Proposals should be submitted in accordance with the requirements of this solicitation, which are contained herein.

SCOPE OF SERVICES.Services will include:A. Providing an updated loan portfolio report on a yearly basis. County to provideupdated loan balances;B. Keeping record of payments received on loans, on a yearly basis - tracking loanbalances; payoffs; assumptions. County to provide loan payment and payoff reportsto Contractor at least quarterly;C. Providing updated statements to Borrowers as warranted. County to provide loanbalances;D. Tracking loan collections by funding source;E. Conducting collection efforts as outlined in the County's Loan Servicing Policies andProcedures on delinquent loans, and coordinating foreclosure procedures whenapplicable;F. Coordinating and conducting Loan Committee process for approvals as required;G. Monitoring hazard insurance on all loans; force-place insurance policies whennecessary and if feasible (paid by the County and added to the Borrower's loan)H. Monitoring property taxes annually and ensuring compliance on agreements;I.Sending annual statements to all Borrowers outlining loan terms, balance, and proofof residency requirements;J. Monitoring changes in title for compliance;K. Processing requests for subordinations;L. Preparing payoff demands. County to provide loan payoff balance;M. Preparing reconveyance and coordinating with Title Company for loans paid in full;N. Providing technical assistance to the County when a primary lender files a Notice ofDefault;i.Providing assistance and support to families facing foreclosureii. Determining the recommended action to be taken by the CountyO. Retaining files on all loan servicing actions and forwarding to County uponcompletion;P. Providing on-going assistance and support to the County and Borrowers as needed;Q. Prepay Title Company and other service provider fees when required to assist individualBorrowers.Prepaid fees to be approved by County prior to payment by Contractor.R. Contractor shall submit a quarterly loan tracking report to County by the 10th of the monthfollowing the report period.S. CRITERIA FOR SUCCESSFulfilling the requirements outlined in the Scope of Services in a timely manner andproviding excellent customer service for the Borrowers and to County Staff.5. COMPENSATION.To be determined prior to Agreement award.4. PROPOSAL CONTENT.4.1 Proposal Compliance: In order to enable direct comparison of competing responses, you mustsubmit your Proposal in conformity to the requirements stated herein. Failure to adhere to allrequirements may result in your Proposal being disqualified as non-responsive.4.2 Proposal. Please assemble your Proposal in the following order.A. Cover Letter. A standard business letter must be included which represents youragreement to supply the requested goods and/or services detailed in the RFP.B. Company Profile. Provide a brief history of your company, a general description of yourservices and qualifications, and an executive summary of your response. Content should beno more than two pages.C. Work Plan. Provide your specific proposal to address the Scope of Service outlined inSection 2 above. At the very least, this should describe in detail how the service shall beprovided and include a description of major tasks, subtasks, and a proposed time-line forcompletion.E. Cost Proposal.All prices submitted are non-binding at this stage of the procurement process and aresubject to negotiation.5. PROPOSAL SUBMITTAL.
