Category: Procurement Status: Open Description: The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (the “County”) to obtain the services of a qualified General Contractor to perform interior renovations at the existing County-owned facility located at 908 Trailview Boulevard, SE, Leesburg, Virginia 20175 (hereinafter referred to as the “Project”).
The property is identified as Parcel 189-29-9923. The Project entails the interior renovation of approximately 10,297 gross square feet on the east side of the existing one-story building to establish dedicated spaces for the County’s Health Department, specifically the Leesburg Tuberculosis and Dental Clinic.
Construction will be executed in two (2) phases. The first phase will renovate approximately 6,959 square feet of currently vacant space, designated as Suite 170. The second phase will address approximately 3,338 square feet within Suite 100, which is presently occupied by the Mental Health, Substance Abuse and Developmental Services (MHSADS) Department’s Community Access Program (CAP). This phase will commence following CAP’s relocation to its new facility, anticipated in February 2027. Both phases are anticipated to reach completion concurrently. Please note that construction for both phases will proceed under a single permit. Occupancy of any portion of the space will not be permitted until all construction is complete and all inspections have been successfully passed.
The selected General Contractor will be responsible for maintaining a safe and secure environment for neighboring tenants, including the Church of the Holy Spirit in adjacent Suite 200, the Community Access Program located in Suite 100, Loudoun County staff, and the general public throughout the duration of construction. Given the site’s location within a commercial area, the Contractor must adhere to all applicable local and state ordinances governing work hours, noise levels, and site operations. Coordination with County representatives will be essential to minimize disruption to ongoing operations.
Pre-Bid Conference:
An optional Pre-Bid Conference will be held virtually on February 27, 2026, at 11:00 a.m. to provide clarification on the project requirements and expectations outlined in this solicitation.

The license and training will be provided to the Contractor at nocost and prior to the issuance of Notice to Proceed. It shall be the Bidder's (i.e.any entity submitting a bid in response to this IFB) responsibility to advise thePurchasing Agent in writing if any language, requirement, specification, etc., or anycombination thereof, inadvertently restricts or limits the requirements stated in thisIFB to a single source. Such notification must be received by the Purchasing Agentnot later than fifteen (15) days prior to the date set for bids to close.3.0 PREVAILING WAGE RATESRemuneration to any individual performing work on the County ConstructionContract resulting from this IFB shall be at a rate equal to or greater than to theprevailing wage rate identified in Attachment 3 to this IFB.3.1 The General Contractor awarded a County Construction Contract as aresult of this IFB, and any sub-contractors hired by the General Contractorto perform Work on the County Construction Contract resulting from thisIFB, shall pay wages, salaries, benefits, and other remuneration to anymechanic, laborer, or worker employed, retained, or otherwise hired toperform Work in connection with the resulting County Construction Contractat or greater than the prevailing wage rate identified in this IFB.3.2 Any General Contractor or any subcontractor who employs any mechanic,laborer, or worker to perform Work under the County Construction Contractresulting from this IFB, at a rate that is less than the prevailing wage rateidentified in this IFB (i) shall be liable to such individuals for the payment ofall wages due, plus interest at an annual rate of eight percent accruing fromthe date the wages were due; and (ii) shall be disqualified from bidding onpublic contracts with any public body until the contractor or subcontractorhas made full restitution of the amount described in clause (i) owed to suchindividuals. A contractor or subcontractor who willfully violates this Sectionis guilty of a Class I misdemeanor.3.3 After award of the County Construction Contract, the General Contractor towhom such contract is awarded shall certify under oath to theCommissioner of Labor and Industry the pay scale for each craft or tradeemployed on the Project to be used by such contractor and any of thecontractor’s subcontractors for work to be performed under such publiccontract.
