The agency has primary offices at 2 Aquarium Drive,Suite 100, Camden, New Jersey 08103, and port operations at the Balzano Marine Terminal and theBroadway Terminal, both located on the Delaware River in Camden, New Jersey. The agency also hasfacilities in Salem and Paulsboro. SJPC is grantee of Foreign Trade Zone #142.Additional information may be found by visiting http://www.southjerseyport.comREQUEST FOR BIDS:Bids are being solicited for this work on an emergency basis from three qualified bidders.Sealed bids for REPLACEMENT OF ROLL-UP DOOR ASSEMBLY, BUILDING F2 AT THE BALZANO MARINETERMINAL, will be received by the SJPC. Three (3) original sealed copies of each firm’s bid shall besubmitted to Perry Bicher, Acting Purchasing Agent, at the SJPC offices located in the Ferry TerminalBuilding, 2 Aquarium Drive, Suite 100, Camden, NJ 08103, by Tuesday, January 13, 2026 at 11:00 AM ET,at which time the sealed bids will be opened and recorded.Site inspections of the work will be scheduled upon request. Site inspections must be scheduled inadvance with Vincent DiNatale, Maintenance Manager, via e-mail at vdinatale@southjerseyport.com, orby cell phone at 609-685-2244.Each submission to be considered shall comport to the criteria set forth in the bid packets. No proposal will be acceptedafter the specified time.The sealed Bid Proposals will be opened and recorded at SJPC’s Offices located at 2 Aquarium Drive, Suite100, Camden, NJ 08103. Once the sealed Bid Proposals have been opened, they shall remain firm for aperiod of ninety (90) calendar days.All prices and amounts must be written in ink, or machine printed. Bid Proposals containing anyconditions, omissions, unexplained erasures or alteration, items not called for in the Bid Proposal form,attachment of additive information not required by the specifications, or irregularities of any kind, may2be rejected by SJPC. Any changes, white-outs, strikeouts, etc., in a Bid Proposal must be initialed in ink bythe person signing the bid.Each Bid Proposal form must give the full business address, business phone number, fax number, e-mailaddress, and contact person of the bidder, and must be signed by an authorized representative as follows: Bids by partnerships must furnish the full name of all partners and must be signed in thepartnership name by one of the members of the partnership or by an authorizedrepresentative, followed by the signature and designation of the person signing. Bids by corporations must be signed in the legal name of the corporation, followed by thename of the State in which incorporated and must contain the signature and designation ofthe president, secretary or other person authorized to bind the corporation in the matter. Bids by sole-proprietorship shall be signed by the proprietor. When requested, satisfactory evidence of the authority of the officer signing shall befurnished.Bidders should be aware of the following statutes that represent “Truth in Contracting” laws: N.J.S.A. 2C:21-34 et seq. governs false claims and representations by bidders. It is a seriouscrime for the bidder to knowingly submit a false claim and/or knowingly make a materialmisrepresentation. N.J.S.A. 2C:27-10 provides that a person commits a crime if said person offers a benefit to apublic servant for an official act performed or to be performed by a public servant, which is aviolation of official duty. N.J.S.A. 2C:27-11 provides that a bidder commits a crime if said person, directly or indirectly,confers or agrees to confer any benefit allowed by law to a public servant. Bidders should consult the statutes or legal counsel for further information.Bidders are expected to examine the bid specifications and related bid documents with care and observeall their requirements. Ambiguities, errors, or omissions noted by bidders should be promptly reportedin writing to SJPC’s Acting Purchasing Agent, Perry Bicher, via email, at purchasing@southjerseyport.com..Any prospective bidder who wishes to challenge a bid specification shall file such challenge in writing withSJPC no less than three (3) business days prior to the opening of the bids. Challenges filed after that timeshall not be considered and have no impact on SJPC or the award of the contract. In the event the bidderfails to notify SJPC of such ambiguities, errors, or omissions, the bidder shall be bound by the requirementsof the specifications and the bidder’s submitted bid.No oral interpretation and or clarification of the meaning of the specifications will be made to any bidder.Questions regarding this Request for Sealed Bid Proposals may be directed in writing to Perry Bicher,Acting Purchasing Agent, at purchasing@southjerseyport.com.3No questions will be answered if submitted after Monday, January 5, 2026, at 5:00 PM.ReservationsThe SJPC reserves the right to reject any or all Bid Proposals, to waive irregularities and technicalities, torequest re-submissions, and to award a contract, as the SJPC deems will best serve the interests of theSJPC.The SJPC, nor its respective staff, consultants, or advisors shall be liable for any claims or damagesresulting from the solicitation or preparation of the Bid Proposals, nor will there be any reimbursementto any bidders for the cost of preparing and submitting a Bid Proposal, nor for participating in this process.During the period provided for the preparation of responses to the Request for Sealed Bid Proposals, theSJPC may issue addenda, amendments, or answers to written inquiries. When issuing addenda, SJPC shallprovide required notice prior to the official receipt of bids to any person who has submitted a bid, or whohas received a bid package, and all issued addenda will constitute a part of the Request for Sealed BidProposals. All responses shall be prepared with full consideration of the addenda issued prior to the bidproposal submission date.The SJPC will consider bids only from firms or organizations that have demonstrated the capability andwillingness to provide high quality services in the manner described herein.A final decision will be made only after all bids have been received, evaluated, and presented to the SJPCBoard of Directors for consideration. The SJPC's evaluation process is designed to identify the bidder thatprovides the most advantageous solution to the SJPC by including an evaluation of each vendor's technicalcapabilities, past performance, and overall cost of the proposal to the SJPC.SJPC reserves the right to make any and all decisions regarding the selection of the successful bidder, andto waive any formality, and to take any action that the SJPC determines in its sole discretion to be in thebest interest of the SJPC. The provisions of this bid package are made for the benefit of the SJPC, and noright shall be deemed to accrue to any person submitting a bid, statement of qualifications, or Bid Proposalby reason of the submission of any bid, statement of qualifications, or Bid Proposal, or by the waiver ornon-enforcement of any provisions or requirements contained within this bid package, or by reason ofany term or terms thereof.4
