REQUEST FOR PROPOSALS (RFP 2026-501)
Taylor County, Texas, is soliciting proposals for a Turnkey General Contractor for the Taylor County Precinct 3 Justice-of-the-Peace Court Addition.
Deadline: Proposals must be received by 2:00 P.M., Friday, June 12, 2026, at the Taylor County Purchasing Office, 600 Pecan Street, Abilene, Texas, 79602.
Project Scope: An approximate 871.5 square foot addition to the existing facility located at 442 Graham Street, Tuscola, Texas 79562.
Site Inspection: All dimensions, notations, and roof pitches must be verified on-site by the contractor prior to beginning construction. Requirements: Completed Proposals must contain one (1) original and one (1) copy. Contractor shall furnish a PERFORMANCE BOND AND LABOR/MATERIAL PAYMENT BOND in the amount of 100% of the Contract Price after contract award. All insurance requirements, including Workers’ Compensation, shall be met prior to any delivery and remain in effect during the life of this contract.

Completed Proposals must contain one (1) original and one (1) copy.Original proposals must be clearly marked “ORIGINAL” and contain all originalsignatures.The Taylor County Commissioners’ Court reserves the right to reject in whole or in part anyor all proposals, waive minor technicalities, and award the proposal which best serves theinterest of Taylor County.Late proposals will be returned to the Offeror unopened. Taylor County will not beresponsible for un-marked, or improperly marked proposals or proposals delivered tothe wrong location.Proposals may be withdrawn at any time prior to the official opening. Alterations madebefore opening time must be initialed by the Offeror to guarantee authenticity. After theofficial opening, proposals may not be amended, altered, or withdrawn without therecommendation of the Purchasing Agent and the approval of the Taylor CountyCommissioners’ Court. All proposals become the property of Taylor County and will not bereturned to the Offeror.Taylor County is exempt from Federal excise and sales tax; therefore, tax must not beincluded in this proposal.The undersigned agrees, if this proposal is accepted, to furnish all items upon which pricesare offered, at the price(s) and upon the terms and conditions contained in the Request forProposal. The period of acceptance of this proposal will be thirty- (30) calendar daysminimum unless the Offeror notes a different period. Proposals must be submitted on theattached Proposal Worksheet. By returning the signed Proposal Worksheet, Offeror certifiesthat:1. Invoices shall be sent directly to Taylor County, Purchasing Department, 600 PecanStreet, Abilene, Texas, 79602. Payments will be processed within 30 days after receipt ofthe invoice or items, whichever is later. Invoices must be itemized and must referencethe Taylor County Purchase Order Number to be processed.2. Payment shall not constitute an acceptance of the item(s) proposed nor impair theCounty’s right to inspect or any of its remedies.3. Goods, supplies, equipment pertaining to this contract shall be F. O. B. delivery to:Taylor County Precinct 3 JP Office442 Graham StreetTuscola, Texas 79562ATTN: Banton Graham4. Hours of delivery/service shall be between 8:00a.m. and 4:00 p.m., Monday throughFriday, unless otherwise stipulated.5. All prices are to be firm, unless stated differently in the Specific Contract Information.6. Proposals should be item by item priced using the Proposal Worksheet form includedwith this proposal. Purchases will be made on a cash basis. In the best interest of TaylorCounty, the award may be on an item-by-item basis. In case the unit price of an item differsfrom the extended price for the quantity proposed, the unit price would govern.7. The price to be paid by the County shall be that contained in the Proposal Worksheet. TheOfferor warrants this price to be no higher than Offeror’s current prices on orders by othersfor products of the kind and specification covered by this agreement for similar quantitiesunder similar or like conditions and methods of purchase.8. A list of references of current users is to be furnished in the proposed worksheet. Failureto do so may render the proposal unresponsive. Current Taylor County vendors may omitthis requirement.9. The offeror shall attach to the Proposal Worksheet, and it shall be made a part of thisproposal, regularly printed literature as published by the manufacturer, which sets out anddescribes the goods, equipment, or supplies to be furnished by the offeror.10. Any proposals not conforming to the specifications shall be rejected. It will be theresponsibility of the offeror to conform to the specifications unless deviations have beenspecifically cited by the vendor and acceptance made based on the exception.11. The Commissioners’ Court will award the proposal, which will be followed by the issuingof a Purchase Order or a letter noting the award. The purchase order or letter of award,together with the signed Proposal Worksheet will be construed as the contractualagreement.12. Special Notation: A comparative performance evaluation may be required to assist inthe determination of overall efficiency of similar units. This may include, but is not limitedto, samples of supplies or field test of equipment.13. Item(s) proposed are subject to the County inspection and approval within a reasonableamount of time. If