The selected firm will be responsible fordesigning construction drawings, preparing bid documents, and providing construction administrationservices.The design for the existing Town Hall facility was completed by the architectural firm Gensler in 2021, withconstruction completed in 2023. Funds for design are allocated in the FY 2027 budget, and construction isanticipated in FY 2028. Floor plans for both the first and second floors are included with this RFQ. Acomplete set of architectural drawings will be provided for the selected firm.See the project page at: https://town-wendell-nc-cleardoc.cleargov.com/22062/114640/cip-project-requestScope of WorkThe goal of this project is to create office space, meeting space, and storage space within the unfinishedshell space of Town Hall while maintaining access to the electrical room and mechanical chase. Theselected firm will meet with Town staff to get an understanding of the space needs and then utilize thisinformation to provide options for maximizing the shell space to the Town for consideration and approval.The firm will then take the approved conceptual design to complete bid-ready construction drawings forpermitting and construction.The project will include, but will not be limited to, the following:• Produce conceptual layout(s) for review and approval by Town staff• Produce final construction drawings and specifications• Provide preliminary construction cost estimates• Bidding• Construction administrationGeneral Requirements and Deliverables• All technical memoranda, reports, and certifications shall be submitted in electronic form toWendell in Windows-compatible format (including both .pdf and Microsoft Office Word formats).All plans shall be delivered to the Town in CAD-generated drawings and shall be provided onelectronic media downloadable onto AutoCAD-based systems compatible with the Town’s currentAutoCAD version.• Wendell seeks to design projects that are cost-effective and functional, high performing in energyand water use, examining options for increasing efficiency during the design phase, using lifecyclecost analysis. The outcome should be a building and/or areas and projects that are functional fortheir intended use, are durable, add value for occupants and citizens, and utilize cost-effectivetechniques and equipment. The selected Consultant should be prepared to assist the Town in3RFQ – #677-TM26-09making decisions that deliver the best results for the life of the building/infrastructure/equipmentand their related systems.• The selected Consultants shall be experienced with current State and Federal accessibility coderequirements and have the ability to implement design solutions to resolve the various types ofbarriers in these facilities.• The Town invites and encourages participation in this procurement process by minority or women-owned business enterprises (MWBE) in accordance with North Carolina General Statute §143-48.Proposal Submittal RequirementsElectronic responses ONLY will be accepted through the NC eVP website. Interested parties must be loggedin to submit proposals electronically. Registration information is available at NC Electronic Vendor Portal(eVP). Proposals must be clearly marked with the name of the submitting company, the RFQ number andRFQ title (Your Company Name 677-TM26-09 RFQ Name). Proposers must submit one (1) electronicversion, submitted as a viewable and printable Adobe Portable Document File (PDF).RFQ Responses must be received no later than 3:00 P.M., Eastern Standard Time (EST) on June 29,2026.Any submittals received after the deadline by any delivery method will not be considered or evaluated.QuestionsQuestions regarding the RFQ shall be submitted in writing to Jeffery Brown via email to:jbrown@townofwendellnc.gov no later than 5:00 P.M. Eastern Standard Time (EST), on June 19, 2026.Indicate the RFQ name in the subject heading of the email.Only emailed questions will be addressed and answered. The issuance of such written responses is theonly official method by which interpretation, clarification, or additional information will be given by theTown. Only requests answered by formal written responses will be binding. Oral and other interpretationsor clarifications will be without legal effect. No information, instruction or advice provided orally orinformally by any Town personnel, whether made in response to a question or otherwise in connectionwith this RFQ, shall be considered authoritative or binding. No personal inquiry or marketing meetings willbe conducted or allowed. Respondents shall be entitled to rely only on written material contained in anAddendum to this RFQ.An addendum will be released with answers to any submitted questions and will be posted to the NC eVPwebsite.Proposal Submittal Format and ContentsThe instructions below provide guidance and information for respondents to prepare and submit conciseresponses to this RFQ. The purpose is to establish the format and contents of the proposal so thatresponses are complete, contain all essential information, and can be easily evaluated.4RFQ – #677-TM26-09Proposal FormatProposals should be presented in a well-organized and concise manner. The qualifications proposalshould be no longer than 30 pages in length. Covers, resumes, Certificates of Insurance, and tabs will notbe counted towards the page limit. The Town may reject as non-responsive at its sole discretion anysubmittal that does not provide complete and/or adequate responses or departs in any substantial wayfrom the required format.Proposal ContentThe following items must be addressed in the submission:1. Introductory Letter: Respondents shall submit a clear and concise response identifying thefollowing information:a. Name of the Firmb. Primary contact person working on the Town’s behalf and their contact informationc. The Firm’s contact informationd. Why the Town should select the Firm for this worke. Acknowledgement of any RFQ Addenda (if applicable)2. Qualifications and Experience: Respondents shall submit the following information to demonstratetheir experience and qualifications:a. Provide relevant experience illustrating similar projects or work related to the technicalaspects and/or processes outlined in the above scope of work. Include sub-consultants’ (ifapplicable) capabilities as related to the scope of work. Cite specific projects of a similarnature to the submitting scope and list contact information for each project cited. IfRespondent is teaming with other qualified firms, including sub-consultants, ensure thecited examples include previous collaborations.3. Project Approach and Schedule: A detailed description of how the Firm proposes to approach thisproject. Include sufficient discussion of proposed methodologies, techniques, and procedures foreach work item and their related timelines. Indicate any new and/or innovative methods that canbe applied to this project that the Firm has applied in prior projects while performing similar work.Provide a breakdown and description of tasks assigned to each project team member. Describethe hierarchy of project management. Provide suggestions for any additional services which mayenhance the value and/or affect the overall economy and effectiveness of the project.4. Project Team(s): Provide an organization chart of the project team specifying the dedicated projectmanager, key personnel, and sub-consultants assigned to the team and the availability of backuppersonnel that will support this project. Include resumes with a brief summary identifying roles andresponsibilities and general qualifications (i.e., professional registrations, certifications, and/orlicenses) of each team member, including sub-consultants and disciplines appropriate to theproject, as well as education and availability of work, and experience. Please do not list Firm staffwho are not directly working on this project team. If more than one project manager or team isdesired, please include this information and describe why this is necessary and how each teamwill interact with the Town.5. Example Projects with References: Provide a minimum of three (3) references related to similarpublicly funded projects or scopes.
