It was established as Ohio's firstgeneral and technical college in 1973. The college was named after Thomas Alva Edison. The college's maincampus is located in Piqua on a 131-acre rural plain with additional campuses in Greenville, Troy, and Eaton.Edison State Community College currently offers more than one-hundred associate degrees, certificates, short-termtechnical certificates and continuing education offerings designed to result in university transfer, careeradvancement, and workforce development. This Request for Qualifications (RFQ) is being issued to obtain Construction Manager at Risk (CMR) services forrenovations and addition to the College’s Nursing and Health Sciences programs. The project will construct a building addition on the College's Piqua Campus and will renovate adjacent spacesinside of South Hall. The improvements are being made to expand and begin consolidating Health Scienceprograms. Construction must be staged to maintain partial owner occupancy and must be completed by August2027 for Fall semester classes. The single-story addition will provide 6,500-sf for classrooms and nursing skills labs. The renovations will repurposeand reconfigure 7,000-sf of existing academic space for classrooms, skills labs and offices for emergency medicine, physical therapy, and medical assistant programs. The renovations will also remodel existing corridors and toiletrooms. The construction scope includes but is not limited to modifications to existing lawns and sidewalks, hazardous material abatement, extending existing mechanical/electrical building infrastructure, telecommunications, and movable furnishings and audio-visual equipment. The development of a complete Program of Requirements (POR) is underway. This POR development will continuewith the assistance of the CMR procured herewith. The POR is included in the A/E’s scope (not this CMR scope) butwill be developed with the CMR and the entire project team’s input and cooperation. The A/E for this project isSPGB Architects. They are scheduled to complete construction documents in August 2026 for the major portion ofthe addition included in the project. While it is desirable to issue one Guaranteed Maximum Price (GMP) negotiated according to the GeneralConditions (CM at Risk Project), it is likely there may be more than one GMP if determined to be in the best interestof the project. All aspects of the project and related issues will be implemented and operated consistently with theContracting Authority and/or Owner’s policies and procedures.F170-01-2026-JANPublish Date: 6/9/2026Page 1 of 5Request for Qualifications (CM at Risk Contract)State of Ohio Standard Forms and DocumentsB.
