Location: 546 Main Street, McAlisterville, PA 17049The Production Well Contract (PW-04) includes:

PART I - INVITATION FOR BIDSThe McAlisterville Area Joint Authority will receive bids for the PRODUCTION WELL (PW-04), for the DunnValley Water Campus.The PRODUCTION WELL Contract (PW-04) includes the following items of work:• Drilling of new production well at the Dunn Valley Water Campus• Installation of well casing and fittings, inclusive• Installation of well pump and appurtenances• Installation of pitless adapterSealed bids, one original and two copies must be submitted by mail, in-person or electronically via thePennBid portal at https://pennbid.bonfirehub.com until 4:00 p.m., local prevailing time, on December 17,2025. The bids will be opened publicly and read aloud at 4:15 p.m., local prevailing time, on the same dayat the Authority’s office at 546 Main Street, McAlisterville, PA 17049All questions regarding this project shall be submitted via the “Ask a Question” feature in PennBid no laterthan seven (7) days prior to the date for receipt of bids. Questions requiring a response will be issued byAddenda posted within PennBid’s Public Notices and “Supporting Documentation”. Bidders who haveregistered with and downloaded documents via PennBid will be notified by email when an addendum hasbeen posted.Bid documents are available at no cost on PennBid at https://pennbid.bonfirehub.com/ or for viewing at theAuthority’s Office which will be by appointment only by calling 717-463-3434. A certified check or bankdraft payable to the order of OWNER, or a satisfactory Bid Bond executed by the Bidder and an acceptablesurety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. TheBidder shall include the fully completed Non-Collusion Affidavit with the bid.In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, theCONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participationin his/her aggregate on-site construction workforce for contracts in excess of $10,000.The McAlisterville Area Joint Authority is utilizing federal funds for this project, and has adopted a Minorityand Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. Assuch, the bidders/offerors must submit documentary evidence of minority and women business enterprisesand Section 3 business concerns who have been contacted and to whom commitments have been made.Documentation of such solicitations and commitments shall be submitted with the bid. In accordance withthe Buy America, Build America Act, GRANTEE must also adhere to such requirements, thebidders/offerors must adhere to these requirements and submit the included certification.Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contractsof $25,000 or more. For projects which the amount of HUD or CDBG funding exceeds $200,000 theCONTRACTOR must attempt to meet the minimum numerical goals of which 25% or more of the totalnumber of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project areTargeted Section 3 workers, as defined in 24 CFR Part 75.21. The McAlisterville Area Joint Authority inaccordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bidwithout discrimination. Davis-Bacon and Related Acts apply to this Project.Bids may be held by the OWNER for up to 60 days from the date of opening for the purpose of reviewingthe bids and investigating the qualifications of bidders prior to awarding the contract. The OWNER reservesthe right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
