Purpose. The purpose of this Request for Proposals (RFP) is to solicit proposals fromResponsible Contractors to provide the services identified on the RFP cover sheet and furtherdescribed in Section 2 of this RFP to the Authority. The Authority intends to award a Contract(s)beginning on the date listed on the RFP cover sheet, and the Authority, in its sole discretion, mayextend the Contract for up to the number of extensions identified on the RFP cover sheet. TheAuthority may award more than one Contractor under this RFP.1.2.Definitions. For the purposes of this RFP and the resulting contract, the followingterms shall mean:1.2.1. “Authority” means the Iowa Economic Development Authority and any othergovernmental body that purchases from the Contract; may also be referred to as, “IEDA”,“State Agency”, “Department” or “Authority”.1.2.2. “Proposal” means the Contractor’s proposal submitted in response to the RFP.1.2.3. “Contract” means the contract(s) entered into with the successful Contractor(s) asdescribed in Section 6.1.1.2.4. “Contractor” or “Bidder” means a vendor submitting Proposals in response to thisRFP.1.2.5. “Responsible Contractor” means a Contractor that has the capability in all respectsto perform the requirements of the Contract. In determining whether a Contractor is aResponsible Contractor, the Authority will consider various factors including, but not limitedto, the Contractor’s competence and qualifications to provide the goods or services requested,the Contractor’s integrity and reliability, the past performance of the Contractor and the bestinterest of the Authority and the State.1.2.6. “Responsive Proposal” means a Proposal that complies with the material provisionsof this RFP.1.2.7. “RFP” means this Request for Proposals and any attachments, exhibits, schedulesor addenda hereto.1.2.8. “State” means the State of Iowa, the Authority, and all state agencies, boards, andcommissions, and any political subdivisions making purchases from the Contract as permittedby this RFP.1.3. Overview of the RFP Process. Contractors will be required to submit their Proposalselectronically in IMPACS. It is the Authority’s intention to evaluate Proposals from allResponsible Contractors that submit timely Responsive Proposals and award the Contract(s) inaccordance with Section 4, Evaluation and Selection.1.4. Background Information. This RFP is designed to provide Contractors with the informationnecessary for the preparation of competitive Proposals. The RFP process is for the Authority’s3benefit and is intended to provide the Authority with competitive information to assist in theselection process. It is not intended to be comprehensive. Each Contractor is responsible fordetermining all factors necessary for submission of a comprehensive Proposal.Iowa Economic Development AuthorityOur mission is to strengthen economic and community vitality by building partnerships andleveraging resources to make Iowa the choice for people and business. For more informationabout IEDA and its programs, visit IEDA’s Web site at opportunityiowa.gov.Within IEDA, the Iowa Energy Office manages a diverse mix of state, federal and utility-fundedprograms and initiatives that provide energy-economic benefits for Iowa’s citizens, businessesand organizations.SECTION 2: SPECIFICATIONS2.1 Overview. The successful Contractor shall provide the services to the Authority and otheragencies using the Contract in accordance with the specifications as provided in this Section.2.2 Proposed Scope of Work and Deliverables. Deliverables listed are the minimumexpected from the Contractor. Additional information and deliverables based on Contractor’sexperience with similar projects are encouraged.Overview:This RFP is issued for the Authority to solicit proposals from Responsible Contractors to provideservices for supporting a nuclear energy task force. Governor Reynolds is expected to convenethe task force in 2026. The purpose of the task force is to advise the Governor, the GeneralAssembly, and relevant state agencies on the development and advancement of nuclear energytechnologies and infrastructure in Iowa.As guided by the Authority, the selected contractor will facilitate task force meetings, assist inthe identification of information gaps related to the feasibility of nuclear energy in Iowa anddevelop a written report.Priority will be given to contractors with established experience providing technical assistanceon nuclear energy development and/or nuclear energy policy.The Authority is seeking a Contractor to develop and provide the following tasks anddeliverables:Task 1: Task Force. The Contractor, in consultation with the Authority, will determine theagenda for task force meetings. The meetings will be held at facilities in Iowa and/or virtually asscheduled by IEDA. The Contractor will act as facilitator, take notes and summarize thediscussion/take-aways for use by the Contractor, the task force members, and the Authority tofacilitate future meetings and the development of the report. While the chair of the task force willdetermine the number of meetings, it is estimated the task force will meet up to six times.Task 2: Project Timeline. Coordinate with the Authority to finalize a project timeline to includescheduling task force meetings and subcommittees as deemed necessary.Task 3: Background Information. Provide the task force with background information on existingand emerging technologies regarding nuclear energy including but not limited to small modular4reactors, fusion energy, and other emerging nuclear technologies and best practices,information on the federal government’s role in regulating and deploying nuclear energy, thehistory of nuclear energy in Iowa, and any other information the Contractor deems pertinent.Task 4: Barriers and Opportunities. Identify federal or state regulatory barriers for thedeployment of nuclear reactors. Identify workforce and education barriers hindering theexpansion of nuclear technology in Iowa.Task 5: Economic Growth. Identify opportunities to enhance economic growth in Iowa byutilizing nuclear energy.Task 6: Strategy Development. Meet virtually with the state project team at least biweeklythroughout the course of the contract to discuss project related activities and potentialstrategies.Task 7: Report Development. Draft a report with professional quality graphics, data, andfindings for a final task force report. All materials will be provided in electronic format. TheAuthority and the Governor’s office will review the draft and submit any changes needed for thefinal report. The Contractor will incorporate the changes into the final report.SECTION 3: FORM AND CONTENT OF PROPOSALS3.1. Instructions. These instructions prescribe the format and content of the Proposal. Theyare designed to facilitate a uniform review process. Failure to adhere to the Proposal format mayresult in the rejection of the Proposal.3.1.1. The Proposal shall be submitted timely in IMPACS. Proposals submitted by othermeans will be rejected by the Authority.The Authority shall not be responsible for misdirected messages or premature opening ofProposals if a Proposal is not properly submitted.3.1.2. If the Contractor designates any information in its Proposal as confidentialpursuant to Section 5, the Contractor must also submit one (1) copy of the Proposal fromwhich confidential information has been excised as provided in Section 5 and which ismarked “Public Copy”.3.1.3. Proposals shall not contain promotional or display materials.3.1.4. Attachments shall be referenced in the Proposal.3.1.5. If a Contractor proposes more than one solution to the RFP requirements, eachshall be labeled and submitted separately, and each will be evaluated separately.3.1.6. Technical proposals shall be submitted in the format attached hereto asattachment #3. The template is also available in IMPACS.3.2 Technical Proposal.
