This inventory shall include, but is not limited to:Fire Alarm Devices• All fire devices, notification appliances, panels, sub-panels, power supplies, batteries, communication pathways, wiringpathways, fire alarm zones, and all other system components.Fire Sprinklers• All sprinkler heads, risers, valves, drains, FDCs, backflows, pressure gauges, pumps, controllers, fittings, piping,supports, and all wet, dry, pre-action, deluge, and specialty systems shall be included.Fire Extinguishers• Exact locations, type and size, condition and charge status, and code required distribution coverage.Mapping Integration• Inventory findings shall be used to produce or update engineered mapping, as requested.Carteret County Government Fire System Assessment Services2RFP NO. 01272026Fire Alarm System Services• Identify obsolete, noncompliant, or malfunctioning equipment.• Provide code compliant upgrade recommendations and designs.• Develop or update as-built drawings of fire alarm devices, fire panel zoning, sprinkler piping networks and risers,sprinkler head locations and types, and fire extinguisher locations.• Provide both electronic and physical engineered maps and diagrams of all systems.Proposal Submission Requirements• Please submit: company profile and qualifications, list of technicians and certifications, detailed pricing table, mappingexamples, proposed implementation schedule, and references for similar work.Additional Provisions• The County will provide the awarded Service Provider with all known documentation including a list of facilities withknown fire systems. There are currently 14 locations equating to approximately 308,716 SQFT.• Any damages caused by the Contractor shall be the Contractor’s responsibility to fix or replace at the County’sdiscretion.• All information shall be verified by the Service Provider.• The Contractor shall obtain the required permits, if required, give all notices to the County POC (including a copy ofany permits), and comply with all laws, ordinances, codes, rules and regulations bearing on the conduct of the work.Permits shall be posted onsite at project location. No time extensions shall be granted or financial consideration givento the Contractor for time or monies lost due to violations of any such ordinance, code, law or regulations that mayoccur.Carteret County Government Fire System Assessment Services3RFP NO. 01272026Award of ContractCarteret County Government reserves the right to award to multiple contractors deemed to be fully qualified and bestsuited among others submitting proposals on the basis of the evaluation factors included within this RFP. Once theproposals are ranked by Carteret County Governments Committee and the qualified contractor is determined,Carteret County Government may conduct further negotiations, and/or request presentations to any or allcontractors. Carteret County Government reserves the right to accept or reject, in whole or in part, proposalsdirected to the best interest of the County. FOR CONTRACTS $40,000 OR MORE, EXCEPT FOR CERTAIN SPECIALTY WORK ASDETERMINED BY THE LICENSING BOARD, BIDDERS ARE REQUIRED TO BECOME LICENSED BY THE NCLICENSING BOARD.Please provide a detailed cost breakdown on official company letterhead, clearly itemizing materials, labor, andapplicable taxes.All bids shall be prepared and submitted in accordance with the following requirements. Failure to comply with anyrequirement may cause the proposal to be considered irregular and may be grounds for rejection.Carteret County Government Fire System Assessment Services4RFP NO. 01272026GENERAL CONDITIONSGENERALa) It is understood and agreed that by submitting a bid that the Contractor has examined these contractdocuments, drawings and specifications and has visited the site of the Work, and has satisfied himself rela-tive to the Work to be performed.MATERIALS, EQUIPMENT AND EMPLOYEESa) The contractor shall, unless otherwise specified, supply and pay for all labor, transportation, materials,tools, apparatus, lights, power, fuel, sanitary facilities and incidentals necessary for the completion of hiswork, and shall install, maintain and remove all equipment of the construction, other utensils or things, andbe responsible for the safe, proper and lawful construction, maintenance and use of same, and shallconstruct in the best and most workmanlike manner, a complete job and everything incidental thereto, asshown on the plans, stated in the specifications, or reasonably implied there from, all in accordance withthe contract documents.b) All materials shall be new and of quality specified, except where reclaimed material is authorized hereinand approved for use. Workmanship shall at all times be of a grade accepted as the best practice of theparticular trade involved, and as stipulated in written standards of recognized organizations or institutes ofthe respective trades except as exceeded or qualified by the specifications.c) No changes shall be made in the Work except upon written approval and change order by Director,Carteret County General Services.d) Products are generally specified by ASTM or other reference standard and/or by manufacturer’s name andmodel number or trade name. When specified only by reference standard, the Contractor may select anyproduct meeting this standard, by any manufacturer. When several products or manufacturers are specifiedas being equally acceptable, the Contractor has the option of using any product and manufacturercombination listed.e) However, the contractor shall be aware that the cited examples are used only to denote the quality standardof product desired and that they do not restrict bidders to a specific brand, make, manufacturer or specificname; that they are used only to set forth and convey to bidders the general style, type, character andquality of product desired; and that equivalent products will be acceptable. Substitution of materials, itemsor equipment of equal or equivalent design shall be submitted to the architect or engineer for approval ordisapproval; such approval or disapproval shall be made by the architect or engineer prior to the opening ofbids.f) If at any time during the construction and completion of the work covered by these contract documents, theconduct of any worker of the various crafts be adjudged a nuisance to the Owner or if any worker beconsidered detrimental to the work, the Contractor shall order such parties removed immediately from thesite.g) The contractor shall designate a foreman/superintendent who shall direct the work.CODES, PERMITS AND INSPECTIONSa) The Contractor shall obtain the required permits, if required, give all notices, and comply with all federal,state, and local laws, ordinances, codes, rules and regulations bearing on the conduct of the work underthis contract. If the Contractor observes that the drawings and specifications are at variance therewith, heshall promptly notify the Designer in writing. If the Contractor performs any work knowing it to becontrary to such laws, ordinances, codes, rules and regulations, and without such notice to the Owner, heshall bear all cost arising from non-compliance with requirements.Carteret County Government Fire System Assessment Services5
