This solicitation is to establish a Blanket Order Contract to provide Voting Machine Batteries as

specified for the Louisiana Secretary of State of for an initial 1-year period beginning with July 1, 2026,

or date of award, whichever is later, and ending June 30, 2027. At the option of the State of Louisiana

and acceptance by the Contractor, this contract may be renewed for two additional 12-month periods

at the same prices, terms and conditions. Total contract time not to exceed 36 months.

Blanket Order Contract: Items are to be called for by the using agency as needed. No shipments are

to be made until the Agency calls or otherwise submits an order for shipment of a specific quantity.

Quantities are estimated, and they may be increased or decreased as needed throughout the contract

period. Individual order quantities, when called for, are based on the using agency’s demand at the

time of order. Minimum orders may be one (1) unit, unless otherwise stated in this solicitation. A

blanket order contract is not a guarantee of any quantity. Unit price should be inclusive of any freight

charges. Contractor must be able to obtain and supply the item(s) at their bid price for the entire

contract period and within the delivery timeframe provided for on their bid. Unused quantities must not

be invoiced and will not be paid.

Vendor to supply nonspillable, sealed lead acid battery, 12

V, sulfuric acid thixotropic gel battery as specified for

the Louisiana Secretary of State Office. These batteries

are used in the AVC Advantage Image Cast X voting

machines.

Vendor to deliver approximately 100 batteries per month.

Used batteries are to be picked up at same location, as

delivery address. An Agency representative will notify

vendor to arrange for pick-up of used batteries. Pick-up

must be accomplished not later than 10 business days

after notification. Approximately 80-90 battery cores will

need to be picked up per month.

Orders will be placed against a blanket purchase order on

an as needed basis.

the approved quantity/yearly allotment will only be

Batteries must be recycled/disposed of in an

environmentally safe manner in accordance with all

applicable federal and state laws.

Recycling and disposal must conform to, at a minimum,

LA R.S.. 30:2420 (Lead-Acid Batteries; Collection and

Recycling).
