Bid Title: ASHLEY SPRINGS INFASTRUCTURE FENCING PROJECT
Category: Fencing Status: Open Bid Recipient: Eric Dilworth Description: Installation of approximately 950 linear feet of 6-foot fencing with three strands of barb wire and other anti-climb measures around the perimeter of Ashley Springs enclosure area and the Vernal City Desander building. These sites are in a remote area approximately 20 minutes northwest of
Vernal. Four-wheel drive vehicles are necessary to reach the project area and access to one of the sites will require rough crossing of a cobble river bed. The project needs to be substantially complete by December 18, 2024. See the Scope of Work attached as Exhibit A for more details.

Vernal City will select the contractor whose proposal offers the best value to Vernal City. This means that Vernal City might not select the proposal with the lowest price, and might not select the contractor with the most experience. Rather, Vernal City will select the proposal that offers the best value, based on a
combination of price and experience/quality factors listed below.
Proposal Contents
To be considered for this Project, you must submit your proposal in two separate parts:
1. Quality Proposal. There is no particular format for the Quality Proposal. Please submit a few pages (no more than 5) addressing the following:
a. Experience. Describe other projects you have completed that are similar to this project.
b. References. List the names and contact information for at least 2 people you have done
projects for.
c. Plan. Describe how you will approach the project to ensure that it is successfully completed. Include your proposed anti-climb features for the fence. The city is interested in v-shaped arms atop the fence and is willing to entertain the options of either barbed wire or razor wire.
Contractors must provide pricing for one or both options.
2. Price Proposal. Use the included bid form (Exhibit C) to submit your bid for the project. This must be
in a separate envelope from the Quality Proposal. Vernal City will not open the Price Proposals until it has evaluated the Quality Proposals.
Mail or deliver your Quality Proposal and Price Proposal to Vernal City finance office, Attn: Carl Morton, 374 E Main St. Vernal, UT 84078 before the Deadline listed above. The contractor selected by Vernal City will be required to enter into a Standard Services Agreement (form available for review upon request). - Commodity Codes
