Proposalsreceived after this date will be rejected as non-responsive. Faxed proposals will not be accepted.The Town is requesting proposals to provide patrol rifle systems, optics, suppressors, andassociated accessories for the Hillsborough Police Department.The award of this contract is subject to available budget adequate to carry out the provisions ofthe proposed agreement including providing the Equipment described in this RFP. The Townreserves the right to reject any or all proposals determined not to be in the best interest of theTown.Interested parties may obtain copies of the above-mentioned RFP athttps://www.hillsborough.net/204/Public-Bids-RFPs.TOWN OF HILLSBOROUGHREQUEST FOR PROPOSALSPATROL RIFLE SYSTEMS AND ACCESSORIESBACKGROUND AND INTRODUCTIONThe Town of Hillsborough (“Town”) is requesting proposals from qualified firms(“Proposers”) for the furnishing of patrol rifle systems, optics, suppressors, and associated dutyaccessories (“Equipment”), which shall be provided under the general direction of the TownManager or his designee.The Hillsborough Police Department is replacing its current patrol rifle inventory due toage, increased maintenance requirements, and the expiration of manufacturer support. The Townseeks a standardized platform to improve operational consistency, reduce lifecycle maintenancecomplexity, and ensure reliable performance under duty conditions.The Town intends to procure twenty-eight (28) complete patrol rifle systems configuredfor law enforcement operations.I.CITY CONTACTThe principal contact for the Town will be Captain Geoff Chenier, Hillsborough PoliceDepartment, (gchenier@hillsborough.net), or a designated representative, who will coordinate theassistance to be provided by the Town to the Proposer.II. REQUEST FOR PROPOSALSA. GOODS/EQUIPMENT REQUESTEDThe Equipment sought under this Request for Proposals (“RFP”) is set forth in more detailin Exhibit “A,” attached hereto and incorporated herein by this reference. Notwithstanding theinclusion of such Equipment in Exhibit “A” the final scope of Equipment Specifications negotiatedbetween Town and the successful Proposer shall be set forth in the Agreement (“Agreement”)executed by and between Town and the successful Proposer. A copy of the sample EquipmentPurchase Agreement is attached hereto as Exhibit “B” and incorporated herein by this reference.B. Content and Format of ProposalProposals shall be concise, well organized and demonstrate qualifications and applicableexperience. Proposals shall be in the following order and shall include:1. Cover Letter. Provide a cover letter and introduction, including the nameand address of the organization and individual submitting the proposal, together with the name,address, telephone and fax numbers, and e-mail address of the contact person who will beauthorized to represent the organization, and an expression of the Proposer’s ability and desireto meet the requirements of this RFP. The letter must be signed by an individual authorized tobind the firm contractually.2a. Proposer Statement Of Qualifications. Describe the Proposer’s resources,experience, and capabilities as they relate to providing the Equipment.Submit in the order identified below:b. Executive Summary. An executive summary should briefly describe theProposer’s qualifications and ability to supply the Equipment.(i) Qualifications and Experience. The proposal should:(a) Provide a description of how the Proposer’sexperience, technical and professional skills willmeet the goals and fulfill the general functionsidentified in this RFP.(b) Any key staff members who would be involved in theperformance of the scope of equipment. Providetheir resumes, describe their experience, andidentify their proposed role for the Project.(c) State the number of years the firm has conductedbusiness.(d) Provide a description of the three most relevantcontracts held within the last five years.(ii) Evidence: Of California Licensing. The proposal shouldinclude appropriate documentation showing the Proposer isproperly licensed in the State of California to supply theEquipment requested in the scope of work.(iii) References: The Proposer shall provide a minimum of three(3) client references, preferably city, county, or specialdistrict governments for whom the Proposer has previouslysupplied equipment of similar type and scope within the last5 years.(iv) Subcontractors: The Proposer shall identify functions thatare likely to be subcontracted and identify the subcontractorthat is anticipated to perform each function, if known at thistime.c. Proposed Method to Supply the Equipment. Describe the technical andmanagement approach to providing the Equipment to Town. Proposershould take into account the scope of the Project, goals of Town, andgeneral functions required. Include a draft schedule of tasks, milestones,and deliverables that will provide for timely provision of the Project. Inreviewing the scope of work, the Proposer may identify additionalnecessary tasks and is invited to bring these to Town’s attention within thediscussion of its proposed method to accomplish the Project.3d. Certification of Proposal. This section shall state: “The undersigned herebysubmits its proposal and, by doing so, agrees to furnish the Equipment toTown in accordance with the Request for Proposal (RFP), and to be boundby the terms and conditions of the RFP.”e. Sealed Fee Proposal. Please provide an itemized, not-to-exceed feeproposal for the Equipment. The fee proposal shall include unit pricing,extended totals, shipping and delivery costs, and any optional accessoriesor components.2. Insurance: (limit: 8 pages - not including supporting documentation) Seethe Agreement, attached hereto as Exhibit “B,” for a description of the insurance requirements.3. Litigation: (limit: 1 page) Provide litigation history for any claims filed byyour firm or against your firm related to the supply of equipment in the last five (5) years.4. Other Information: (limit: 4 pages) This section shall contain all otherpertinent information regarding the following:a. Description of any previous involvement with the Town.b. A statement that the Proposer has no conflicts of interest inconnection with supplying the Equipment.5. Certification of Proposal: This section shall state:“The undersigned hereby submits its proposal and, by doing so, agrees to furnishEquipment to the Town in accordance with the Request for Proposal (RFP), and to be bound bythe terms and conditions of the RFP.”6. Appendices: (limit: 2 pages)C. No Deviations from the RFPIn submitting a proposal in response to this RFP, Proposer is certifying that it takes noexceptions to this RFP including, but not limited to, the Agreement. If any exceptions are taken,such exceptions must be clearly noted in the proposal and may be reason for rejection of theproposal. As such, Proposer is directed to carefully review the sample Agreement and, inparticular, the insurance and indemnification provisions therein.D. Selection Process1. The Town will evaluate proposals based on the following criteria:a. Licensing and Conflict of Interest – Proper licensure in Californiaand absence of actual or potential conflicts of interest.b. Cover Letter and Proposal Completeness – Clarity,responsiveness, and overall organization of the proposal, includingsubmission of all required items.4
