Project Description: SEALED Bids will be received online via the PennBid Program by the Owner until 1:00 p.m., prevailing time, July 21, 2026.
The Work consists of, but is not limited to, the furnishing of all labor, materials, equipment, and incidentals necessary to construct approximately 5,600 LF of 12” water main adjacent to East Penn Avenue (SR 422) in Lower Heidelberg Township and Wernersville Borough, Berks County, Pennsylvania as shown on the Drawings and specified herein. Work includes clearing and grubbing within the LOD, installation of ductile iron and PVC water main, fittings, valves, hydrants, air release valves, and a meter vault; trench excavation, bedding, backfill, and compaction; stream and wetland crossings including trench plugs and concrete encasement where required; utility coordination and protection; erosion and sediment control measures; testing, disinfection, and restoration of pavements, driveways, and disturbed areas; and all appurtenant work required for a complete and operational water main extension.

Each Bid shall be accompanied by a certified check, bank money order, or a Bid Bond in an amount not less than 10 percent of the Bid total, payable to the Owner in accordance with the Instructions to Bidders.

Laws and regulations applicable to this Contract include the following:

Commonwealth of Pennsylvania "Steel Products Procurement Act" - Act No. 3 of l978 as amended

Pennsylvania Prevailing Wage Act (Act of 1961, P.L. 987, No. 442). Bidders are subject to all applicable provisions of the Pennsylvania wage laws, and bids shall be prepared accordingly. The applicable wage predetermination is included in the Project Manual.

The successful bidder will be required to provide a performance bond in the amount of 100% of the successful bid amount.

All contractors on this Project are required to ensure that employees and applicants will not be discriminated against because of race, creed, color, religion, sex, age, handicap, marital status or national origins; and, that the statutes and regulations of federal and state law regarding non-discrimination are met.

The Owner reserves the right to reject any or all bids or parts thereof and to waive any defects or irregularities in the best interest of the Owner.
