Category: Invitation to Bid Status: Open Description: The City of Flagler Beach (“City”) is soliciting Proposals from experienced and qualified firms to provide comprehensive Information Technology (IT) managed services. Services include, but are not limited to, ongoing IT support, strategic planning, cybersecurity services, and cloud infrastructure management.
The purpose of this RFP is to establish a pool of pre-qualified firms capable of supporting the City’s transition to a modern, secure, scalable, and responsive IT operating environment.
The City currently supports approximately 137 users across multiple departments, including Administration, Finance, Public Works, Community Development, Parks & Recreation, Library Services, Fire Department, and Police Department.

PURPOSE & OBJECTIVESThe City’s objectives include:1. Transitioning to a responsive co-managed IT service delivery model2. Improving service response times and overall user satisfaction3. Consolidating redundant systems, applications, and licensing4. Strengthening the City’s cybersecurity posture5. Continuing migration to secure, cloud-based infrastructureIII. SCOPE OF SERVICESThe selected firm(s) will be expected to provide services including, but not limited to:• Helpdesk & End-User Support24/7 support for emergency personnel; standard business hours for all other users• Infrastructure SupportManagement and maintenance of servers, networks, and on-premises systems• Cloud ServicesSupport and administration of platforms such as Microsoft 365, Entra ID, backupsolutions, and related systems; including cloud migrations• Cybersecurity ServicesEndpoint detection and response (EDR), multi-factor authentication (MFA), securityawareness training, vulnerability management, and incident response• Strategic IT LeadershipDevelopment of a five-year IT strategic plan, including a roadmap for cloud adoption andmodernization• Asset Management & ProcurementInventory tracking, lifecycle management, procurement, and system configuration• Business Continuity & Disaster RecoveryPlanning, implementation, and ongoing testingIV. CONTRACT AND RENEWAL TERMS• Contract LengthVendors should provide terms for 1, 3 and 5 year contracts• Renewal TermsUpon acceptance, The City of Flagler Beach or the selected Vendor shall provide 180days’ notice of non-renewalV. SERVICE LEVEL EXPECTATIONS (SLAs)Vendors shall meet or exceed the following response times:• Critical: 1 hour• High Priority: 2 hours• Medium Priority: 4 hours• Low Priority: 1 business dayVI. MINIMUM QUALIFICATIONSResponding firms must demonstrate:• A minimum of five (5) years of experience providing managed IT services• Experience supporting municipal or government entities (preferred)• Adequate staffing levels with relevant technical certifications• CJIS compliance/certification for access to Police Department systems• Authorization to conduct business in the State of FloridaVII.
