Description:	PennDOT is seeking a contract to provide statewide Quality Assurance and Technical Expertise for the Ignition Interlock Program. The Selected Offeror will be required to conduct site visits to Ignition Interlock installation locations, complete Interlock device testing, provide training to stakeholders, and conduct client data log reviews. The Selected Offeror will be an expert on the Pennsylvania Ignition Interlock Specification and a resource for questions related to the entire Interlock process. THIS SOLICITATION MUST BE VIEWED ON JAGGAER. PROPOSAL SUBMITTALS WILL ONLY BE ACCEPTED ELECTRONICALLY THROUGH JAGGAER. Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) Participation - The Issuing Office and the Department of General Services’ Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) has not set Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals for this procurement.  This procurement is either under the $250,000 threshold for setting SDB and VBE Participation goals, or the Issuing Office and BDISBO have determined that the SDB and/or VBE participation opportunities for the scope of work for this procurement are de minimis. There are no goals for Small Diverse Businesses (SDB) or Veteran Business Enterprise (VBE) on this solicitation, but bidders are encouraged to subcontract to SDB and VBE firms found at the following address: http://www.dgs.internet.state.pa.us/suppliersearch. Pre-Proposal Conference - This conference will take place virtually via Microsoft Teams on July 30, 2026 @ 1:30 PM. An RSVP is due via email to William Reed, willireed@pa.gov, by July 28, 2026 @ 4:30 PM. The link to the Microsoft Teams conference, and call-in phone number/code for those without Microsoft Teams access, will be provided after registration.
