COLLINS, MACON STREET &MORRIS STREET AREA - PHASE ISTILL WATERS ENGINEERING, PROJECT NO.: R0525.013ADVERTISEMENT FOR BIDSSealed Bids for the construction of the Storm Drainage & Street Improvements in the N. Collins,Macon Street & Morris Street Area – Phase I will be received, by the City of Reynolds, at theReynolds Depot– 22 North Winston Street, Reynolds, GA 31076, until 11:00 AM local time onFebruary 13, 2026, at which time the Bids received will be publicly opened and read. Any bidssubmitted by mail should be addressed to City of Reynolds – 3 E. William Wainwright Street, P.O.Box 386, Reynolds, GA 31076. No bid may be withdrawn after the closing time for receipt of bidsfor a period of sixty (60) days. The Project consists of +/- 1,100 LF of Storm Drainage Pipe (15” –42”), associated drainage inlets, head walls, +/- 980 LF Grading to Construct Outfall Ditch, +/-4,400 LF Curb & Gutter, +/- 300 tons of asphalt leveling & re-surfacing, pavement widening,grading, sediment & erosion control and related work.Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis,with alternate bid items as indicated in the Bid Form.The Issuing Office for the Bidding Documents is: Still Waters Engineering, 130 Veterinary Way Unit-2, Leesburg, GA 31763. Prospective Bidders may examine the Bidding Documents at the IssuingOffice on Mondays through Fridays between the hours of 9:00 AM – 5:00 P.M. and may obtaincopies of the Bidding Documents from the Issuing Office as described below.Bidding Documents also may be examined at Reynolds City Hall; during the City’s regular businesshours.Bidding Documents may be obtained from the Issuing Office during the hours indicated above, bycalling 229-496-5700, or by requesting via email from Nikki Griffithofficeadmin@stillwaterseng.com or Brian Henderson bhenderson@stillwaterseng.com.Bidding Documents are available electronically (as portable document format (PDF) files) for a non-refundable charge of $300.00. Paper copies of bid documents are also available for an additional$100.00 non-refundable charge. Upon Issuing Office’s receipt of payment, Bidding Documents willbe sent via email or other means of electronic file distribution. The date that the BiddingDocuments are transmitted by the Issuing Office will be considered the prospective Bidder’s date ofreceipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from theIssuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of BiddingDocuments, including Addenda if any, obtained from sources other than the Issuing Office. Bidswill not be accepted from prospective bidders not on record with the Issuing Office as havingpurchased and received a complete set of Bidding Documents.Bid security shall be furnished in accordance with the Instructions to Bidders. If awarded theContract the successful bidder will be required to furnish a Performance Bond and Payment Bond,each in the amount of one hundred percent (100%) of the Contract amount. The work to be performed under this contract isunder a program providing direct Federal financial assistance from the Department of Housing andUrban Development and is subject to the requirements of Section 3 of the Housing and UrbanDevelopment Act of 1968 as amended, 12 U.S.C. 1701 U. Section 3 requires that to the greatestextent feasible, opportunities for employment and training be given to the low-income residents ofthe project area, and contracts for work in connection with the project to be awarded to businessconcerns which are located in, or owned in substantial part by persons residing in the area of theproject.
