Project Description: The goal of this solicitation is to identify qualified and financially capable respondents to acquire, lease, redevelop and/or repurpose existing St. Louis Public Schools (SLPS) surplus property and structures in a manner that provides long-term value to the District and the community.
SLPS seeks proposals that demonstrate a feasible, financeable and sustainable plan for the reuse of the property. Proposed projects should preserve and adapt existing structures where practical or provide a well-supported redevelopment approach when demolition, new construction or a combination of reuse and new construction is proposed.
Successful proposals should demonstrate:
A clear and achievable plan for the reuse and redevelopment of the property and existing structures.
Sufficient financial and organizational capacity to acquire, develop, operate and maintain the property over the long term.
Relevant qualifications and demonstrated experience successfully completing projects of similar size, scope, complexity or intended use.
A realistic development schedule identifying financing, due diligence, design, approvals, construction and occupancy milestones.
Compatibility with the surrounding neighborhood, including consideration of traffic, parking, access, noise, property maintenance, scale and intensity of use.
Meaningful community benefits and consistency with community goals and reuse priorities identified through the SLPS repurposing process.
A sustainable operating model that minimizes the risk of prolonged vacancy, deterioration, incomplete development, or future abandonment of the property.
A proposed use that contributes positively to the surrounding community while protecting the financial and property interests of SLPS.
The District’s objective is not solely the disposition of surplus property but the selection of a responsible respondent and viable redevelopment plan capable of returning the property to productive, sustainable and beneficial use.
