Invitation for Bid:Reroof Bicycle Shop and Story FieldClubhouseThe Plumas County Department of Facility Services and Airports is responsible for maintainingseveral County-owned buildings and Properties throughout Plumas County. This includes, but isnot limited to, routine maintenance, HVAC repair, plumbing, electrical, yard maintenance, andCapital Improvement Projects.The purpose for this Invitation for Bid is to seek and enter into a contract with a Contractor thatholds a Class C-39 Roofing Contractor License issued by the state of California, to remove theexisting roofing and replace it on the following two county owned buildings:1) Bicycle Shop located at 550 Crescent Street Quincy, CA 95971 and2) Story Field Clubhouse located at Hwy 70 and Spanish Creek Rd Quincy, CA 95971Scope of WorkServices to be provided by the contractor to Plumas County Facility Services and Airports, andthe amounts of the services, shall be as follows:1. The Contractor shall provide all labor and materials and equipment to remove exis�ngroofing and replace with CertainTeed Landmark Climate Flex Architectural Shingles orequal and EPDM rubber roofing where replacing the exis�ng metal roofing. Contractorto provide unit pricing for subgrade repairs that may be needed when encountered.2. The contractor is to no�fy Plumas County Facili�es of any repairs needed, and a changeorder may be issued for repairs.This project is a prevailing wage project and will be registered with DIR.Other Minimum QualificationsBuilding professionals shall have all necessary licenses from the appropriate licensing agencies,and such licenses shall be current and in good standing. The contractor shall provide copies ofthose licenses to the Plumas County Facili�es and Airports upon request.The contractor and all professionals providing services under this contract must be covered bygeneral commercial liability and professional malprac�ce liability insurance policies withminimum coverage limits of no less than $1,000,000. Responding par�es shall submitInvitation for BidsPage 2Cer�ficates of Insurance evidencing such coverage as part of their proposals. Failure to includethese Certificates of Insurance in a proposal may result in the rejection of that proposal.Site VisitFacility Services & Airports will have a meeting and walkthrough starting at the Story FieldClubhouse located at Hwy 70 and Spanish Creek Rd Quincy, CA 95971 on November 13th,2025, at 10:00 am with Contractors. This meeting is mandatory.Contract TermThe term of the contract is from the date of approval of the Board of Supervisors and ends onJune 30, 2026.By submitting a bid, you are agreeing to the terms and conditions of the attached PlumasCounty standard contract template should you be awarded the bid. Please review the attachedcontract carefully.Submission of ProposalsEach proposal must contain the original signature of a party authorized to act as an agent of theresponding contractor. All proposals shall be submitted, in triplicate, in a sealed envelope to:“Reroof Bicycle Shop and Story Field Clubhouse”Attn: Nick Collin198 Andys WayQuincy, Ca 95971(530) 283-6069Proposals must be received by the Department of Facility Services staff no later than 3:00pm onThursday December 1st, 2025. Upon receipt, proposals shall be marked with the date and timeof the receipt and shall be stored in a secure place until the date and time set for the opening ofproposals. Telephonic, telegraphic, emailed, or faxed proposals will not be accepted. Proposalsreceived after 3:00pm on December 1st, 2025, will be considered non-responsive and will berejected.Questions regarding this Invitation for Bid shall be directed to Nick Collin, at the address andphone number listed above.Plumas County Facility Services & Airports reserves the right to issue one or more addenda tothis IFB if Plumas County Facility Services & Airports deems it necessary to revise or clarify thisoriginal IFB. Bidders are responsible for monitoring Plumas County’s Web Page for any, and allamendments: http://www.countyofplumas.com/bids.aspxInvitation for BidsPage 3Plumas County Facility Services & Airports reserves the right to reject any and all submittals andto waive any information, technical defect, or clerical errors in any submittal. This IFB is not anoffer to contract. The accepted proposal may become part of the contract agreement forfurnishing the services.The cost of developing the proposal and its attachments or enclosures is the sole responsibilityof the contractor. Plumas County Facilities & Airports is not liable for any costs incurred bythose responding to this IFB by submitting a proposal.Proposals must be submitted in a sealed envelope with the notation, “Reroof Bicycle Shop andStory Field Clubhouse.”Evaluation and AwardProposals will be reviewed by a panel appointed by Plumas County Facility Services & Airportsadministration to verify that each proposal meets the minimum, mandatory and administrativerequirements. Those proposals not meeting all the minimum, mandatory, and administrativerequirements may be deemed non-responsive and given no further consideration.Award will be given to the lowest responsive bid. A responsive bid is one that complies with theterms of this Invitation for Bid, namely: includes all required documents, meets qualificationsspecified herein, and bidder attends mandatory site visit.Plumas County Facility Services & Airports shall then make a final selection, subject to theapproval of the Plumas County Board of Supervisors.All Contractors who submit a proposal will be notified via email of the award.The winning contractor will be required to execute a contract on the Plumas County standardform contract. A copy of the contract is attached.Protests and AppealsAny directly affected party who is aggrieved in connection with the solicitation or award of apurchase order or contract issued through a formal sealed proposal procedure may protest theprocurement action taken. Such protests must be filed in writing with:County of PlumasPurchasing Agent520 Main Street, Room 309Quincy, CA 95971Invitation for BidsPage 4Protests must be filed in writing within five (5) working days from the time of the occurrencegenerating the protest. Protests received after this time will not be considered. Any protestshall include the following information:1. The date and action taken resulting in a protest, and2. Identify the material issue, including a detailed explanation of the basis for theprotest, and the remedy sought.Upon receipt of protest, the Purchasing Agent will convene, at the earliest possibleconvenience, discussions between the protesting party and appropriate County staff to seekinformal resolution and/or to clarify the issues. If the protest is not resolved by mutualagreement, the Purchasing Agent shall provide a written response to the protesting partywithin fifteen (15) working days following the informal meeting.
