The City of Takoma Park Housing and Community Development Department (“the City”), is seeking proposals from qualified nonprofit organizations to provide tenant organizing and technical assistance services for residents of multifamily rental housing within the City of Takoma Park. The selected nonprofit organization will work with tenants in multifamily rental properties to build tenant associations, provide guidance to support their continued operation, and develop tools to help residents facilitate positive and meaningful conversations with landlords.
The purpose of this Request for Proposals (RFP) is to select one qualified nonprofit organization to conduct outreach, organize tenant associations, provide leadership and governance training, and offer ongoing technical assistance to support stable, sustainable tenant-led associations. The contract term resulting from this RFP shall be for twelve (12) months with the option of a renewal subject to funding availability and contractor performance. Award of any contract is contingent upon the availability of appropriated funds and compliance with all applicable City procurement requirements.
Scope of Services/WorkThe selected nonprofit organization (“Contractor”) shall be responsible for delivering all services and producing all deliverables outlined in the RFP within the contract period.
Community Outreach and EngagementThe Contractor shall conduct proactive tenant outreach and organizing services resulting in the formal registration of no fewer than two (2) new tenant associations with the City of Takoma Park during the contract term, that meet all City tenant association eligibility criteria. The Contractor shall conduct specific organizing activities in the community, outlined in the RFP.
Implementation and SupportThe Contractor shall build relationships with tenants and identify potential leaders within the community. The Contractor shall provide a minimum of four technical assistance sessions per tenant association focused on leadership development, conflict resolution, organizational governance, and communications. The Contractor shall educate tenants on City eligibility requirements for tenant association registration and provide language-accessible services and reasonable accommodations in compliance with ADA and Title VI requirements.
Toolkit DeliverablesThe Contractor shall develop and deliver a digital Tenant Association Toolkit, with printed copies provided upon request.

The Contractor shall maintain attendance logs for internal programevaluation purposes only.The Contractor shall submit monthly written progress reports to the Housing and CommunityDevelopment Department. Reports shall include:• Description of activities undertaken;• Number of residents engaged;• Status of tenant associations formed; and• Barriers, challenges, and technical assistance needs.5
