INTRODUCTIONOgden City Corporation is requesting proposals from qualified individual(s) or firm(s)that can provide non-preference towing and vehicle abatement services to Ogden City.Goals/ObjectivesA. It is the City’s goal to contract with a single provider that can fulfill most or all non-preference towing and vehicle abatement requirements.B. It is anticipated that this RFP process will result in one contract award. The RFPdocument will become part of the final contract. The contract will be issued for aninitial term of three (3) years plus two (2) optional one-year extensions, upon mutualagreement.II. SCOPE OF WORK or SPECIFICATIONS - Refer to Exhibit AIII. RESPONSE TO RFPThe City will accept proposals from firms that are capable of providing all or most of thework described in Section II. Applicants shall include qualifications for work set forth inthis RFP for which it proposes to provide services.A. Each Proposal must include, as a minimum, the following information:1. Company Information: Name, address, email and telephone number of thecompany submitting the proposal.a. The name and contact information of the person designated as thefirm’s representative.b. The names of all employees and a copy of the required backgroundcheck report for each employee.Towing Service Provider RFP 2026 | 3c. A description of the firm’s experience and capability of fulfilling thiscontract if awarded. Include description of how you maintain completeand accurate records of all tows.2. Proposed schedule for duration of contract term.3. Copy of the business license for place of business and each yard, or receipt (iflicense has not yet been received) showing that Company is licensed as atowing company and has paid all applicable regulatory fees;a. Provide the centralized location for customer service response toinquiries of all vehicles towed.b. Issue statement that the centralized location will be available 24-hoursa day /7-days per week.4. Other records and documentation for compliance of all applicable Utah Statelaws.a. Provide location or description of State-tax approved storage area andsecured area for seized items or vehicles5. Tow truck information – Provide the following:a. Current DOT inspectionb. Current insurancec. Proper toolsd. The resources to tow all vehicles (Light, Medium, and Heavy asoutlined in Utah Administrative Code R909-19)e. Current AAA certification6. Provide information on access to a boom truck, roll off truck and large semisize truck.7. Provide contingency for multi-vehicle incidents.8. Provide information for separate vehicle to complete clean-up of accident scene.9. Provide information on how the firm plans to have a tow truck that is within a three-mile radius at all times for rapid response (10-minute response time)10. Provide information on the required storage for personal belongings removedfrom the towed vehiclesTowing Service Provider RFP 2026 | 411. Issue statement that firm will waive all storage and impound fees for reportedstolen/recovered vehicles.12. Issue statement that the firm will agree to offer a discounted rate to owners ofvehicles towed in connection with Ogden City-sponsored events.13. Issue statement that Owner will be provided access to vehicles towed on a 24-hour, 7-days a week basis. Any fee for other than regular business hours retrievalshall be reasonable and shall comply with any applicable statute or rule14. Provide information on the firms capability to store and/or properly dispose ofRecreational Vehicles (RVs), including large motor homes, which mayrequire specialized handling due to their size and complexity.15. Provide information on the firms capability to store evidentiary vehicles in asecure facility for safeguarding.16. Evidence of Insurability (Refer to section V)17. A list of three references of current contracts.B. Additional Clarifying Questions to Support your Proposal1. Will proposal provide a single source of contact for vehicle owners, the Cityand dispatch?2. Where will vehicle owners recover their vehicles? Will the vehicles be storedin one or more lots, and how will the location be communicated to vehicleowners? Please state the location of all proposed storage lots and theirproximity to Ogden City.3. How will proposer handle safe keep requests? Will proposer allow a vehicleowner to recover their vehicle on the weekend, prior to the opening of officesof the State Tax Commission?4. How will the proposer handle recovery or rental vehicles? May vehiclerenters recover vehicles if there is an active rental agreement in their name?5. How will proposer assist vehicle owners to save storage fees by enhancingowner’s ability to pay charges and recover vehicles quickly?Towing Service Provider RFP 2026 | 5
