BACKGROUND
The Land Clearance for Redevelopment Authority of the City of Saint Louis (“LCRA” or
“Authority”) is seeking bids for Demolition Contracting Services at 207 North 6th Street (formerly
Charlie Gitto’s restaurant building) and a skybridge connecting the former Macy’s parking garage
(615 Pine Street) to the Kiener West parking garage (100 North 6th Street) across Pine Street, all
located in City Block 129. LCRA is seeking services from a qualified firm St. Louis city certified
eligible demolition contractor to perform comprehensive environmental remediation, hazardous
materials abatement, and demolition work on the building. Utilities are not operational or available
onsite.
LCRA acquired the building at 207 North 6th Street with the intention of demolishing it for future
redevelopment. LCRA previously acquired all other parcels within City Block 129 except for The
Gill Building at 622 Olive. LCRA intends to clear the entire lot, except for The Gill Building, to
create a nearly full city-block redevelopment site.
The services to be provided through this RFB will be funded by The Coronavirus State and Local
Fiscal Recovery Fund allocated to the City of St. Louis by the United States Department of the
Treasury and passed through the City’s Community Development Administration to LCRA. All
Supplementary Conditions provided as an Exhibit to this RFB shall be incorporated into any contract
or sub-contact awarded pursuant to this RFB. To the extent any terms in this RFB conflict with the
Supplementary Conditions in the Exhibit, the Supplementary Conditions shall control.

SCOPE OF WORK
A. The work will be executed in a specific, mandatory four-phase sequence:
Phase 1 (Remediation): All ACM abatement, Household Hazardous Waste (HHW)/Universal
Waste removal, shall be performed from within the buildings.
Phase 2 (Utilities): Disconnect all utilities (gas, sewer, electrical) and cap them incompliance
with local codes.
Phase 3 (Demolition & Removal): Demolition of the 207 N 6th Street building and
foundation; demolition of the skybridge connecting the two parking garages (former Macy’s
garage and Kiener West garage) across Pine Street between 6th and 7th Streets.
Phase 4 (Restoration): For 2027 N. 6th, backfill, site grading, seeding, strawing, and final site
restoration. Not applicable for the skybridge.
The demo contractor can utilize the surface parking lot at 600 Olive Street for mobilization during
demolition. LCRA owns the lot.
All necessary permits are the demo contractor’s responsibility. This includes demolition permits and
street & sidewalk closures. Contractor shall provide all required street and sidewalk blockage
barriers as required.
B. Special Instructions for Demolition of 207 N. 6th Street:
Refer to “Exhibit A2: 207 N 6th – Demolition Specifications.”
Care should be taken to ensure that no structural damage is done to the adjacent parking
garage.
The green glazed bricks on the east façade of the building shall be palletized and delivered to
a TBD storage location within the city.

Refer to “Exhibit A3: Skybridge Demolition Specifications”
Care should be taken to ensure that no structural damage is done to the Kiener West parking
garage.
Care should be taken to ensure that minimal damage is done to the Kiener West garage’s Pine
Street façade;
Advanced and daily coordination with a representative of the Kiener West garage is
mandatory to ensure that the parking facility is impacted as minimally as possible.
Demolition shall be constructed in a manner that minimizes the number of days and the daily
number of hours that closure of Pine Street and the sidewalks thereon is required.
D. Type of Contract:
The project will be constructed under a single prime contract. Utilization of subcontractors is
allowed and encouraged.
SALES TAX EXEMPT
Bidders are advised that, subject to the provisions of Section 144.062 RSMo, purchases of tangible
personal property and materials to be incorporated into or consumed in the construction of this
project are not subject to Missouri sales tax and may be made on a sales tax-exempt basis pursuant
to an Exemption Certificate issued by the Authority. LCRA will provide a tax-exempt certificate.
Said purchases may not be made until a Notice To Proceed is forthcoming from LCRA or their
authorized representative and a Tax-Exempt Certificate has been issued. LCRA will not be liable for
taxes on purchases made by a Contractor or Subcontractor who has not been issued a Tax-Exempt
Certificate.
TAX & LICENSE CLEARANCE
A. City Business License: LCRA will only contract with a Respondent that maintains a valid City of
St. Louis business license, if such a license is required to do business in the City.
B. Payment of City Taxes Required: LCRA will only contract with a Respondent that is current on
all payments due to the City of St. Louis Collector of Revenue. Respondents are expected to be
current on all payments and submission of all required reports. All personal property taxes must be
paid.
C. Authority to Investigate: By responding to this RFB, unless otherwise explicitly stated,
Respondent authorizes LCRA to verify Respondent’s compliance status with the Collector of
Revenue and License Collector.
D. Bidders must be a certified demolition contractor by the Demolition Contractors' Certification
