Specifications
The Liberty County School District is pursuing a contract with one vendor to
provide one to two Speech-Language Pathologists and/or a Speech-Language
Pathologist Aide to assist in the evaluation, identification and therapy
service to students in the district. 1. Specifications - Detailed specifications, Proposals, and scope of
work/service for this RFP are annexed hereto as “Schedule A” and incorporated
by reference as part of these specifications as if fully set forth herein. 2. Evaluation Criteria - The following, as appropriate to individual
circumstances, shall be used as criteria for evaluating Proposals: 3. Evaluation, Review and Selection Process - An evaluation team will review
all Proposals to determine if they satisfy the RFP requirements and specifications,
determine if a qualification should be rejected and evaluate the Proposals
based upon the evaluation criteria. The highest-ranking respondent will then be
recommended to the board for award of the contract, based on price and other
factors. The Proposals will be evaluated for general compliance with notices,
instructions, and specifications set forth in the RFP. Non-compliance with any
such notices, instructions, and specifications shall be grounds for
disqualification of Proposals. 4. RFP Certification - The undersigned hereby certifies that these Proposals
are submitted in good faith. The undersigned is aware that if any of the
foregoing statements made by the undersigned are willfully false, the
undersigned is subject to punishment.
Scope of Services
The Liberty County School System Board of Education desires to appoint a
firm(s) to provide Speech-Language Impaired services to the Board. It is the
Board’s intent to maintain or improve upon the current levels of credentials,
skills and knowledge, expand the current length of the workday and work year,
increase the current level of accountability for the performance of services,
and significantly reduce the near-, mid-, and long-term costs of said services. Speech-Language Pathologist:
Qualifications:
● Current State of Georgia Speech-Language Pathologist license or GaPSC
certification in Speech-Language Pathology
● Master’s Degree or higher in Speech-Language Pathology from an accredited
program
● A minimum of three years’ experience as an SLP is preferred
● Valid Driver’s License Reports to:
● Executive Director/Program Specialist/Compliance Specialist-Department for
Exceptional Learning
● Lead SLP Performance Responsibilities:
● Identifies children with speech or language impairments.
● Diagnosis and appraisal of specific speech or language impairments.
● Refers for medical or other professional attention necessary for the
habilitation of speech or language impairments.
● Counsels and guides parents, children, and teachers regarding speech and
language impairments. Follows approved therapy guidelines as established by the
state, the district, or the school.
● Writes an Individualized Educational Plan and/or Eligibility Report for
qualifying students.
● Evaluates goals and modifies Individualized Educational Plans when necessary.
● Develops and executes appropriate therapy strategies which will guide therapy
progress to accomplish long-range goals.
● Recognizes the relationship of the speech therapy program with other
disciplines and appropriately reinforces during therapy.
● Plans for and participates in professional improvement activities and takes
advantage of courses, readings, in-service training, and conferences in his/her
area of specialization and competency.
● Identifies potential speech and language problems through screenings of
students in kindergarten through twelfth grade.
● Provides diagnostic evaluations for students selected from screening or
referrals. Areas of evaluation may include: receptive language, expressive
language, articulation, voice, fluency, auditory perceptual skills and hearing.
Utilize diagnostic evaluation results in preparing an individual educational
plan for remediation of the speech and/or language problems.
● Assesses student progress at the end of each session and uses this
information for future therapy planning.
● Implements short and long-term goals of the individual educational program by
use of appropriate therapeutic approaches.
● Recognizes the importance of regular attendance to the speech and language
programs and that consistent absenteeism will impair the continuity of that
program.
● Keeps in confidence information that has been obtained in the course of
professional service with respect to students, parents, and other staff
members, unless disclosure serves professional purposes or is required by law.
● Assists in upholding and enforcing school rules, administrative regulations,
and board policies.
● Demonstrates acceptable command of the English language in written and oral
communication.
● Performs such other tasks and assumes such other responsibilities assigned by

Sealed Proposals must be delivered to the address below before 12:00 PM on August
18, 2026: ● Proposals received after this date/time may not be accepted.
● Proposals must be submitted on the standard forms included within the
specifications and as required by the specifications.
● Proposals must be typed or clearly printed in ink and signed.
● Please do not submit binders, folders or advertising materials.
● No company/firm shall modify, withdraw, or cancel its proposals or any part
thereof for ninety (90) days after the time designated for the receipt of
proposals in the advertisement or request for proposals.
● Packets must contain completed copies of all forms including the Contractors
Affidavit and Agreement, Reference Contact Information, and Sex Offender
Acknowledgement Form.
