Indefinite Quantity (IDIQ) maintenance contracts for Mill and Overlays, Micro Surfacing and Chip seal. Responder will work with MnDOT Staff and contractors to ensure these projects are constructed to a high degree of quality with all proper documentation and testing performed.

MnDOT Contract No. 1061899Exhibit A: Specifications, Duties, and Scope of Work1. Expected Outcomes1.1 The Successful Responder will provide staff and services as necessary to meet the expectedoutcomes of these contracts, which are: (1) inspection and testing for Trunk Highway (TH) 210Washington Street Reconstruct State Project (SP) 1805-80 and TH 27/169 Roundabout SP 4813-18inspection and testing will include but not be limited to bituminous paving, grading and base,Americans with Disabilities Act (ADA), curb and gutter, storm sewer, signal, signing and striping etc.,(2) all necessary contract documentation , including entries in AASHTOWare, (3) material testing andsampling, (4) assisting the MnDOT Project Manager (PM) and Chief Inspector in directing andsupporting other inspectors, (5) reviewing the plan ahead of the project to identify problems andprepare for upcoming inspection duties, and (6) assisting the MnDOT PM and Chief Inspector in FinalContract Closeout.1.2 The Successful Responder is responsible for determining the means, methods, and sequence ofwork necessary to meet the expected outcomes.1.3 All samples collected from field inspections and requiring lab testing, will be delivered to MnDOT’slab in Baxter in a timely manner on a schedule determined with the State’s PM.2. Personnel Requirements. The Successful Responder must provide:2.1 Two inspectors to cover the inspection needs on TH 210 Washington Street Reconstructconstruction project for the 2026 and 2027 construction projects. Inspector one will be for 2026 and2027, and Inspector 2 will be for 2026. The 2026 Construction season will be April 15 to October 31,2026 and the 2027 Construction Season will be May 3 to October 30, 2027.2.1.1 Minimum qualifications for Inspector 1. The inspector must be certified in: (1) AggregateProduction Tester, (2) Bituminous Street Inspector, (3) Grading and Base Tester, (4) ADA,and (5) Concrete Field Tester. A minimum of 6 years of inspection experience in paving,grading and base, concrete, storm sewer and/or ADA.2.1.1.1 Preferred Requirements of Inspector 1. The inspector is certified in: (1) Grading andBase Inspector, (2) Concrete Field Inspector, and (3) Construction Site Management. Hasexperience leading construction project as the Chief Inspector, an ability to work withlocal businesses, experience training and leading other inspectors, experience in urbanconstruction and making entries in AASHTOWare.2.1.2 Minimum qualifications for Inspector 2. The inspector must be certified in: (1) AggregateProduction Tester, (2) Bituminous Street Inspector, (3) Grading and Base Tester, (4) ADA,and (5) Concrete Field Tester. A minimum of 3 years of inspection experience in paving,grading and base, concrete, storm sewer and/or ADA.2.1.2.1 Preferred Requirements of Inspector 2. The inspector is certified in: (1) Grading andBase Inspector, (2) Concrete Field Inspector, and (3) Construction Site Management.Experience that demonstrates an ability to identify and solve problems, urbanconstruction experience and making entries in AASHTOWare.2.2 One inspector will cover the inspection needs on TH 169/27 Onamia Roundabout constructionproject in 2026. This will be Inspector 3. This will be for 14-weeks, between Mid-May and the end ofAugust 2026.2.2.1 Minimum qualifications for Inspector 3. The Inspector must be certified in: (1) AggregateProduction Tester, (2) Bituminous Street Tester, (3) Grading and Base Tester, (4) ADA, and1MnDOT Contract No. 1061899Exhibit A: Specifications, Duties, and Scope of Work(5) Concrete Field Tester. A minimum of 4 years inspection experience in paving, gradingand base, concrete, storm sewer and/or ADA.2.2.1.1 Preferred Requirements of Inspector 2. The inspector is certified in: (1) Grading andBase Inspector, (2) Concrete Field Inspector, and (3) Construction Site Management.Experience that demonstrates an ability to identify and solve problems and makingentries in AASHTOWare.2.2.2 All certifications will remain current for the term of this contract for each inspector.2.2.3 Additional work may be added for inspection Indefinite Delivery/Indefinite Quantity (IDIQ)Contracts: Mill and Overlay 8823-433 and Micro Surfacing and Chip Seal 8823-432. TheContract may also be extended additional construction seasons for work on these projects.3. Other Requirements. The Successful Responder must:3.1 Provide tools and equipment needed to perform the work including, but not limited to:3.1.1 Cellular telephone, computer, and internet access;3.1.2 Sampling equipment including but not limited to: shovel, minor testing equipment;3.1.3 Testing equipment as needed to perform concrete testing and grading and base;3.1.4 Personal Protective Equipment (PPE) including, but not limited to, Safety vests meetingAmerican National Standards Institute (ANSI) Level II, safety pants meeting ANSI Leve II (fornight work), hard hats, fall protection, safety glasses, steel-toed boots, and hearingprotection;3.1.5 Vehicle(s) for the inspector(s) use, able to safely carry samples and sampling equipment,and equipped with a beacon on the approved products list, which can be found at:www.dot.state.mn.us/products/vehiclelighting/index.html; and3.1.6 Other incidentals needed to perform the work.3.2 MnDOT will be providing all necessary sample containers including: sample Identification (ID) cards,sample bags for aggregate and fly ash/cement, asphalt containers (pint and gallon), cylinders forbituminous mixture, and admixture containers for concrete.3.3 Meet with the State’s PM before the inspections begin. Understand MnDOT’s standard practicesand become familiar with MnDOT’s Specifications and Procedures prior to the date the SuccessfulResponder will commence the work.3.4 Attend a District 3 Preconstruction Meeting held prior to the construction project starting.3.5 Attend project-specific meetings as necessary for close coordination during day-to-day progress ofthe work or as required to carry out the inspections.3.6 Promptly inform the Project Engineer of any failing test results or out of conformance workincluding any out-of-tolerance test results.3.7 Perform field operations in accordance with Occupational Safety and Health Administration (OSHA)regulations and accepted safety practices.3.8 Collect, properly label or identify, all original diaries, logs, notebooks, accounts, records, reports, andother documents prepared contract in the performance of this Contract. Provide all paper andelectronic documents to the State upon completion or termination of the construction.3.9 Perform such other work as the Successful Responder, in its professional opinion, deems necessaryto achieve the expected outcomes of this Contract.2
