Return to full list >>INVITATION TO BID - Crystal Spring WTP/Muse Spring WTP Gate and Fencing Project The Western Virginia Water Authority (Authority) will receive sealed Bids for Crystal Spring WTP-Muse Spring WTP Gate and Fencing Project at the Roanoke Regional WPCP, 1502 Brownlee Ave. SE, Roanoke, Virginia, 24019, until 1:00 p.m. local time on Tuesday, November 4, 2025, at which time the Bids received will be publicly opened and read aloud. Minority Owned Businesses (MBEs) and Women Owned Businesses (WBEs) are encouraged to respond. Code of Virginia § 2.2-4303: All local public bodies shall provide an option to submit bids or proposals through eVA or other electronic means. In cases where bids or proposals are submitted electronically, the local public body may also require a certain number of paper submissions for review purposes.
Please be advised, the Western Virginia Water Authority will still be requesting hard copies to be submitted in our office by the deadline mentioned above. The Project consists of: Crystal Spring WTP:
Provide 6’ high black commercial grade aluminum fence, approximately 750’ in length. Provide two aluminum picket gates, one 20’ cantilever power operated sliding gate at front entrance and one 20’ wide double drive gate at entrance adjacent to new hospital addition. Install conduit and wire for controls and power. Owner will provide security controls for gate motor provided by contractor. Contractor will provide (7) 6” steel pipe bollards with concrete footing and filled with concrete. Provide also 6’ high black vinyl coated chain link fencing across back side of water treatment plant at base of Mill Mountain. Muse WTP:
Provide approximately 1080’ in length of 6’ high commercial grade galvanized chain link fencing. One 15’ wide double swing gate at entrance. One personnel gate at the back side of property. One personnel gate will be provided to access power line. (3) rows of barbed wire will be provided at top of fencing.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders. Prospective Bidders must examine and download the Bidding Documents at www.westernvawater.org under ‘DOING BUSINESS WITH US/Work With Us/Invitations to Bid’. All questions and technical inquiries must be submitted in writing to the Owner’s primary contact, David Powers (email David.powers@westernvawater.org). A mandatory pre-bid conference will be held on Tuesday, October 21, 2025 at 1:00 p.m. on- site at the Crystal Spring Water Treatment Plant, 2012 S. Jefferson Street, Roanoke VA 24014. Bidders are referred to the Code of Virginia § 54.1-1100 et seq. for contractor requirements. Bidders shall provide evidence of authorization to transact business in the Commonwealth of Virginia by providing the identification number issued to Bidder by the State Corporation Commission in accordance with the Code of Virginia § 2.2-4311.2, Title 13.1, Title 50, or as otherwise required by law. The Authority does not discriminate against a bidder or offeror because of race, religion, color, sex, sexual orientation, gender identity, national origin, age, disability, status as a service disabled veteran, or any other basis prohibited by state law relating to discrimination in employment. The Authority does not discriminate against faith- based organizations in accordance with the Code of Virginia § 2.2-4343.1. A Bid may be withdrawn in accordance with the Code of Virginia § 2.2-4330 by giving notice in writing of Bidder’s claim of right to withdraw Bid within two business days after the conclusion of the bid opening procedure and submitting original work papers with such notice. - Commodity Codes
