ADVERTISEMENT
Ogden City is requesting sealed proposals from qualified Proposers to provide non-preference towing
and vehicle abatement services to Ogden City. The City is seeking a contract with a tow operator that can
provide most or all non-preference vehicle tows required by Ogden City.
Proposal packets are available and may be obtained by downloading from the Ogden City website
at https://www.ogdencity.gov/264/Purchasing
Proposers are responsible for securing any and all addenda issued.
Sealed responses to this RFP shall be submitted to the Purchasing Office, c/o Municipal Building
Welcome Desk, 2549 Washington Blvd 2dn Floor, Ogden, UT, 84401 by June 18, 2026, no later
than 11 AM.
LATE PROPOSALS WILL NOT BE ACCEPTED.
Ogden City reserves the right to accept or reject any proposal as it best serves its convenience
and/or is found to be in the best interest of the City.

REQUEST FOR PROPOSAL
TOWING SERVICE PROVIDER
I. INTRODUCTION
Ogden City Corporation is requesting proposals from qualified individual(s) or firm(s)
that can provide non-preference towing and vehicle abatement services to Ogden City.
Goals/Objectives
A. It is the City’s goal to contract with a single provider that can fulfill most or all non-
preference towing and vehicle abatement requirements.
B. It is anticipated that this RFP process will result in one contract award. The RFP
document will become part of the final contract. The contract will be issued for an
initial term of three (3) years plus two (2) optional one-year extensions, upon mutual
agreement.
II. SCOPE OF WORK or SPECIFICATIONS - Refer to Exhibit A
III. RESPONSE TO RFP
The City will accept proposals from firms that are capable of providing all or most of the
work described in Section II. Applicants shall include qualifications for work set forth in
this RFP for which it proposes to provide services.
A. Each Proposal must include, as a minimum, the following information:
1. Company Information: Name, address, email and telephone number of the
company submitting the proposal.
a. The name and contact information of the person designated as the
firm’s representative.
b. The names of all employees and a copy of the required background
check report for each employee.

c. A description of the firm’s experience and capability of fulfilling this
contract if awarded. Include description of how you maintain complete
and accurate records of all tows.
2. Proposed schedule for duration of contract term.
3. Copy of the business license for place of business and each yard, or receipt (if
license has not yet been received) showing that Company is licensed as a
towing company and has paid all applicable regulatory fees;
a. Provide the centralized location for customer service response to
inquiries of all vehicles towed.
b. Issue statement that the centralized location will be available 24-hours
a day /7-days per week.
4. Other records and documentation for compliance of all applicable Utah State
laws.
a. Provide location or description of State-tax approved storage area and
secured area for seized items or vehicles
5. Tow truck information – Provide the following:
a. Current DOT inspection
b. Current insurance
c. Proper tools
d. The resources to tow all vehicles (Light, Medium, and Heavy as
outlined in Utah Administrative Code R909-19)
e. Current AAA certification
6. Provide information on access to a boom truck, roll off truck and large semi
size truck.
7. Provide contingency for multi-vehicle incidents.
8. Provide information for separate vehicle to complete clean-up of accident scene.
9. Provide information on how the firm plans to have a tow truck that is within a three-
mile radius at all times for rapid response (10-minute response time)
10. Provide information on the required storage for personal belongings removed
from the towed vehicles

11. Issue statement that firm will waive all storage and impound fees for reported
stolen/recovered vehicles.
12. Issue statement that the firm will agree to offer a discounted rate to owners of
vehicles towed in connection with Ogden City-sponsored events.
13. Issue statement that Owner will be provided access to vehicles towed on a 24-
hour, 7-days a week basis. Any fee for other than regular business hours retrieval
shall be reasonable and shall comply with any applicable statute or rule
14. Provide information on the firms capability to store and/or properly dispose of
Recreational Vehicles (RVs), including large motor homes, which may
require specialized handling due to their size and complexity.
15. Provide information on the firms capability to store evidentiary vehicles in a
secure facility for safeguarding.

17. A list of three references of current contracts.
B. Additional Clarifying Questions to Support your Proposal
1. Will proposal provide a single source of contact for vehicle owners, the City
and dispatch?
2. Where will vehicle owners recover their vehicles? Will the vehicles be stored
in one or more lots, and how will the location be communicated to vehicle
owners? Please state the location of all proposed storage lots and their
proximity to Ogden City.
3. How will proposer handle safe keep requests? Will proposer allow a vehicle
owner to recover their vehicle on the weekend, prior to the opening of offices
of the State Tax Commission?
4. How will the proposer handle recovery or rental vehicles? May vehicle
renters recover vehicles if there is an active rental agreement in their name?
5. How will proposer assist vehicle owners to save storage fees by enhancing
owner’s ability to pay charges and recover vehicles quickly?
