Bid Title: RFP: Multi-Family Housing Pilot Program
Category: Economic and Community Development Bids Status: Open Bid Recipient: City of Decatur Purchasing & Internal Services - Attn: Lacie Elzy Description: The City of Decatur is issuing a Request for Proposal (RFP) for the development of vacant land that is currently owned by the City to be designated for multi-family housing. After the proposals are awarded, the City will transfer ownership to the developer.
This exciting opportunity includes 28 individual lots located within a three-block area. Lot sizes range from 0.24 to 0.5 acres, with the flexibility to combine adjacent lots to accommodate larger development plans. The area is ideally suited for developers seeking to contribute to the city’s housing growth and meet increasing demand for quality multi-family living options.
Interested developers are encouraged to submit proposals that demonstrate innovative design, financing, construction, efficient land use, and long-term community impact. The site is expected to be made available for construction by late 2026 or early 2027.

We have been experiencing anincrease in young professionals and families moving to Decatur due to the rewardingcareers available at our expanding local factories and businesses.According to a recent study, commissioned by the Economic Development Corporationof Decatur-Macon County and prepared by Danter & Associates, LLC, it wasrecommended that building 650 new apartment units with varying price points.Here are just a few of the growing businesses in DecaturTillamook County Creamery Association which is the fastest growing family size icecream brand in the United States, recently opened a facility in Decatur. The Decaturfacility is the first owned and operated facility outside of Oregon.The new Decatur facility represents a significant investment in Tillamook growthstrategy and expansion plans as demand for Tillamook products continues to riseacross the country. Since 2021, 4.4 million new consumers havepurchased Tillamook family size ice cream, including more than one million newconsumers purchasing in 2024 alone– driving Tillamook family size ice cream dollarsales growth by over 13% in a single year. More than half of those new consumers arefrom the Eastern United States.1City of Decatur | Multi-Family Housing Pilot Program Request for ProposalTCCI Manufacturing recently opened a Clean Energy Innovation Hub. The new state-of-the-art hub is a $45 million project which strengthens the North American supplychain by onshoring critical electric vehicle (EV) component manufacturing, providingtraining and cutting-edge research opportunities. As part of the project, TCCI investedmore than $20 million to revamp their Decatur facility, creating 50 new jobs in theprocess. TCCI is the first recipient of the state’s groundbreaking Reimagining Energyand Vehicles in Illinois (REV Illinois) incentive program.In partnership with Richland Community College, TCCI is launching the Clean EnergyWorkforce Academy to expand educational opportunities and workforce opportunities inthe EV and clean energy sectors. The scalable program aligns statewide highereducation resources to upskill and reskill Illinois’ workforce through a co-developedcurriculum focused on computer science, engineering, and advanced technology.The Illinois EPA is also announcing a $650,000 matching grant to support the expansionof TCCI’s Climatic Center for Innovation & Research (CCIR), which was developed inpartnership with Richland Community College. Set to open in 2026, the CCIR will serveas one of the nation’s most advanced facilities for testing and validating naturalrefrigerant technologies and sustainable thermal management systems.Primient, has a long history in Decatur, dating back to the founding of the A.E. StaleyManufacturing Company in 1906. They are a leader in plant-based food and industrialingredient production. In 2024 they announced $400 million in capital investments inthe Decatur site.Caterpillar has been in Decatur for 70 years and employs over 2000 workers at theDecatur facility where they produce large wheel loaders, mining trucks, motor gradersand more.Archer Daniels Midland is a global leader in nutrition and has made significantinvestments in the last couple of years totaling $300 million. Decatur, Illinois is home tothe North American headquarters for ADM and they employ more than 4000 people inthe Decatur area.PROPERTY AND NEIGHBORHOOD DESCRIPTIONThe area has been designated as a priority for rehabilitation through increaseddemolition of dilapidated structures and the expansion of grant programs to helphomeowners repair and improve their properties.We recently resurfaced Wood Street between Fairview Avenue and Monroe Street, astretch of approximately 3,767.8 feet.
