CSRA AAA FY2026 SENIOR HUNGER GRANT
RFP Due Date: April 13, 2026 by 3:00 PM Deadline for Questions: April 6, 2026 by 5:00 pm
The CSRA Regional Commission (CSRA RC), as the state-designated Area Agency on Aging for this region, is seeking proposals for the Area Agency on Aging’s senior hunger grants.
Responders must apply by the due date/time in the manner described. The RFP can be accessed on or after March 12, 2026, at the CSRA RC’s website at https://csrarc.ga.gov/current-bid-opportunities Please note that all funds must be expended by June 30, 2026.
A virtual bidder's conference will be held via Zoom on Tuesday, March 24, 2026 at 10:00 AM. There will not be an in-person meeting. Anyone submitting a response must attend the bidder's conference.

In making its award determination, the CSRA RC will take into account a variety of factors, including but not limited to the following: cost of the proposal, potential ability of the applicant to successfully perform under the contract’s terms and conditions, analysis of the applicable Unit Cost Methodology or other cost analysis, relevant past project experience and qualifications, organizational capacity to perform the required services, budget and financial capacity of the applicant, quality and thoroughness of responses to the scope of work and quality assurance sections in the proposal. Each of these factors will be considered to ensure that the selected proposal(s) are best suited to meet the needs of the project and comply with the expectations set forth in the RFP.CSRA RC reserves the right, in its sole discretion, to: 1) cancel the RFP at any time, 2) amend the RFP before the due date, 3) alter the timetables for procurement; 4) request additional information from any Responder, 5) interview any Responder before issuing a grant award, 6) reject any or all Responses, and/or 7) waive any technicalities or formalities.

The goal ofthe mini-grants is to support local community partners and agencies in creating innovative ways to addresssenior hunger.CSRA Regional Commission Area Agency on Aging BackgroundSince 1974, the CSRA Area Agency on Aging (AAA) has served as an action center for aging issues inEast Central Georgia by performing intake and assessment, providing case management, identifyingcommunity priorities, allocating and developing resources, building public-private partnerships andconnecting CSRA residents to aging solutions that fit their lives. The CSRA AAA provides services tofourteen counties of the CSRA: Burke, Columbia, Glascock, Hancock, Jefferson, Jenkins, Lincoln,McDuffie, Richmond, Screven, Taliaferro, Warren, Washington, and Wilkes.Senior Hunger Initiative in Georgia BackgroundIn 2016, a group of stakeholders worked collectively to create a unified regional and statewide plan toaddress Georgia’s food insecurity. As a result, the group decided on five impact/ focus areas: Today’sSeniors, Impact of Senior Hunger on Health, Food Access, Food Reclamation and Waste, and Meeting theNeeds of the Community. An additional recommendation from the group included funding to provideentrepreneurial mini grants to support creative initiatives at the local level to alleviate issues of seniorhunger, food deserts, and isolation.These are one-time grants designed to support an ongoing project or provide seed money to initiate a newproject. Based on the five impact areas identified by the state, projects can be based on the following threecategories: Food Access, Food Reclamation and Waste, and Meeting the needs of the Community. Targetaudience is individuals 60 and older. Projects not related to senior hunger will not be awarded.Grant funding guidelines are listed below: Must be spent on serving individuals 60 and older. Projects should reach individuals who do not receive regular meal or food services through CSRAAgency on Aging funding (i.e.: congregate meals, home delivered meals or material aid, foodsupplement boxes)Grant Application ProcessWho Can Apply?Agencies, faith-based organizations, local government, non-profits, and community organizations in theCSRA that are interested in addressing senior hunger.Required for SubmissionEligible agencies and organizations are invited to apply by submitting the information noted on theapplication. The applications will undergo a thorough review process that may require follow-up questionsPage 3 of 19to be answered.Application Evaluation ProcessApplications missing any of the required information will not be reviewed for funding consideration. Grantapplications will be evaluated based on a set of criteria which includes but is not limited to: Proposed number of individuals served (must be 60 and older and a resident of Georgia) Addressing one of the three applicable focus areas in the State Plan Detailed project plan Detailed project budget Project sustainabilityGrant Funding Process and Reporting RequirementsThis grant will be provided on a non-reoccurring reimbursable basis. Applicants are not required to providematching funds. Only one grant will be awarded per agency/organization. Funding must be expended, andthe final report submitted by June 30th, 2026.Awardees will be required to: Submit a final report by June 30th, 2026, 5:00pm EST that details:o the use of fundingo Project goal progresso Completed spreadsheet (provided by CSRA Agency on Aging) documenting the number ofindividuals served. Submit expense report that accounts for full use of the awarded amountfor reimbursement.Application Format – Please submit using this online form. All submissions must be received before the due date listed above.Please note: The Hunger Mini grants are funded by the Department of Human Services/Division of AgingServices and the CSRA Agency on Aging and are contingent upon receipt of funds from funding agencies.Page 4 of 19Award TermsPeriod of AwardThis RFP covers a period beginning on July 1, 2025, and ending on June 30, 2026.All contracts resulting from this process are contingent on the availability of funds from the GeorgiaDepartment of Human Services (DHS) Division of Aging Services. The terms and conditions of the contractwith DHS and any subsequent policy decisions, laws or regulations shall be applied to the awardeeschosen through this process. The CSRA Regional Commission may terminate the contract due to non-availability of funds, due to default, or for convenience.Expectations of Awarded ApplicantsIf awarded, awardees will be expected to: Fully cooperate with the CSRA RC’s onsite and/or virtual financial and program monitoring. Meet all required fiscal and programmatic deadlines. Comply with Federal and State fingerprint and background check guidelines. Use the system of record as identified by CSRA RC for recording of all services and invoicing. Expend all awarded funds for awarded services and by the contract deadline Comply with all relevant Federal and State requirements.Funding VarianceIf funding to the CSRA RC AAA is reduced and reduction of Contractor award levels is deemed necessary,CSRA RC will determine a reduction strategy. CSRA RC may reduce funding to each Contractor on astraight percentage basis. Alternatively, CSRA RC may reduce or eliminate services CSRA RC deems tonot be effectively delivered or for other reasons. CSRA RC reserves the right to establish additionalstrategies and/or new criteria for reductions during the term of the contract.CSRA RC further reserves the right to amend contracts based on project service levels and/or otherperformance factors to assure there will be cost effective service provision.RFP SubmittalResponders must complete this Request for Proposal in its entirety to be considered.
