The objective of this project is to restore and improve the condition,reliability, and performance of the turbine’s enclosure, ventilation, and exhaust systems.BackgroundThe City of Redding Power Plant is a natural gas fired power station located at 17120 Clear CreekRoad in Redding, California. The facility includes three peaking gas turbines (Unit 1, Unit 2 andUnit 3), two gas turbines (Unit 5 and Unit 6) that operate in combined cycle with a single steamturbine (Unit 4) and one hydroelectric turbine (Unit 9).Project ClassificationThis project is classified as "maintenance" pursuant to California Public Contract Code (PCC)sections 22002(d)(1) and 22002(d)(5). The scope of work involves the in-kind replacement andrefurbishment of turbine compartment panels, exhaust components, ventilation silencers, seals,and associated support elements. These activities are consistent with the statutory definition ofmaintenance as "routine, recurring, and usual work for the preservation or protection of anypublicly owned or publicly operated facility" (PCC §22002(d)(1)), and specifically include workto "keep, operate, and maintain publicly owned... power plants" (PCC §22002(d)(5)). The workdoes not alter or improve capacity or function, but instead serves to restore the existing Frame-5gas turbine unit to safe, reliable operational condition as part of standard plant upkeep.Accordingly, the City has determined that the work constitutes maintenance and is therefore notsubject to the formal bidding requirements applicable to public projects under PCC §22002(c).Site Visit & Pre-Submittal ConferenceThe onsite inspection and pre-submittal conference will begin at 10:00 am., PT on Monday January5, 2026 at the Redding Power Plant in the administrative office. The Power Plant is located at17120 Clear Creek Road, Redding, CA, 96001. After a brief introduction and safety briefing theparty will travel to Unit 1 while escorted by REU staff. After the site inspection is complete,contractors and REU staff will meet back in the administrative office for a brief conference. Thepre-submittal conference will be held for the purpose of reviewing the RFP request documents andto clarify any questions or concerns in the form of a publicly issued addendum.Attendance to the site inspections and pre-submittal conference is strongly encouraged. No otherarrangements will be granted for a site inspection. An email RSVP to the contacts listed withinthis document are required to attend the site inspection meeting; provide company name andattending personnel names. Dress for the site inspection shall include at a minimum: pants, fullyenclosed shoes, Type E hard hat, and safety glasses. A hard hat and a pair of safety glasses will beprovided if needed. All site visitors shall follow all directions given by Power Plant personnelregarding safety. Any cost associated with attending the site visit is the sole responsibility of thecontractor.Term of ContractThe term of this Contract shall commence upon execution and shall continue until all workdescribed in the Scope of Services is completed to the satisfaction of the City of Redding andformally accepted in writing. This is a one-time project with no automatic renewals or extensions.The Contractor shall diligently prosecute the work to completion within the mutually agreedoutage window and schedule. The Contract shall terminate upon the City’s final acceptance of thecompleted work, submission of all required documentation, and release of final payment.Scope of WorkIt is expected each contractor will make additions which they believe, from experience andjudgment, to be beneficial and desirable for the City. It is expected the work will be scheduled andperformed in such a manner that minimum costs will be incurred, and the project schedule will notbe exceeded. The City will only provide the assistance indicated within this request for proposals(RFP). Additional assistance the contractor will require from the City shall be included within thecontractor’s proposal. It is expected each proposal would include the following tasks:Tasks – To be completed during Spring 2026 outage (Est March-May 2026)1. Replace and paint the turbine compartment side panels and roof panel.2. Replace or refurbish the left and right-side ventilation eductor silencers.3. Replace the turbine flex seal on the exhaust side.4. *Investigate the altered cooling & sealing air piping design and determine why theexhaust frame has no cooling air supply. The cooling air piping to the exhaust framehas been previously blinded.5. Repair/Replace exhaust diffuser and adjacent wall panels.All repairs and replacements shall restore the equipment to OEM performance specifications orbetter, and materials shall be equal to or superior to the original construction. All work on theturbine shall conform to the OEM (General Electric) maintenance instructions and qualitystandards, unless otherwise approved by the City.Contractors are expected to provide a comprehensive proposal detailing their approach, schedule,safety plan, quality assurance measures, and cost breakdown for completing the above tasks. Allwork must comply with applicable industry standards, OEM recommendations, and site safetyrequirements. Respondents to this RFP must demonstrate they have the experience, resources,and abilities required to timely and competently complete the Scope of Work and to provide theservices described herein and in the attachments..All work performed, outside of the agreed upon scope of work, will be subject to approval by theCity, prior to the commencement of the additional work. Additional compensation may beavailable depending on the additional work’s impact to the project. Unless otherwise agreed uponby the City, the additional work proposal will include, in writing, a maximum not-to-exceed costand will be invoiced at the Contractor’s provided time and materials rates or a lump-sum cost thatwill be invoiced at the conclusion of the additional work.Replacement vs. Refurbishment or RebuildWherever possible, the City’s preference is for new replacement components to be supplied andinstalled. When new components are unavailable, discontinued, or not cost-effective, the City willconsider refurbishment or rebuilding of existing components as an acceptable alternative, subjectto review and approval.Contractors proposing refurbishment or rebuild work shall provide detailed documentationdescribing the proposed approach, methodology, materials, and processes to be used. Thisdocumentation shall include an explanation of how the refurbished or rebuilt component willperform relative to a new replacement, including expected service life, performance standards, andwarranty coverage.The City will evaluate the proposed options for each affected component and will determine, at itssole discretion, whether replacement, refurbishment, or rebuild provides the best overall value andserves the City’s operational interests.*Blinded Cooling and Sealing Air PipingThe Contractor shall investigate and evaluate the existing cooling and sealing air pipingconfiguration, including the previously blinded connections and any apparent deviations from theoriginal design. As part of this task, the Contractor shall prepare and submit a written investigationreport documenting observed conditions, root-cause analysis, recommended corrective actions,and any supporting photographs, drawings, or measurements.This report is intended to provide the City with sufficient technical detail to determine whetherany corrective work should be performed by the Contractor under this contract or self-performedby City personnel. Any decision to proceed with modifications, corrective work, or additionalscope will remain solely at the City’s discretion. No repair, modification, or alteration to the systemshall be performed without prior written authorization from the City.Contractor Responsibilities1. Contractor shall comply with all applicable federal, state, and local laws andregulations governing public works and maintenance activities.2. Contractor shall maintain valid DIR registration and possess the appropriate CaliforniaState Contractor’s License (Class A General Engineering) throughout the contractterm.3. Develop and implement a site-specific Safety Plan compliant with OSHA, Cal/OSHAand REU regulations.4. Conduct daily safety meetings and provide documentation upon request.5. Provide all required PPE and safety equipment for workers and ensure compliancewith plant safety rules, lockout/tagout procedures, and confined-space entryrequirements.6. Properly handle and dispose of all waste and materials in accordance with local, state,and federal environmental laws.
