Scope of Services
The Orlando Utilities Commission (OUC) seeks proposals from qualified suppliers to provide emergency response safety and damage assessment support services to aid in the rapid and safe restoration of power following hurricanes, tornadoes, or other major natural or man-made disasters. OUC intends to select one or more suppliers with the technical capability to identify infrastructure damage, assess safety concerns, and integrate with OUC’s damage assessment and restoration systems. Suppliers must prioritize safety, maintain accurate documentation, and demonstrate the ability to quickly adopt OUC’s storm reporting protocols. The goal is to establish pre-negotiated contracts with set prices and terms for 2025 and 2026, allowing OUC to issue purchase orders with defined ceiling prices based on the severity of an event. Suppliers must provide complete and accurate responses, including rates and qualifications, to be considered. OUC also intends for the resulting contracts to meet federal procurement standards to support potential FEMA reimbursement eligibility.see attachment.
