The Townis not responsible for oral interpretations given by any Town employee or representative.Prospective bidders are responsible for registering with the Purchasing department in order toreceive any amendments or addendums to the Proposal.2RFP 202026December 1, 2025IntroductionThe Town of Scarborough, Maine, is seeking quotations from qualified vendors for professional fireworks displays.This Request for Proposals (RFP) outlines the requirements for the fireworks displays and the information requiredfrom interested vendors.Scope of WorkThe selected vendor will be responsible for the following:● Design and choreography of a spectacular fireworks display, synchronized to music (if applicable).● Obtaining all necessary permits and licenses for the fireworks display in Scarborough, Maine.● Providing all fireworks, equipment, and trained personnel required for the display.● Ensuring strict adherence to all safety regulations and guidelines.● Setup and breakdown of all equipment.● Site inspection prior to the event to assess suitability and safety.● Clean-up of the display area after the event.Details of Dates, Times & Lengths of Proposed Firework Displays:● Summerfest 2026 - Friday, August 21, 2026 - 10 Minute Show● Harborfest 2026 - Date TBD (late Sept/early Oct) - 8 Minute Show● Sparkle in the Park 2026 - Saturday, December 5, 2026 - 6 Minute ShowVendor Requirements● Proof of valid business license and insurance.● Demonstrated experience in executing professional fireworks displays for similar events.● Ability to comply with all local, state, and federal regulations regarding fireworks.● Availability of a dedicated project manager for the duration of the project.● References from previous clients.Quotation Submission RequirementsInterested vendors are requested to submit a comprehensive quotation that includes the following:● Company Profile:○ Company Name:○ Contact Person:○ Phone Number:3RFP 202026December 1, 2025○ Email Address:○ Address:○ Years in Business:● Proposed Fireworks Display Concept: A detailed description of the proposed display, including types offireworks, effects, and any proposed music synchronization.● Itemized Cost Breakdown:○ Cost of fireworks○ Labor costs (setup, execution, breakdown)○ Permit and licensing fees○ Insurance○ Transportation○ Any other applicable costs● Proof of Insurance: Copy of liability insurance certificate.● References: Contact information for at least three recent clients for whom similar services were provided.● Timeline: Proposed schedule for site inspection, permit acquisition, setup, and execution.4RFP 202026December 1, 2025Vendors shall provide detailed pricing including quantities and cost of materials and labor for workproposed in the RFP. Pricing should include all costs returning the work site to the pre-workcondition found.The Town of Scarborough is exempt from Maine Sales Tax which should not be included in theproposal.Standard Terms and Conditions:The Town of Scarborough reserves the right to amend this RFP prior to the proposal due date. Allamendments and additional information will be posted on the Town website:www.scarboroughmaine.org. The Town reserves the right to waive any informality in proposals, to acceptthe proposals or portions thereof, and to reject any and all proposals, should it be deemed in the bestinterest of the Town to do so. Nothing in this document shall require the Town of Scarborough toproceed with Engineering and/or any of the identified services. The Town reserves the right tosubstantiate Respondent’s qualifications, capability to perform, and availability and past performancerecord.The cost for developing the proposal is the sole responsibility of the Consultant. All proposals submittedbecome the property of the Town.The Town reserves the right to approve subcontractors. All work performed under contract to the Townbecomes the property of the Town in the format specified by the Town.Payment for agreements for the undisputed purchase of goods or services provided to the Town, will bemade within 30 days of the receipt of a proper billing or the delivery of the goods or services to thelocation(s) specified in the agreement, whichever is later.The Town of Scarborough is exempt from all Federal Excise Taxes.The Town of Scarborough is exempt from all State of Maine Sales Taxes.A Certificate of Insurance is required from all consultants, contractors and vendors doing business withthe Town of Scarborough. Within two (2) weeks of the Notice of Award, Consultant must submit aCertificate of Insurance naming the Town of Scarborough as “additional insured.” Failure to furnish therequired certificate within the required timeframe may result in the proposal being rejected.The successful Consultant(s) selected shall agree to defend, indemnify and hold the Town harmless fromany and all claims, demands, suits, causes of action and judgments arising from or related to Consultant’sperformance, including claims of professional malpractice or negligence. Such indemnity shall include theTown’s reasonable attorneys' fees as well.The above referenced indemnity shall be in addition to and as a complement to the below describedinsurance coverage, which coverage is a mandatory requirement of this RFP and any award hereunder.Specifically, the successful Consultant(s) shall provide the following coverage(s) and amount(s).Commercial General Liability $2,000,000.00 Automobile Liability $1,000,000.00 Workers Compensation$1,000,000.00 Errors and Omissions $1,000,000.00 Umbrella Coverage $2,000,000.005
