The City of Springfield is issuing this Request for Proposal (RFP) to seek an experienced and qualified consultant to recruit, organize and facilitate a Resident Advisory Committee (RAC) to participate in the City’s creation of a comprehensive data-driven housing plan during the period of January 1, 2026 through September 30, 2026.

The selected consultant will have demonstrated experience in working with diverse community members, including those from groups often left out of local planning processes; in engaging community members to work together to amplify their opinions and positions; and in creating and implementing a strategy to compensate community members for participation in community engagement and leadership building.

Based on this RFP, the City may select a Proposer or Proposer Team, and negotiate and enter into a consultant agreement with such Proposer or Proposer Team.

The City of Springfield, Massachusetts is undertaking a planning process to create a comprehensive housing plan. The City has issued a separate RFP (Bid # 26-052) seeking a consultant with extensive housing expertise to develop that plan, which will be used by the City to inform its strategic planning and policy formation for attaining the housing needs of its residents over the next 5 years.

As described in that bid packet, the City has already assembled substantial data relating to its housing needs. In addition, through numerous planning initiatives over the last several years (including development of multiple neighborhood-specific plans), the City has received significant community input regarding the Springfield’s existing housing issues. The upcoming planning process is intended to use the existing community information combined with the consultant’s technical expertise to identify solutions to the issues identified. The goal of the planning process is to create housing production and preservation goals; recommend policy, ordinance and funding changes; and provide an implementation plan.

The City intends for this planning process to be community-centered. As a means of supporting community partnership in the planning process, the City is supporting the creation of a Resident Advisory Committee (RAC) which will be a part of the planning team throughout the full planning process. The purpose of this committee is to develop a core group of residents who are educated about the City’s housing needs and therefore equipped to participate in development and prioritization of strategies. The RAC will be made up of interested residents who will commit to participate throughout the 9-month planning period and will be compensated for that time.

The RAC will work with the City and the housing consultant to design the planning process, including identifying missing information and community engagement strategies. The RAC will be a partner in identifying and prioritizing goals and strategies for the plan.

The full planning team for the Springfield Comprehensive Housing Plan will be made up of several components: the planning consultant, the RAC, and a City Advisory Committee, which will be made up of staff from City departments and quasi-governmental entities (for example, the Springfield Housing Authority) that are involved with housing policy or programs. The planning process will incorporate stakeholder meetings for groups with an interest in housing and will include a minimum of two public engagement meetings.

This RFP seeks proposals from consultant applicants that propose a plan for successful development and facilitation of the RAC within the City’s budget of $50,000 for the nine-month period of work. The City expects that payment for RAC members time will be paid from the project budget.

The Chief Procurement Officer, Lauren Stabilo may in sole and absolute discretion, reject any and all, or parts of any and all proposals.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