specifications are not met, material may be returned at offeror’s expenseand risk for all damages incidental to the rejection.14. The proposal will be evaluated with regards to the following criteria factors:A. Total Cost- 40%B. Quality of vendor’s goods and/or services- 40%C. Vendor’s past performance record with Taylor County- 10%D. Extent to which goods meet the needs and requirements of Taylor County- 10%Taylor County reserves the right to select evaluation methods deemed most appropriate.Each proposal will be evaluated on a case-by-case basis, regardless of any previousevaluation method. The period of acceptance of this proposal will be thirty (30) calendardays (minimum) unless the Vendor notes a different period.15. Insurance: All insurance requirements, including Workers’ Compensation, as outlinedin the Texas State Statutes shall be met prior to any delivery and shall remain in effectduring the life of this contract. Labor is included with this bid and a Workers’Compensation Affidavit must be completed, signed and returned with the BidWorksheet. A Copy of the Certificate of Insurance (attach to Bid Worksheet) , whichreflects the following minimum requirements:General Liability:Each occurrence -$500,000General Aggregate -$1,000,000Automobile Liability:Bodily Injury per person -$100,000.00Bodily injury per occurrence -$300,000.00Property damage -$500,000.00Bodily injury and property damage combined, single limit - $500,000.00• Workers’ Compensation Insurance: Workers’ Compensation insurance, as outlinedin the Texas State Statutes shall be met prior to any delivery and shall remain in effectduring the life of this contract. If the bidder acquires the services of other persons orcompanies (subcontractors) in the performance of this contract, the bidder willprovide a certificate of the above insurance in the name of the subcontractors.The bidder further agrees that with respect to the above required insurance, theCounty shall be named as additional insured as its interest may appear; beprovided with a waiver of subrogation; and be provided with thirty (30) days advancenotice, in writing, of cancellation of material change. The contract shall provide theCounty with certificates of insurance evidencing the required insurance. Said noticesand certificates of insurance shall be provided to: Taylor County PurchasingDepartment, 600 Pecan Street, Abilene, Texas 79602.16. Whenever an article or material is defined by describing a proprietary product or by usingthe name of a manufacturer, the term “or equal” if not inserted shall be implied. The specificarticle or material shall be understood as descriptive, not restrictive.17. The information provided in the applications is to the best of our knowledge and ability,accurate and complete.18. Title and Risk of Loss of goods, supplies, equipment, or services shall not pass to TaylorCounty until Taylor County receives and takes possession of the goods, supplies,equipment, or services at the point(s) of delivery.19. Continuing non-performance of the vendor in the terms of this Contract shall be a basisfor the termination of the contract by the County. Taylor County shall not pay for work,equipment, or supplies, which are unsatisfactory. Vendors will be given a reasonableopportunity before termination to correct deficiencies. This, however, shall in no way beconstrued as negating the basis for termination for non-performance.20. Either party upon sixty- (60) days written notice prior to cancellation may terminate theContract.21. The Offeror warrants that the product sold to the County shall conform to the standardspromulgated by the U. S. Department of Labor under the Occupational Safety and HealthAct of 1970.22. The Offeror agrees that the goods, equipment, supplies, or services furnished under thiscontract shall be covered by the most favorable commercial warranties offered by theOfferor to any customer for such goods, equipment, supplies, or services.23. Contractor shall provide the defense for and indemnify and hold harmless Taylor Countyfrom all claims, suits, causes or action, and liability arising out of the execution of thiscontract or in connection with Contractor’s use of the premises thereunder.24. The Offeror shall not limit or exclude any express, written, or implied warranties and anyattempt to do so shall render this contract voidable at the option of Taylor County.25. In accordance with Section 262.030 of the Texas Local Government Code all proposalsshall be opened to avoid disclosures of content to competing offerors and kept secret duringthe process of negotiation. All proposals that have been submitted shall be available andopen for public inspection after the contract is awarded, except for trade secrets andconfidential information contained in the proposals and identified as such. After award, thepublic may inspect the proposals in the Taylor County Clerk’s Office.26. Certificate of Interested PartiesIn 2015, the Texas Legislature adopted House Bill 1295, which added section 2252.908 ofthe Government Code and applies to all contracts entered into on or after January 1, 2016.The law states that a governmental entity may not enter certain contracts with a businessentity unless the business entity submits a disclosure of interested parties to thegovernmental entity at the time the business entity submits the signed contract to the
