I. Purpose and Overview

A. Purpose

The White County Department of Finance, on behalf of the White County Board of

Education, seeks to retain the services of a professional consultant engineering firm. The

selected firm will provide energy-related services for the purpose of energy cost reductions

across the district.

B. Project Description

The objective of this request for qualifications and interest is to secure a contract with a

professional consultant engineering firm to provide both engineering services and

equipment with the purpose of the reduction of energy costs in the school district’s public

facilities, under the authority granted in TCA §12-4-110.

The proposed scope of work includes, but may not be limited to, an audit of the school

district’s existing facilities and the production of an engineering report detailing the audit’s

finding and recommendations. Additional services may be requested following the firm’s

report of findings and recommendations, solely at the county’s discretion.

II. Instructions for Responses

A. Response Format

Interested firms must submit a response to this request utilizing the Designer Request for

Qualifications and Interest document available via the below link. The document is also

available on the county’s website at www.whitecountytn.gov/bids.

Designer Request for Qualifications and Interest

Proposing firms should send no other forms, documents, or materials with their

submission. Only the Designer Request for Qualifications and Interest document will be

evaluated. Additionally, the firm’s response on the Designer Request for Qualifications

and Interest should be limited to a maximum of four (4) pages.

B. Submission of Response

Submissions will be accepted by the White County Department of Finance no later than

2:00 p.m. March 3, 2026 (local time).

The Designer Request for Qualifications and Interest document may be submitted to

finance@whitecountytn.gov. Submitting firms are strongly encouraged to submit their

response electronically, but are not required to do so.

C. Compliance with RFQ

Submissions must be in strict compliance with this Request for Qualifications and Interest

document. Failure to comply with all provisions of the RFQ may result in disqualification.

Requests for additional information or clarifications must be made in writing. Proposers

should email requests for additional information or clarifications.

Prior to the due date, responses to inquiries and all RFQ amendments White County

deemed necessary will be issued and published on the solicitation web page. Interested

firms should not rely on any representations, statements, or explanations other than those

made in any written addendum to this RFQ. Where there appears to be a conflict between

the RFQ and any addenda issued, the last addendum issued shall prevail.

Addenda will be made available on the solicitation web page and it is solely the interested

firm’s responsibility to assure receipt of all addenda.

D. Evaluation of Response

Responses will be evaluated and scored according to percentages as outlined in the

Designer Request for Qualifications and Interest document. Evaluation proceedings will

be conducted within established guidelines regarding equal employment opportunity and

nondiscriminatory action based upon the grounds of race, color, religion, sex, sexual

orientation, gender identity, or national origin.

professional engineering firms to a request for qualifications and interest.

Responses must be received no later than 2:00 P.M. central time, March 6, 2026.

informalities and to negotiate contract terms with the successful responder, and the right to
