Submission Deadline:Proposals must be received before the Submission Deadline noted in the table on Page 1.Submissions must include one (1) original and one (1) printed hard copy of the proposalwithin a sealed envelope.2. Submission Address:New Castle County Purchasing DivisionNew Castle County Government Center87 Reads WayNew Castle, DE 197203. Delivery Method:3.1 Mail to the address above. Use a carrier that guarantees delivery and providestracking. Vendor is fully responsible for delivery to the correct location by the duedate and time of the bid opening.3.2 Deliver in person to the Government Center between 8 a.m. and 3:30 p.m. EST onbusiness days. Contact a member of the Administrative Services at 302-395-5965upon arrival or ask the Receptionist to contact the Purchasing Division.3.3 Facsimile (fax) transmissions are unacceptable and will be rejected.4. Bid Submission Instructions and Content Requirements:4.1 Clearly display 27PP-205 – Insurance Brokerage Services in the lower leftquadrant on the front of the sealed envelope.4.2 Include completed Non-Collusion Statement/Signature Page and AuthorizedRepresentative Procurement Affidavit signed and dated by the AuthorizedRepresentative.4.2.1 Failure to sign and return these documents could result in a bidsubmission being rejected.4.3 The Signature Page must include the company name, address, tax ID, andcontact information.4.4 All bidders must provide copies of all necessary licenses required to perform thework specified in this solicitation. Licenses must be issued by the appropriatelicensing authority prior to the execution of a contract or issuance of a purchaseorder.4.4.1 It is the responsibility of each bidder to ensure that their licenses arecurrent and valid throughout the bidding process and the duration of thecontract. This includes, but is not limitedto, professional licenses, business licenses, contractor licenses,specialized licenses, and any specific permits required by local, state, orfederal law.4.4.3 Each bidder is responsible for understanding and identifying the specificlicenses and/or permits required to comply with section 4.4.2 of thissolicitation.4.4.4 Copies of all required licenses must be submitted along with the biddocuments. Failure to include all necessary license documentation mayresult in the bid being considered non-responsive.4.4.5 Bidders are required to notify New Castle County immediately of anychanges to the status of licenses during the bidding process or contractperiod. This includes renewals, suspensions, or revocations.4.4.6 Compliance with all licensing requirements is mandatory. Bidders foundto be non-compliant may face penalties including, but not limited to,disqualification from current and future solicitations, and legal actionswhere applicable.4.4.7 New Castle County reserves the right to verify the validity of any licensessubmitted as part of the bid documents at any time. Bidders may berequired to provide additional information or documentation to supportthe validity of their licenses.4.5 Vendors are asked to provide a brief statement on the Non-Collusion Statementof how they heard about this solicitation opportunity.5.
