CITY OF WASCODEPARTMENT OF PUBLIC WORKSNOTICE TO BIDDERSSealed proposals for the work shown on the plans entitled:PROJECT PLANS FOR WELL NO. 12 – INSTALLATION OF 123-TCPTREATMENT, PROJECT NO. 2025-03Bids will be received at the Office of the City Clerk of the CITY OF WASCO, 746 8th Street, WASCO, California, fromNovember 8, 2025, until 2:00 PM on December 18, 2025, when they will be publicly opened and read.Proposal forms for this work are entitled:BID BOOK FORPROJECT PLANS FOR WELL NO. 12 – INSTALLATION OF 123-TCPTREATMENT, PROJECT NO. 2025-03The work to be done includes, but is not limited to the following: site grading, subgrade preparation, construction of reinforcedconcrete foundations, furnishing and installing GAC vessels and appurtenances, well discharge piping, influent piping, effluentpiping, backwash piping, well flush line, appurtenances, drainage piping, blow-down piping, chlorine tank enclosure, nitrateanalyzer, nitrate building, electrical and controls, emergency backup diesel generator, appurtenances, and site development, andother items or details not mentioned above, that are required by typical construction, Standard Specifications or these specialprovisions.A Pre-Bid Meeting is scheduled for December 2nd, 2025, at 9:00 AM, at WASCO City Hall, 746 8th Street, Wasco, California.This meeting is to inform bidders of project requirements and subcontractors of subcontracting and material supply opportunities.Bidder’s attendance at this meeting will not be mandatory.Bids are required for the entire work described herein.Bids must be submitted on the Bid Proposal form provided by the City of Wasco. Each bid must be accompanied by one of thefollowing forms of bidder's security in the amount of ten percent (10%) of the amount bid: (1) cash; (2) a cashier's check madepayable to the City of Wasco; (3) a certified check made payable to the City of Wasco; or (4) a bidder's bond executed by anadmitted surety insurer, made payable to the City of Wasco. Each bidder must be a licensed contractor as required by law at thetime the contract is awarded. The bidder who is awarded the project contract will be allowed pursuant to Public Contract CodeSection 22300 to substitute securities for the payment of funds withheld under the contract. In addition, the successful bidder mustfurnish: (1) a faithful performance bond in the amount of one hundred percent (100%) of the contract price; and (2) a paymentbond (also referred to as a labor and material bond) in the amount of one hundred percent (100%) of the contract price. All bondsmust be in a form approved by the City of Wasco and must conform to California law (see Code of Civil Procedure section 995.010et seq.). All documents submitted in compliance with the requirements of this bid package and the contract must be scannable andphotocopiable. The City hereby invokes its protest right under California Code of Civil Procedure 995.660 for any proposed suretybond submitted in satisfaction of the requirements of this agreement if the submitted bond is not issued by an admitted surety ratedA-, VII or better by Best’s Rating Service.The contractor shall possess a City Business License and a Class “A” license at the time this contract is awarded.No contractor or subcontractor may be listed on a bid proposal or awarded a contract for a public works project unless registeredwith the Department of Industrial Relations pursuant to Labor Code Sec. 1725.5. This project is subject to compliancemonitoring and enforcement by the Department of Industrial Relations.This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section12990.A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in this chapter,unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this sectionfor an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or bySection 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant toSection 1725.5 at the time the contract is awarded.1Inquiries or questions based on alleged patent ambiguity of the plans, specifications, or estimate must be communicated as abidder inquiry before bid opening. Any such inquiries or questions submitted after bid opening will not be treated as a bidprotest. These wages are set forth inthe General Prevailing Wage Rates for this project, available at CITY OF WASCO City Hall, 746 8th Street, Wasco, California,and available from the California Department of Industrial Relations’ Internet web site at http://www.dir.ca.gov. The Federalminimum wage rates for this project as predetermined by the United States Secretary of Labor are set forth in the books issued forbidding purposes entitled "Bid Book," and in copies of this book that may be examined at the offices described above where projectplans, special provisions, and proposal forms may be seen. Addenda to modify the Federal minimum wage rates, if necessary, willbe issued to holders of "Bid Books.” Future effective general prevailing wage rates, which have been predetermined and are onfile with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates.Attention is directed to the Federal minimum wage rate requirements in the books entitled "Bid Book." If there is a differencebetween the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined bythe Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor andsubcontractors shall pay not less than the higher wage rate. The Department will not accept lower State wage rates not specificallyincluded in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours ofexperience) or any other classification not appearing in the Federal wage determinations. The service isavailable 24 hours 7 days a week and is confidential and anonymous.
