WCPSS may, at its sole discretion, ask for additionalinformation and/or elect to conduct interviews with finalists to clarify information provided in the proposals.The services that are the subject of this RFQ/P are not required to be bid under North Carolina law, and none of thestatutory requirements regarding public bidding apply to this RFQ/P. This document, and not those statutes, willgovern the selection process.WCPSS shall not be required to award the contract to the lowest proposed compensation; nor shall WCPSS have3|Pageany obligation to explain its decision to recommend or not to recommend any particular vendor or to invite orexclude any particular vendor from consideration at any stage of the process. Instead of recommending thatcontracts be awarded to one or more vendors who presented proposals, WCPSS may, at its sole discretion, rejectthe proposals and repeat the process, enter into direct contract negotiations with one or more vendors (possiblyincluding vendors who have not previously submitted proposals) or take any other action WCPSS deems advisableunder all the circumstances.WCPSS is expected to make any final selection(s) based upon any factors or considerations WCPSS deems relevant.Factors often considered include qualifications, relevant experience, fee, and ability to perform work in a timelymanner. WCPSS retains sole discretion to award the contract to the vendor(s) it believes will best serve theinterests of WCPSS and may consider any factors, documents, or information it deems relevant in making thatdetermination. WCPSS shall not have any obligation to explain its decision to select or not select any individualvendors or to invite or exclude any individual vendors from consideration at any stage of the process. The decisionof WCPSS to accept or reject any proposals and to award contract(s) to any one or more vendor(s) shall be final andnot subject to further review.Vendors are subject to immediate disqualification at any stage of the selection process for any of the following:• The submission of false or misleading information in the vendor’s proposal.• Any efforts to dissuade or discourage other vendors from submitting proposals.• Any efforts to influence, dictate, or change the terms of another vendor’s proposal.• Any form of bid collusion or bid rigging.METHOD OF AWARDAll qualified proposals will be evaluated, and awards will be made to the Vendor(s) meeting the RFP requirementsand achieving the highest and best final evaluation which is best for WCPSS. WCPSS reserves the right to waive any minor informality or technicality in proposals received.IMPORTANT: CONFIDENTIALITY AND PROHIBITED COMMUNICATIONS DURING EVALUATIONDuring the evaluation period—from the date proposals are opened through the date the contract is awarded—each Vendor submitting a proposal (including its representatives, sub-contractors and/or suppliers) is prohibitedfrom having any communications with any person inside or outside of WCPSS regarding this solicitation. Allcommunication should be directed in written form to the WCPSS contact indicated on pages 1, 2, and 3.4|PagePROJECT OBJECTIVESThe Wake County Public School System’s (WCPSS) Alternative Learning Departments seek bids and/ororganizations that have demonstrated effective practices in providing student mentoring, coaching services, andfamily support in an educational setting. The purpose of this proposal is to provide mentor programs in selectedschools based on need, and coaching and family supports to middle school students and their families.School-based mentoring is defined by many program features that contrast it with community-based mentoringmodels. Among the key elements frequently found in school-based mentoring programs:● The program operates on the school campus or local community center.● Mentoring relationships meet for the duration of the school year.● Youth are referred by teachers, counselors, and other school staff.● School-based mentoring is not simply a tutoring program, nor is it unstructured.BACKGROUNDFor background purposes, the Wake County Public School System (WCPSS) is currently the largest school districtin North Carolina and the 15th largest in the United States. There are currently more than 200 schools in thedistrict, serving a student population of approximately 161,000, with approximately 20,000 staff. Wake Countycovers 854 square miles. Additional information about the school system can be accessed via the internet site(www.wcpss.net).SCOPE OF WORK• Applicants shall demonstrate the successful implementation of a school-based mentor program in a Pre-Kthrough Grade 12 setting.● Programs using an evidenced-based model will receive priority in the selection process.● Applicants should address explicitly how they will provide services to support students’ socio-emotionaldevelopment through at least weekly one-on-one and/or small group meetings. In addition, address howparents/caregivers will be engaged with your program.● Programs that have service-learning, connections to community resources, exposure to educational events,field trips, and culturally responsive practices should be clearly articulated in the application.● Individuals/organizations must clearly identify how services could continue virtually should the need arise.● An annual program evaluation report must be completed by June 30 of each year that the program isoperating.● The program evaluation should track student attendance in program initiatives, and connect to studentoutcome data such as attendance, discipline, and academic performance.● There should also be a perception survey completed by program students and parents/families.● Coaching program should provide at least 5 (five) full-time coaches to work in (5) middle schools withinWake County.WCPSS will award a one-year contract pursuant to this RFP. WCPSS reserves the right to award for two additionalone-year terms at the same cost at the discretion of the district and based on available funding.QUALIFICATIONS• VENDOR shall be licensed (when applicable) and approved to do business in the State of NorthCarolina.5|Page
