Category: Request for Qualifications/Proposal Status: Open Description: The City of Hendersonville is soliciting proposals from qualified and experienced pump track design build companies and/or Providers to design and install a pump track at Veterans Park as detailed in this proposal.
The selected Provider will work hand-in-hand with the project design team to work within the site constraints and budget. Providers will be responsible for all aspects of design and installation of the pump track.
This project is funded through the 2024 Recreational Trails Program grant administered by the Tennessee Department of Environment and Conservation, Office of Outdoor Recreation. All work must comply with RTP grant requirements and applicable federal, state, and local regulations, including full ADA compliance.

The original andall copies should be iden cal (excluding differences in labeling as noted above).1.7 All proposals will be irrevocable for a period of sixty (60) days from the date of the proposal submissiondeadline.1.8 Include product literature, informa on, samples, and pictures as necessary.Page | 3Sec on 2.0 – Defini onsIn this RCSP, the following terms have ascribed to the following meanings:a. “Proposal” means the Provider’s complete response to this RCSP, including all forms anda achments;b. “Provider” means the person, Provider, firm or partnership, consor um or joint venture thatsubmits, or intends to submit, a proposal in response to this RCSP;c. “RCSP” means the Request for Compe ve Sealed Proposals document in its en rety, inclusive ofany addenda that may be issued by the City.d. “Submission” means the act of submi ng a Proposal in response to this RCSP;e. “Work” and “Services” means all work and services required under these documents, and inaccordance with the Contract Requirements, General Requirements, and Specifica ons;f. “RTP” means Recrea onal Trails Program;g. “TDEC” means Tennessee Department of Environment and Conserva on.Sec on 3.0 – Scope of RequestThe City is reques ng proposals from qualified and experienced pump track design build Providers todesign and construct a pump track at Veterans Park. The selected Provider shall be responsible for allaspects of design and installa on and shall coordinate with the City to ensure compliance with siteconstraints, budget limita ons, and grant requirements.The desire for the new pump track is to feature the following items: At a minimum one (1) primary riding loop, one (1) jump track, and one (1) tot track Progressive riding elements to accommodate varying skill levels A minimum of one (1) ADA-accessible entry point Design elements customized to reflect HendersonvilleBudget Requirement:The total project cost must not exceed three hundred thousand dollars ($300,000)Providers submi ng a proposal will receive fair and equitable treatment in the solicita on, receipt andevalua on of the Proposal received. Proposals must address the RCSP content requirements outlinedherein, must be well ordered, detailed and comprehensive. Clarity of language, adherence to suggestedstructuring, and adequate accessible documenta on is essen al to the City’s ability to conduct a thoroughevalua on. The City is interested in proposals that demonstrate efficiency and value. General marke ngPage | 4and promo onal material will be reviewed and considered. Providers shall comply with the provisions ofthe RCSP Process Terms and Condi ons contained herein.Sec on 4.0 – Communica ons and Ques onsAny requests for clarifica on or other ques ons concerning this RCSP must be submi ed in wri ng viaemail to the Parks Director, Andy Gilley, at agilley@hvilletn.org no later than the date and me specifiedin Sec on 1.2 RCSP Timeline. No verbal requests or requests submi ed in any other format will beaccepted.Significant interpreta ons or clarifica ons and responses to ques ons received by the stated deadline willbe issued through wri en addenda to this RCSP. Pleaseinclude a profile and summary of experience in the design of similar pump tracks and anycer fica ons within the scope of said pump tracks.5.5 Proposed Project Team MembersA descrip on of the applicant’s organiza onal composi on and the primary role of eachindividual/firm on the team. Organiza onal charts may be included, if appropriate.
